Background

Heavy rains across the country from 29 March to 4 April resulted in flash floods and landslides affecting all 13 municipalities in Timor-Leste to varying degrees, with the capital Dili and the surrounding low-lying areas the worst affected. A total of 44 fatalities (including 14 missing, presumed dead) have been recorded, 20 of whom in Dili municipality.

According to official figures, a total of 33,835 households across the country have been affected; of those, 81.6% - or 27,622 households – are in Dili municipality. A total of 2,163 hectares of agricultural areas have been affected by the flooding, which would negatively impact food security during the next lean season.

The latest official figures compiled by the Secretariat of State for Civil Protection, there remain a total of 13 evacuation centers in Dili municipality, where 1,743 people – or 394 households – are temporarily sheltered. This is 1,269 people less compared to two weeks ago, and it accounts for 11% of the total number of people in evacuation centers during the peak (8 April). Majority of the temporarily displaced have returned home, and the Government and humanitarian partners are supporting their safe return to the communities.

The floods affected women, men, girls and boys of all ages in different ways. Gender inequalities increase vulnerability of women, girls and vulnerable groups as they limit the equal access to information and resources including clean water, food, menstrual hygiene products, healthcare services, etc. The diverse needs of children, women and other vulnerable groups (e.g. women and girls with disabilities, pregnant women & lactating women, single-parent mothers, survivors of gender-based violence, persons living in shelters/ institutional facilities, LGBTIQ persons) should be taken into consideration in the emergency response, e.g. relief supplies distribution, accessibility and safety of the evacuation centers and healthcare support, as well as in the recovery planning.

Evidence shows that violence is often exacerbated in emergency situations including natural disasters, due to disruption of services and community life, destruction of infrastructure, separation of families and displacement, and limited access referral services. Taking actions from the earliest stages of emergency to adequately mitigate all forms of violence, and safely respond to the needs of potential survivors in the aftermath of natural disasters is a key response priority. Disasters can have devastating effects on children’s lives, the response should take into consideration the specific needs of children.

Given that this humanitarian crisis increases the risk for GBV and IPV, the European Union (EU) – United Nations (UN) Spotlight Initiative proposed to work with the Government and CSOs partners and reprogramme a total of USD 100,000 or 1.3 percent[1] of existing funding, to respond to the immediate needs of women, girls and vulnerable groups affected by the flooding. USD 68,000 out of the USD 100,000 through UN Women’s partner agreements with SEII, and CSOs such as Belun, CRS, Plan International, Scout, CODIVA, Rede Feto and Ajar) identified immediate needs and to respond to increase risk of gender based violence or intimate partner violence, and strengthening the GBV intervention of emergency response in upcoming National Action plan on Gender Based Violence revision, including: dissemination of information on prevention, response to GBV and the referral system for women, girls and survivors of GBV and LGBTQI community, provide psychosocial support to women, children, groups facing intersecting and multiple forms of discrimination and survivors of GBV, basic food[2] and non-food items (including hygiene kits) to women, girls and survivors of GBV and the LGBTQI community

[1] Total Spotlight Initiative budget for the year 2021 is USD 7,787,775 (i.e. not including agency contribution).

[2] Food distributed must be nutritious; no distribution of milk formula as children under one year old should be breastfed. For cooked food, avoid the use of contaminated water which could lead to diarrhea and other intestinal conditions.

Duties and Responsibilities

Overall objective of the assignment

Under the EU-UN Spotlight Initiative, UN Women in Timor-Leste is seeking a national consultant to support UN Women and Secretary of State for Equality and Inclusion (SEII) in provision of technical assistance on developing Gender Alert on floods and post-floods in Dili with Ensuring a gender Responsive humanitarian response.

This activity will contribute to the activity 2.2.3: Strengthen Inter-Ministerial NAP GBV Coordination at National and Municipal levels: Support SEII to develop gender alert on both floods ab post floods to the evacuation centre and the affected communities, and vulnerable groups including women and children, women and girls with disabilities, pregnant women & lactating women, single-parent mothers, survivors of gender-based violence, persons living in shelters/ institutional facilities, LGBTQI group.

