Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Mozambique, this role is exercised in the context of the overall support provided by the UN system under the UN Development Assistance Framework (UNDAF) 2017-2021. UN Women’s Strategic Note for Mozambique covering the period 2017-2021 focuses on providing financial and technical support to the Government of Mozambique across four thematic areas: women’s economic empowerment (WEE), women’s leadership and participation, institutional strengthening around gender mainstreaming and gender responsive budgeting, women, peace and security, as well as combating, preventing and responding to violence against women and girls. In this context, it puts a strong focus on women’s socioeconomic empowerment as part of the strategy to promote post-conflict recovery in Mozambique. Additionally, it favours the development of sustainable and high-profit initiatives through entrepreneurship development and labour market opportunities at district and provincial levels.

Under its Women, Peace and Security portfolio, the UN Women Country Office in Mozambique, in partnership with the Ministry of Gender, Children and Social Action (MGCAS) and with support from the Governments of Iceland and the kingdom of Norway is implementing a Project that seeks to promote women´s and girls´ effective participation in peace, security and recovery in Mozambique. The project is being implemented” in Gaza, Manica, Inhambane, Tete and Zambézia, Sofala, and Cabo Delgado. Moreover, one of the key components of the project is to provide livelihood support and facilitate access to sustainable economic opportunities to women and girls affected by conflict.

This socioeconomic component of the project is being implemented in Gaza, Manica, Inhambane, Tete and Zambézia, and Sofala provinces and it includes activities focused on:

  1. Financial literacy, village savings loans associations (VLSA+) and business management trainings and coaching;
  2. Business-oriented poultry, apiculture, agriculture and other key profitable activities with a rapid return and sustainable nature; and
  3. Vocational Trainings.

The project has its one objective the documentation of good practices and the developing of knowledge products that focus on the human-centered impact of the project through powerful stories, videos and photos. The production and documentation of good practices on gender and women’s empowerment helps guide all actors in developing policy, programmes and legislation that better address challenges facing women and girls. Documenting good practices, stories, videos and photography enable one to exploring solutions and taking them to scale to maximize gains for African women and girls within the context of accelerating achievements and realizing the Sustainable Development Goals (SDGs) and the African Union Agenda 2063. Further, the knowledge products are a tool that show what actions took place, when and how they contributed to a positive change in the lives of women and girls. The process of producing and documenting knowledge products also provides the opportunity to capture challenges, risks and mitigation to contribute to learning.

Moreover, the documentation of different knowledge products on promotion of women´s socio-economic recovery under women, peace and security portfolio will:

  • Provide an opportunity to systematically record and share good practices within and between countries and regions, and in turn, increase the potential for accelerating gains for women and girls affected by conflict and in post conflict areas;
  • Help leverage the rational use of the project good practices to fostering the socioeconomic empowerment of women and girls affected by conflict;
  • Demonstrate with evidence different reasons for continued investment in women and girl’s empowerment by showing success stories, and good practices of the project implementation,
  • Demonstrate the diverse ways that organizations/actors address challenges implementing the Women, Peace and Security Agenda toward socio-economic empowerment of women and girls; and
  • Provide broaden the understanding about what works, and encouraging replicability, scalability and/or investment in further documenting successes and challenges in implementation. The documentation of good practices should balance information and details related to the intervention with good analyses to create a knowledge base of what works and why particular approaches succeed in certain contexts.

It is in this context, UN Women seeks to hire a national consultant to document emerging good practices and produce knowledge that illustrate the socioeconomic empowerment of women and girls affected by conflict in 13 districts affected by conflicts in 6 provinces – Sofala, Manica, Zambezia, Tete, Gaza, and Inhambane. The consultancy is expected to be finalized within 3 months.

Duties and Responsibilities

Objective of the Consultancy

The main objective of the consultancy is to produce and develop knowledge products that holistically illustrate the positive contribution of women and girls’ post-conflict socioeconomic recovery in Mozambique, by specifically drawing examples from provinces of Gaza, Tete, Inhambane, Sofala, Manica, and Zambézia under the scope of the Women, Peace and Security project.

Duties and Responsibilities

The consultant will work under the overall supervision of the Women, Peace and Security Programme Officer in Mozambique, and UN Women Country Representative including technical support of the UN Women Communication officer, UN Women’s implementing partners in the mentioned provinces as well as relevant Programme colleagues. The key interlinked tasks include:

  1. Develop and present a project proposal that reflects all the methodology and roadmap of the assignment including methodology. To be approved by UN Women Country office.
  2. Travel to the field and conduct a data collection with women and girls’ beneficiaries of the project in Gaza, Tete, Inhambane, Sofala, Manica, and Zambézia Provinces.
  3. Develop a human-centered approach to collecting stories – this should include information about the person (s) to be interviewed, place, angle of the story, highlights etc.). The outline needs to be approved by the UN Women Country office,
  4. Collect human interest stories, reports, videos and photographs in all the projects in Gaza, Tete, Inhambane, Sofala, Manica, Zambézia Provinces.
  5. Provide high quality audio recording of all the interviews taken for writing the story.
  6. Produce high quality videos recording of all the women and girls affected by conflict success stories in beekeeping, aviculture, poultry, and VLSA.
  7. Identify and produce evidence-based, documentation (both in written and visual (using photos and videos) formats) of impacts, successes and good practices of the project in the aforementioned provinces.
  8. Submit at least 50 separated women’s and girls’ experiences/ human interest stories as entrepreneurs and members of VLSA Groups and how they have benefited from participating in the project to be shared on social media. Each story should be up to 1000 words. The style of stories should be catchy and simple.
  9. Produce a compilation of human-centred success stories with high quality photos on Women´s and Girl´s Socioeconomic empowerment in the conflict and post-conflict Context in Gaza, Tete, Inhambane, Sofala, Manica, Zambézia Provinces, in English and Portuguese.
  10. Provide full information about each participant: include full name of the subject; district; date; and descriptive information, written in complete sentences. The list must be confirmed by implementing partners in the field and UN Women country office.

