UNICEF Uzbekistan supports Ministry of Health (MOH) to promote positive behaviour related to Routine Immunization including vaccination against COVID-19. UNICEF is collaborating with different partners to cover more population and target audiences with key messages through different channels and platforms.

In November 2022, tripartite Memorandum of Understanding was signed between the Committee for Religious Affairs, Bord of Muslims of Uzbekistan, and UNICEF. Within the MoU, the parties plan to collaborate in broad areas that affect the child wellbeing and growth, including vaccination, health seeking behaviour, inclusive education, and others.

Within the signed workplan between the Committee, Board and UNICEF development of vaccination information toolkit, preparation of videos with engagement of religious leaders, as well as development of educational programmes.

UNICEF supported MOH and other government agencies in launch and maintenance of Internet of Good Things (IOGT) in 2022 and there is a need to regularly update content for healthcare providers including information on vaccine preventable diseases and vaccination.

For the implementation of the planned activities, UNICEF is seeking the services of a local consultant to support timely accomplishment of the planned interventions, including liaison with subject experts, supporting their collaboration with relevant stakeholders, getting clearances of the developed content, coordination with designers and editors to ensure the quality of the content.

Scope of Work:

Under the supervision of the Communication Section Chief and daily collaboration with the Social and Behaviour Change officers national consultant will:

• Providing support on organization meetings, translation, verification materials and drafting letters related to BCC in health course development for pre- service curricular.
• Liaise with partners to provide timely support to international consultant on BCC course development.
• Collaborate with subject experts that will be engaged for the content development, in terms of identification of best global practices, their adaptation, getting clearance for the content from the relevant stakeholders.
• Organization of regular coordination meetings of the technical working group on demand generation for immunization and facilitate revision and approval of the developed materials.
• Drafting content of articles for IOGT in cooperation with SES specialists.
• Providing timely feedback of SES to relevant questions asked by population and health care providers via IOGT platform
• Collaboration with designers, editors, printing companies, and relevant stakeholders.
• Other relevant tasks including verification and quality check of developed content and materials.

Work Assignments Overview - Deliverables/Outputs - Timeline

1. Compilation of all good practices related to the content development on immunization for faith-based organizations - Repository of good practices on immunization content for faith-based organizations August 2023.

2. Liaise with partners to provide timely support to international consultant on BCC course development - Organized meetings with partners. Developed course - September-November 2023

3. Liaise between subject experts for content development and getting clearances from relevant stakeholders - Immunization toolkit for faith-based organizations with clearances from relevant stakeholders. Relevant articles for IOGT - September 2023 – February 2024.

4. Provide coordination support for the technical working group on demand generation for review and approval of the outputs related to the collaboration with FBOs on immunization promotion - Agenda and minutes of 3 meetings conducted. Draft action plan for the development of the training content on Child Rights in Islam. Draft long term workplan in the follow-up to the visit to Al-Azhar University. Scripts of the videos with engagement of religious leaders - August 2023 – February 2024.

Total: Number of working days: 15 working days per month (September 2023 – February 2024)

To qualify as an advocate for every child you will have…

• Advanced university degree (post-graduation, Masters or PhD) in social studies, health communication, or any other relevant field.
• Minimum of 3 years of relevant experience in communication, including health communication, social behaviour change interventions.
• Work experience at UN agencies/UNICEF is an asset.
• Fluency in English is required. Knowledge of another official UN language (Russian) or a local language (Uzbek) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