Scope of work/Duties and Responsibilities

Under the overall guidance of the UN Women Head of Office in Timor-Leste, and supervision of the Spotlight Initiative EVAW Programme Officer, in collaboration with the Spotlight Initiative Programme Specialist, Gender and Protection Sector’s Coordinator and other relevant personnel, the National Consultant will provide support and technical assistance to SEII, on the following tasks:

  1. Support to SEII to develop Gender Alert work plan in details and conduct desk review:
  • Review all Timor-Leste April 2021 Flash Floods Emergency reports
  • Review the reports and assessments of the Government, the UN Agencies, INGOs and civil society organizations on the flood’s response (e.g. IOM rapid assessment and etc)
  • Meet with SEII to identify key staff for gender alert and strategy of the gender alert on floods and post-floods, including preparation of the gender alert check list, which not limited to include target audience by identify difference of sex, ages, disability, diversity disaggregation affected from the floods , and evaluate the gender-responsive humanitarian response during floods and post floods/recovery processes.
  1. Develop Gender Alert on post Floods/response and recovery:
  • Participate in all Gender and Protection coordination meetings
  • Undertake assessment and document results based on difference of need of women, girls, children, men, boys and children who affected by the floods,
  • Prepare a brief analysing results and proposing actions and plans which should be taken in post-flood situation and in future preparedness, and present to SEII and UN Women, and Gender and Protection Sector.
  • Present findings of the gender alert to the Gender and Protection Sector during the coordination meeting.
  • Submit the final report with the best practices and lessons learnt, and costing exercises on gender responsive humanitarian response during emergency (natural disaster/floods and others)

Duration of the assignment

The duration of the assignment: one and half months. The consultancy is expected to commence on (or around) 21 July 2021 – 20 September 2021.

2.2. Present report to SEII and UN Women

All the documents, including reports, questionnaires, presentations and reports should be submitted in English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women. The Consultant will be requested to revise the reports and address the feedback from SEII, UN Women and Gender and Protection Sector.

Inputs:

  • The consultant is expected to use their own computer.
  • UN Women will provide the consultant reference materials, printing facilities, and internet access as needed, will facilitate coordination with key stakeholders.
  • UN Women will facilitate coordination with the CSO partners, and provide logistics and transportation support when travelling out of Dili to municipalities if required in support of the assignment.
  • UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of Dili when applicable, as per UN Women rules and regulations.
  • All arrangements will need to be adapted to current conditions, guidelines and requirements related to the COVID-19 pandemic.

Education:

Master/Bachelor’s degree in Economics, Political Science, Social Work, Gender and Development or other relevant field.

Experience

  • At least Master’s Degree with two years of experience or Bachelor’s degree with four years of experience of work on human rights, international development, humanitarian response, gender equality, or other relevant academic qualification.
  • Experience in capacity development of government organizations in gender equality and protections
  • Experience with facilitation of high-level dialogues, trainings, consultations, including with Government counterparts preferably on gender equality, violence against women and girls and gender responsive budgeting.
  • Experience in management, monitoring and evaluation of humanitarian response projects
  • Familiarity with multi-stakeholder coordination networks in humanitarian response
  • Experience in three municipalities of focus would be an advantage

Language and other skills:

  • Knowledge of the NAP – GBV in Timor-Leste
  • Proficiency in oral and written English and Tetum languages, knowledge of Portuguese is an advantage.
  • Computer literacy and ability to effectively use IT, particularly Internet, email, Excel, Word, PowerPoint and online meeting platforms including but not limited to Zoom.

  • The financial proposal shall specify a total lump sum amount per each deliverable, including travel and administrative fees, based on the template in Annex 1. Evaluation

Applications will be evaluated based on the Cumulative analysis.

A three-stage procedure is utilized in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
