UNICEF Jakarta is looking for national consultant to:

1) act as liaison person between UNICEF and different Ministry of Education and Culture and Ministry of Information Technology Directorates working on digital learning and connectivity for students and teachers;

2) provide coordinating and technical support in the roll out of the UNICEF Global Reimagine Education[1] initiative in Indonesia.

How can you make a difference?

The world is facing a learning crisis. Globally, UNICEF’s Reimagine Education initiative aims to connect every child and young person to world-class digital solutions that offer personalized learning to leapfrog to a brighter future. To do so, UNICEF calls for:

• Every corporate provider of digital learning to work with us to increase access to their content and platforms. This means personalizing learning based on what children and young people want and need to learn – in languages they understand. Using modern technologies to build and accredit skills and track learning progress will be critical for students, families, teachers, governments and businesses. • An initial US$3 billion in public financing for the Giga initiative (connecting all schools to the internet) that will catalyze US$428 billion of private and institutional finance over the next decade for connectivity. In addition, we are inviting expertise from industry partners to help map school connectivity status in real time and provide digital learning solutions. • The international community – particularly the private sector – to radically lower the cost of digital devices so they are available to every child and young person, no matter what their circumstances. • All Mobile Network Operators to develop solutions that allow digital learning content to be accessed anywhere and to be affordable, including through zero-rating of content. • Every government to create opportunities for young people to play a part in re-imagining education, including volunteering initiatives, mentorship and peer education.

In the context of connectivity, digital learning and empowerment, UNICEF Indonesia has identified three key issues, highlighted below:

- Children reach adolescence without having acquired the skills necessary for further learning and academic success in secondary schools or other learning centres. - Digital divide affecting most disadvantaged; - Low capacity of teachers and lack of quality digital learning content.

As part of its efforts to support the Government of Indonesia’s plans to address the abovementioned challenges, UNICEF Indonesia has carried out a comprehensive situation analysis of the digital learning landscape in Indonesia. The analysis covers the overview of access to and quality of digital learning in Indonesia, including the current situation of internet connectivity and affordability, availability of digital learning devices, content and platforms as well as digital skills possessed by students and teachers. The study will serve as a basis for the roll-out of Reimagine Education in Indonesia. As such, UNICEF Indonesia is seeking a consultant to:

(1) First 5 months: contextualise the Global Reimagine Education Initiative to the Indonesian reality. This will be done in coordination with Government partners, using the completed digital learning landscape analysis report. To operationalize the initiative, an action plan will be developed identifying roles and responsibilities and actions to move the agenda forward (first 5 months); (2) Remainder of the consultancy: support the implementation of the above action plan (remainder of the consultancy); and define concrete plans for roll-out of Reimagine Education from 2022 onwards, including definition of key activities in annual workplans in relevant sections at the UNICEF Indonesia Country Office.

Work Assignment & Outputs: a. Review completed digital learning landscape analysis to formulate a policy brief and other advocacy materials. Output: Draft policy advocacy materials b. Coordinate relevant thematic meetings to disseminate the findings of the landscape analysis and to refine Government priorities and UNICEF’s role in roll-out of Reimagine Education (throughout the contract). Output: minutes of meetings; documentation of agreed priorities and UNICEF’s role; Draft Action Plan c. Coordinate and facilitate UNICEF’s technical support to the government in expanding and strengthening digital learning including improvement of connectivity, digital content and platforms and digital skills among; Lead the stakeholder mapping for Government, CSO, private sector and youth networks to be involved in Reimagine Education in Indonesia. Outputs: MoM on meetings regarding strengthening digital learning; Stakeholder mapping document d. Coordinate with focal points in UNICEF Indonesia on engagement of young people within the plans to roll-out Reimagine Education in Indonesia. Output: Documentation of engagement of young people within roll-out; MoM coordination meetings e. Provide technical support/coordination as per plans within action plan. Output: documentation of technical support f. Finalize action plan. Output: final action plan document g. Define concrete plans for roll-out of Reimagine Education from 2022 onwards, including definition of key activities in annual workplans in relevant sections at the UNICEF Indonesia Country Office. Output: Final report including plans for roll-out beyond 2021.

To qualify as an advocate for every child you will have…

• Masters or advanced degree in education, social sciences, or a related field. • Minimum 8 years of progressively responsible relevant experience in the field of digital learning, education, and skills development programmes. • Experience working on upstream work with Government partners. • Proven experience of high-quality report writing and documentation. • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure. • Good analytical, facilitation, communication and presentation skills. • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy. • A minimum of 5-8 years’ experience with either the UN and/or NGO is considered an asset. • Fluency in Indonesian and English (verbal and written). • Familiarity with Ministry of Education and Culture processes is an asset.
