National Consultant Technical Support for the Pandemic Fund Application (Namibian Nationals Only)

  1. Background

Please briefly describe why the work is needed and the context.

The Pandemic Fund is a multilateral financing mechanism dedicated to providing multiyear grants for enhancing pandemic preparedness in low- and middle-income countries. The Fund assists countries and regions in strengthening their health systems and increasing their investments, enabling them to prevent, prepare, and respond effectively to health threats.

The devastating human, economic, and social cost of COVID-19 has highlighted the urgent need for coordinated action to build stronger health systems and mobilize additional resources for pandemic prevention, preparedness, and response. While there are many institutions and financing mechanisms that support pandemic prevention, preparedness, and response activities, none of them is focused solely on it. The Pandemic Fund brings additional, dedicated resources for pandemic prevention, preparedness, and response, incentivize countries to increase investments, enhance coordination among partners, and serve as a platform for advocacy. It is a collaborative partnership among donor countries, co-investors (countries that are eligible to receive funding), foundations and civil society organizations (CSOs). It is hosted by the World Bank with WHO as technical lead.

Ministry of Health and Social Services (MoHSS) with the technical support of WHO submitted a proposal for the first round in 2023 but was not successful. The second round for proposals opened in December 2023 and MoHSS requested for support to submit a proposal for the second round using the feedback from the Pandemic fund on the first proposal.

Objective of the SSA

The overall objective of the Consultancy is to support the overall proposal writing and drafting for the Pandemic Fund second round application including the collection of data if needed.

  1. Deliverables

Outline clear tasks and deliverables, to be carried out in the framework of the background described above.

These need to be time-bound and specific.

  • Review plan of first round and address the gaps identified based on the feedback from the Pandemic fund.

  • Information and Data collection on surveillance and workforce development.

  • Develop and present a proposal outline with all the required sections as per Pandemic fund guidance

  • Draft the full proposal including budget with annexes.

  • Support the development of a Monitoring Evaluation Accountability Learning (MEAL) including a MEAL implementation plan for the proposal

  • Ensure full endorsement from MoHSS

Deliverables

  • Final proposal submitted by the deadline of 19 May 2024.

  • End of contract report on activities conducted.

  1. Qualifications, experience, skills and languages

Identify the educational qualifications and expertise needed for the terms of reference outlined above.

Essential:

  • A minimum of a first university degree in health economics or health related fields

Desirable:

  • An advanced university degree in health economics or health related fields

Experience

Essential:

  • A minimum of two (2) years of progressively working in Monitoring, Evaluation and Learning

  • Experience in Public Health and proposal development in PPR, health systems or related fields

  • Experience working in similar proposal development processes with the MoHSS

Desirable:

  • Extensive experience of seven (7) or more years in public health

Skills/Knowledge

  • Knowledge and experience in Grant proposal writing

  • Very good command of written and spoken English.

  • Very good presentation and report writing skills.

  • Strong interpersonal skill

Languages and level required

Essential: Expert knowledge of English.

  1. Remuneration and budget (travel costs excluded)

Rate

The SSA will be paid at the level of the monthly rate of NOB of NAD 73,494.33 for the period of two months. The payment will be made as follows:

25% upon countersigned agreement

25% at the end of the first month

50% upon submission of the final proposal

Currency: NAD

Work schedule (if applicable): Full time

The SSA will be for two months from 15 April - 14 June 2024
