Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women Georgia is implementing the second phase of the Women’s Economic Empowerment in the South Caucasus (WEESC) Project with funding from the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC). The overarching goal/impact of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan, and Georgia are economically empowered and participate in relevant decision-making. Output 2 and Output 3 of the WEESC Project focus on legislative and policy frameworks and the gender-responsive programs, public services, strategies, and plans delivered by the government and public institutions to support women’s economic empowerment in Georgia and Armenia.

To create a more supportive environment for women’s participation in the formal labour market, UN Women is supporting the Statistical Committee of Armenia (ARMSTAT) in the area of gender statistics. In 2021, UN Women supported ARMSTAT in conducting the Armenia Pilot Time Use Survey (APTUS) within WEESC Phase I. In Phase II, UN Women proposes to renew its partnership with ARMSTAT to conduct a national Time Use Survey (TUS).

In order to support the delivery of the TUS, UN Women plans to hire a national consultant who will be based at ARMSTAT to provide management support to achieve the following objectives:

  • Support ARMSTAT in preparation for the launch of the TUS project, compiling project documents and responding to any internal and UN Women queries that may arise during the project initiation process;
  • Facilitate the timely delivery of TUS project activities according to the Project Description, Detailed Implementation Plan, and Budget;
  • Monitor the implementation of TUS project activities and provide support, feedback and guidance to ARMSTAT staff as required.

Duties and Responsibilities

The duties and responsibilities of the National Consultant are:

TUS management and implementation support

  • To ?liaise with ?stakeholder?s and organize the consultations with the inter-agency National Reference Group to discuss the ?objectives of ?the TUS? and validate survey findings,? including logistical and secretariat support to the inter-agency working group meetings if required;
  • To develop the ToR for the ARMSTAT task force team that will be involved at the various stages of the TUS;
  • To oversee the implementation of activities jointly agreed between ARMSTAT and UN Women with regards to TUS;
  • To ensure the adherence to project objectives, rules, regulations, processes and procedures in the planning and implementation of TUS activities;
  • To coordinate and provide technical and logistical support to international consultants engaged in the TUS including during country missions.

TUS monitoring and reporting support

  • To establish systems for TUS progress tracking, implementation and monitoring using results-based management tools;
  • To conduct regular monitoring and quality assurance of field survey implementation, data cleaning and entry as per agreed criteria with UN Women and ARMSTAT;
  • To gather and compile all information necessary for documenting each stage of the survey process as per agreed criteria with UN Women;
  • Hold weekly meetings with the UN Women Project Analyst to provide updates on TUS project progress;
  • In collaboration with the relevant ARMSTAT departments, ensure quality and timely narrative and financial reporting to UN Women on progress of the project in the English language;
  • To convene and report monthly the progress on project implementation to UN Women and ARMSTAT task force team on TUS;
  • Perform other relevant duties as required.

Deliverables:

The timeframe for the work of the consultant is planned for the period of 1 May, 2023 to 31 May, 2024, for up to 250 working days, in the ARMSTAT office in Yerevan and home-based. Key deliverables and timeframe are the following:

Required Skills and Experience

Education:

  • Master’s degree in social sciences, statistics, mathematics, economy, or related discipline

Experience:

  • At least five (5) years of experience as a project manager in data and survey research related activities.
  • At least three (3) years of experience working in data and knowledge management related activities (data collection, analysis, training, methodology development etc.).
  • At least one (1) year of experience of drafting project reports in the English language (preferably for UN partnerships)
  • Experience working with ARMSTAT is required for this role.

Language:

  • Armenian (native);
  • English (fluent).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master’s degree in social sciences, statistics, mathematics, economy, or related discipline
  • At least five (5) years of experience as a project manager in data and survey research related activities
  • Fluency in Armenian and English

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • At least Master’s degree in social sciences, statistics, mathematics, economy, or related discipline (max 40 points);
  • At least five (5) years of experience as a project manager in data and survey research related activities (max 80 points);
  • At least three (3) years of experience working in data and knowledge management related activities (data collection, analysis, training, methodology development etc.) (max 80 points);
  • At least one (1) year experience of drafting project reports in the English language (preferably for UN partnerships) (max 60 points);
  • Experience working with ARMSTAT (max 60 points);
  • Fluency in Armenian and English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Europe and Central Asia Regional Office (ECARO) Regional Gender Statistics Specialist and day to day management of UN Women WEESC Project Analyst based in Yerevan.

Financial arrangements:

Payment will be disbursed upon submission of monthly reports of deliverables according to the Detailed Implementation Plan followed by a written confirmation to Programme Specialist that the services have been satisfactorily and timely performed as specified below:

  • Progress Report 1: 10 working days (4%)
  • Progress Report 2: 20 working days (8%)
