Background

Rationale

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership supporting Member 'States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

A key area of concern for UN Women is women's economic empowerment as expressed in UN Women's Strategic Plan 2018-2021. Empowering women to participate fully in economic life is essential to building strong economies, establishing just societies, and achieving the 2030 Agenda including Sustainable Development Goal (SDG) 5 for gender equality and women's empowerment and several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Ensuring women's participation and leadership and inclusion of their needs, experiences, and skills in the economy requires intentional actions and commitments from both the public and the private sector.

The Migration Governance for Sustainable Development in Indonesia Program (MMPTF Program)

The Programme aims to enhance migration governance in Indonesia by supporting government capacities in evidence-based, gender-responsive migration management at national and sub-national levels through: (1) Strengthened migration governance and national priorities in line with the Global Compact for Safe, Orderly and Regular Migration (GCM), ensuring contributing to sustainable development outcomes and 2) Enhanced government 'stakeholders' capacity at sub-national level to maximize migration's development potential.

The Government of Indonesia took a leadership role in negotiating and adopting the Global Compact for Safe, Orderly and Regular Migration (GCM). The Indonesian Foreign Minister served as a Vice President at the Inter-governmental adoption conference for the GCM in Marrakesh, Morocco, demonstrating 'Indonesia's leadership and strong commitment, particularly in relation to the protection of migrant workers.

Indonesia's Migration governance is emerging as a concerted, whole-of-government focus and remains significantly diffused across national and sub-national government structures. Building common approaches and coherence in migration governance is further challenged by the decentralization of government policymaking and budgeting. These challenges also highlight the importance of strengthening the relationship and integration of migration in national and local development planning to accelerate the realization of the Sustainable Development Goals.

Women's Economic Empowerment – UN Women Indonesia

The Women's Economic Empowerment (WEE) programme in UN Women in Indonesia aims to provide access to skill development, resources and enabling environment to increase women's participation in the economy. There are four main focus areas on WEE in UN Women Indonesia:

  1. Business Sector's Engagement; UN Women engage companies to implement ’‘Women’s Empowerment Principles (WEPs) to support gender-responsive workplace and ’‘women’s enterprise growth;
  2. Leverage Digital and e-platform onboarding; UN Women work together with the technology sector and e-platform companies to enhance women ’entrpreneurs’ access to market, in addition to digital and business literacy;
  3. Gender responsive skill development; UN Women facilitates entrepreneurial skill development for women that takes into account gender equality perspectives, by providing online (welearn.or.id) and offline training for women and young women, to also facilitate support system in the household for women ultra micro and micro entrepreneurs to ensure gender equitable household decision making and business management.
  4. Data and Analysis, UN Women work with partners to develop data to identify the root cause of gender inequality in the economy and pilot for the replicable model to better informed decision makers in accelerating 'swomen's economic empowerment.

UN Women will utilize the learning materials from WeLearn and the Together Digital programmes. Focusing on increasing women entrepreneurs’capacities to learn entrepreneurial and digital skills.

Expected Results

UN Women, IOM and UNDP jointly launched the Migration Governance for Sustainable Development Programme (MMPTF Programme) under the support of the Migration Multi-Partner Trust Fund Program (Migration MPTF). The Programme aims to enhance migration governance in Indonesia by supporting government capacities in evidence-based, gender-responsive migration management at national and sub-national level through:

  1. Strengthened migration governance and national priorities in line with the GCM, ensuring contributing to sustainable development outcomes;
  2. Enhanced government 'stakeholders' capacity at sub-national level to maximize migration's development potential.

In relation to this, UN Women will implement activities to achieve Output 1.3., namely, comprehensive, government-led National Action Plan for GCM implementation, follow-up, and review, incorporating RBA, gender and child-sensitivity is produced. The activities will be focusing on Capacity building for the returnee and prospective women migrant workers and their families on digital entrepreneurship with gender perspectives.

The main objective of this activity is to promote livelihood opportunities for women migrant workers under MMPTF Programme by increasing their skills in entrepreneurship, financial management, digital skills to participate in digital economy and gender equitable household to support women’s economic empowerment. This activity will also involve the family of women migrant workers to learn about gender equality in the household, , family financial planning, safe migration and family care planning.

Through this activity, UN Women goes beyond providing skills and knowledge to build upon the individual capabilities of women migrant workers and young women from migrant workers communities and lower-income households. The activity will improve women's social standing in the family and increase their voice in the family and involvement in household decision-making.

Ultimately, the proposed activity aims for women migrant workers, young women from migrant workers communities to have options for better use of remittance and prevent them to seek precarious work from unsafe migration. The program will provide a scalable model of intervention to be replicated by national governments, CSO, and private sector actors.

Objectives

UN Women Indonesia would like to recruit a National Consultant as the supplier to conduct the Women’s Economic Empowerment capacity building to Promote Livelihood Opportunities for Women Mingrant Workers and Their Families.

