Background

The United Nations (UN) system in Namibia under the leadership of the Resident Coordinator and technical leadership of UNDP in collaboration with the Government of the Republic of Namibia (GRN) through the Ministry of Finance (MoF) and the National Planning Commission (NPC) was awarded funding from the SDG Fund to support its Joint Programme (JP). One of the key outputs of the JP is to support the GRN in its effort to establish an Integrated Financing Dashboard (IFD), to support the monitoring and review component of the Integrated National Financing Framework (INFF) in Namibia. The IFD is an integrated data system that is expected to track and synchronize all key domestic and international public and private financing flows to the country, such as tax and non-tax revenues, budget expenditure, public debt (domestic and external), official development assistance (ODA), private sector investment, credit/equity to private sector, foreign direct investment (FDI), remittances, NGO flows, foundations, climate finance, blended finance, climate change finance, and public-private partnership (PPP) to name a few. The IFD is expected to augment the existing financial data system in Namibia such as the Integrated Financial Management Information System (IFMIS), Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) and the Integrated Tax Administration System (ITAS) at the Ministry of Finance. .

Duties and Responsibilities

The primary objective of the assignment at country level is to leverage the national consultancy to anchor the process as part of the ongoing INFF related agenda, support and assist the second and third steps conducted by the international consultant, in domestic communication, conducting national stakeholders’ engagements, interviews facilitation, on-the-ground knowledge sharing, and all the other on-the-ground assistance requested by the international consultant. The national consultant will collaborate with and work under the direct supervision of the International Consultant of the feasibility study to jointly produce an assessment report on financing data management systems at both global and the individual country level. The national consultant will offer support and assistance to the international consultant in the following areas:

  • Identify the existing financing data management systems in Namibia
  • Identify the scope of financing flows that are recorded in the financing data systems assessed. The financing flows may include but not be limited to: Tax and non-tax revenues, budget expenditure, public debt (domestic and external), official development assistance (ODA), private investment, credit/equity to private sector, foreign direct investment (FDI), remittances, NGO flows, foundations, climate finance, blended finance, and public-private partnership (PPP) to name a few. Identify and assess the country-specific in-house data systems that are well-known for tracking and monitoring different financing flows.
  • Identify the data categories/parameters for each financing flow.
  • Identify what data categories/parameters for each financing flow outlined above are contained in each Namibia domestic data system. Depending on the specific type of the financing flow, key parameters may include: Currency, sectors, SDGs, programme/project name, geolocation, direct tax/indirect tax, budget spent status (%), commitment/pledge, disbursement, expenditure, bonds, loan (concessional, commercial), guarantee, grant, export credits, technical assistance, investment components (equity capital, reinvested earnings, intracompany loans), debt components (principal, interest, debt service), bond issuer type, creditor type (official, private), savings (both private and institutional), creditor country/multilateral agency creditor, dates (start and end dates), year, status (pipeline/identification, implementation, completed/closed, cancelled, suspended), tie status (untied, tied, partially tied), implementing partner, etc.
  • Assess data accessibility and service.
  • Assess how easily each Namibia domestic data system is making data accessible to various stakeholders, how data sets are available for download and in which formats, and how raw data can be available through the application programming interface (API) of the data system. In addition, assess the domestic institutional environment and legal framework for information sharing of the financing data system, as well as the government institutions for financing data collection.
  • Identify data timeliness.
  • Review at which frequencies information of the financing flows is updated and recorded in the Namibia domestic financing data management systems.
  • Assess the integration level of domestic data systems.
  • Assess the extent to which multiple country-level financing data systems are integrated and synergized with each other.
  • Identify the related capacity needs and strategies to address them.
  • Assess the relevant needs of the different stakeholders and government units involved in the process and propose strategies for addressing these needs.

Institutional arrangements

The entire assignment will be carried out by the international and national consultants under the technical guidance of the INFF Technical Team led by the Ministry of Finance and supported by UNDP Namibia CO, the UNDP Finance Hub in South Africa, the GIZ, the National Planning Commission, the Bank of Namibia, and other relevant and key actors in the society. The Technical Team comprises key sector Offices, Ministries, and Agencies, development partner organizations including IFIs, private sector, civil society organisations, academic and research institutions and the PUNOs (UNDP, UNICEF, UNFPA, and ILO).

  • Possesses strong technical skills in quantitative and qualitative research methods.
  • Strong analytical skills and ability to rapidly analyze and integrate diverse information from varied sources.
  • Excellent oral and writing skills with strong academic and policy experience.
  • Capacity to interact with senior officials of government, donors, and other development partners and actors including CSOs, the private sector, academia, etc.
  • Strong ability to take initiative to move complex processes forward to achieve articulated results, and to work at varying levels and on different initiatives simultaneously (personal organization and ability to multitask).

Required Skills and Experience

Education:

A Master’s degree in the field of the social science including applied economics, finance, public finance, development economics, and development studies. PhD in any of the areas is an added advantage.

Professional experience:

  • 5-7 years of work experience for the national consultant in the areas of interest (economics, development economics, finance, public finance, development studies, etc.).
  • Substantial experience in development policy analysis, conducting assessments, and with field surveys experience in Africa.
  • Strong quantitative and qualitative skills and a demonstrated capacity to perform outstanding original research including data collection, management, and statistical analysis.
  • Proved ability to work with government officials at the policy and technical levels to come up with practical and actionable solutions and recommendations.
  • Strong working knowledge of the United Nations (UN) and the development context of Namibia, as well as the Southern African Region.