Stories:

Stories from the above-mentioned provinces are expected to showcase the journey including the challenges and successes of women’s and girls’ affected by conflict and in post conflict areas during the implementation of the project mentioned above. These stories should explore undiscussed topics and emotions related to women’s rights, to ‘act’ as a ‘stage’ where women and girls affected by conflicts have access to sustainable economic opportunities that contributed for the increase of their income security, decent work and economic autonomy. The stories should inspire younger generations of women in conflict context to have a life full of dignity, where they exercise their rights fully. Stories should also focus on the process of change, finding positive solutions, overcoming challenges to achieving women’s economic and social rights, and/ or the subjects’ role in developing programmes that protect and uphold these rights and empower women. Before the stories are developed, an introductory interview should be held with the protagonist - to build trust, talk about the project, explain our objectives, find out about her story etc. Readers should connect emotionally with the stories. All storied must be companied by high-resolution photos.

Photos and Videos

The photos and videos are expected to have a unique and visually appealing visual identity in line with UN Women’s brand colours with original art and motion graphics effects to draw in audiences.

Photos must be accompanied with captions and credits. Captions should tell the reader what is going on in a picture, and not just describe the obvious. They should be factual and seek to tell the “who, where, when and why” of the photo in a way that connects the photo to the text. Every photo must include a caption that is: 1) a full sentence,2) includes a location, date, description of what’s happening in the photo and 3) names/titles of any key individuals (if relevant), 4) They must also include a photo credit with the photographer’s name.

Photo format: All photos for stories should be submitted in. raw, .tiff or .jpeg format, in the highest resolution possible (minimum 3000 pixels on the long side). Cropping or compressing is not advised.

Videos allow us to provide vivid, intimate portraits of the women we support, and they help shine a light on our programmes and advocacy efforts to advance gender equality. To ensure we meet these goals highly quality videos at the following formats are strongly recommended .MP4 or .MOV in 1920 x 1080 resolution or higher. Video content produced exclusively by UN Women should end with the UN Women logo, including MGCAS , WPS, and Iceland and Norway Logos —centered on the final screen against a white background—and visible for no less than 3 seconds. It is not necessary to display the UN Women logo at the start of videos, unless desired by your office.

Translations:

The consultant will be responsible for providing translations (from local languages to Portuguese and/or English) of video materials if need be.

Deliverables

Present project proposal that include a detailed roadmap, workplan and methodology for the entire consultancy and research including timeframe,

  1. Conduct field work to collect stories, relevant data, photos, videos in the 6 provinces,
  2. Produce at least 6 (at least one per province) high quality videos with Portuguese/English subtitles whenever discussions take place in a local language) about women and girls entrepreneurs success stories. It is expecting of up to 3 minutes each and submit to UN Women approval,
  3. Submit at least 50 separated women’s and girls’ experiences/ human interest stories with at least 15 high resolution pictures of each story,
  4. Produce an evidence-based, photographic and written compilation of human-centred success stories, good practices and impacts on women´s and girl´s socioeconomic empowerment in the conflict and post-conflict context in Gaza, Tete, Inhambane, Sofala, Manica, Zambezia Provinces, in English and Portuguese.

  • Transparency: Consultant shall clearly communicate to stakeholders the purpose of the evaluation, the criteria applied and the intended use of findings. Consultant shall ensure that stakeholders have a say in shaping the evaluation and shall ensure that all documentation is readily available to and understood by stakeholders.
  • Omissions and wrongdoing: Where consultant find evidence of wrong-doing or unethical conduct, they are obliged to report it to the proper oversight authority.

The evaluator will have the final judgment on the findings, conclusions and recommendations of the evaluation report, and the evaluator must be protected from pressures to change information in the report. If the evaluator identifies issues of wrongdoing, fraud or other unethical conduct, UN Women procedures must be followed, and confidentiality be maintained. The UN Women Legal Framework for Addressing Non-Compliance with UN Standards of Conduct defines misconduct and the mechanisms within UN Women for reporting and investigating it.

Required Skills and Experience

Education:

University degree in Communications, Journalism or other social sciences field relevant to requirements of the TORs.

Experience:

  • At least 5 years’ experience in social communications and storytelling with specific emphasis on gender equality and women’s empowerment focusing on women economic empowerment and Women peace and security;
  • Excellent storytelling/ writing skills and ability to translate expert knowledge in language that can be understood by non-expert audiences;
  • Recognized experience in the field work,
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems;
  • Experience in Social Research,
  • Strong Experience in Communications for Results,
  • Have experience in Graphic Designs and Infographics,
  • Proven experience in videography and photography, and
  • Strong experience in knowledge product production and management.

Required Languages:

  • Fluency in written and spoken English and Portuguese. Fluency in the local languages spoken in Mozambique is desirable.