The main objectives of the capacity building are:

  1. To provide options for better use of remittance and prevent the targeted women migrant workers and young women from migrant workers communities to seek precarious work from unsafe migration;
  2. To increase the digital entrepreneurship skills with gender perspectives of the targeted women migrant workers and young women from migrant workers communities
  3. To increase the knowledge and skills of the targeted women migrant workers and young women migrant workers and their families for the following topics: safe migration jobs, family financial planning and family care.
  4. To increase the knowledge of Account Officers from the financial institution under the PIP

The target beneficiaries:

  1. Direct beneficiaries: Targeted women migrant workers (both migrant workers who have returned home and women migrant workers likely to engage in domestic work abroad),
  2. Indirect beneficiaries:
    1. Family members of migrant workers who participate in the trainings
    2. Account officers of financial institutions under PIP

Overall, the activity will directly engage 160 women migrant workers and 160 family members including male partners and 48 Account officers.

The target area:

  • The activity will be conducted in Lombok island (West Nusa Tenggara province), Cilacap and Cirebon (West Java province)

Duties and Responsibilities

Scope of Work

Under the supervision of the UN Women National Programme Officer for Women Entrepreneurship, the Supplier will provide the following services:

  1. Capacity Building in collaboration with the stakeholders including the government, CSOs and private sector as UN Women’s partners.

    1. Organizing the Training of Entrepreneurs with topic on entrepreneurial, digital, business financial, gender equality, family financial planning, family care and safe migration:
    • Lombok (West Nusa Tenggara Province) with total target 80 training participants per area;
    • Cilacap, West Java with target 40 training participants;
    • Cirebon, West Java with target 40 training participants ;
    1. Organizing the Training of Trainers for Account officers in Cilacap and in Cirebon with target 24 training participants per area;
  2. Organizing the Family Financial planning and Family care with gender perspectives with male partners/family in Lombok, Cirebon and Cilacap with target 40 training participants per area;

  3. Training material development;

    1. To do adaptation on the training materials from UN Women’s training materials which include topics on gender equality, women’s leadership and entrepreneurship as well as other relevant training materials from partners (if any):
    2. To work with the gender expert to integrate UN Women gender equality training module into the training module and on adapting Family care with gender perspectives;
  4. Business Coaching for training participants in Lombok with target: 160 targeted women migrant workers
    1. To conduct hybrid business coaching including at least 3 times site visit;
    2. To form online group for supporting targeted women migrant workers ;
  5. Coordinate with local stakeholders in implementing workplan activities; for instance with the government, local government;
  6. Monitor the activity implementation; including evaluations of activities and measuring the progress of training participants as relevant as part of the activity report;
  7. Managing the related activities including provide relevant supports in survey, communications; administrations such as distribution of local transport for participants, fee and perdiem of required trainers as well as other travel and logistical arrangements as briefed by UN Women;
  8. Develop activity reports with pre and post test data and analysis and activity documentation.

Results that will be achieved and measured from above activities:

  • Increased skills/ knowledge of targeted women migrant workers on entrepreneurial, digital, financial, gender equality and women’s leadership ;
  • Increased number of registered businesses of targeted women migrant workers;
  • Percentage increased of female participations in household decision making;
  • Number of targeted women migrant workers get access to funding;
  • Increased knowledge of male partners/family on gender perspectives on the household, including family care.
  • Increased knowledge of male partners/family on family financial planning.

V. DELIVERABLES AND SCHEDULES

Under the supervision of the UN Women National Programme Officer for Women Entrepreneurship, the Supplier is expected to submit a proposal with detailed activities, deliverables, timeline and budgetary requirements.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interviews.

Financial/Price Proposal evaluation

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The lumpsum amount must be detailed and inclusive of how the professional fee of each team member is calculated. Management fee (if any), tax, travel costs for technical team members of suppliers and indirect costs such as printing, designing, communications in relation to the scope of work of services must be included in each deliverable of the financial proposal
  • Internet and communication cost should be included in the financial proposal
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.

Required Skills and Experience

Qualifications

The supplier is the consultant with team members that have relevant experience and is encouraged to submit an expression of interest. The following qualifications and competencies are required:

  • Degree(s) in business, economy or related fields;

o A first-level university degree in combination with 5 additional years of qualifying experience may be accepted in lieu of the Master’s university degree.

  • Minimum of 7 years relevant experience in capacity building to increase the skills of the women entrepreneurs on entrepreneurial skills and gender equality, women’s leadership;
  • Minimum of 3 years relevant experience in developing for gender and entrepreneurship for women in micro and small businesses ;
  • Experience working with government and international organizations is an asset.;
  • Previous experience in working with UN agencies or other international organizations is an asset.
  • Fluent in English and Bahasa Indonesia.
