Established in 1964, the International Trade Centre (ITC) is the joint technical cooperation agency of the United Nations and the World Trade Organization (WTO) in charge of the sustainable promotion of trade and in particular of exports from developing countries and economies in transition. The goal of the ITC is to make businesses in developing countries more competitive in global markets, accelerate economic development and contribute to the achievement of the United Nations Sustainable Development Goals (SDGs). Thus, the organization contributes to the creation of jobs at the level of segments of agricultural value chains and promising services, especially for young people and women.

OBJECTIVE: The Refugees Empowerment through Markets Programme (REMI) is International Trade Centre’s response to support people affected by displacement. REMI is housed in the Section for Women, Youth and Vulnerable Communities (WVYC) of the Division of Sustainable and Inclusive Trade (DSIT).

The ITC project “Nigeria: Sustainable economic reintegration of returnees” supports Nigerian migrants returning from Germany through creating a stronger and more supportive business ecosystem in Nigeria that offers specific support to the returning migrants. ITC’s component is part of the larger project ‘ARRIVES’ (Assisting the Reintegration of Returnees through Integrated Vocational and Entrepreneurship Support in Nigeria), which is implemented with two NGO partners. These prepare returnees for their return in Germany and manage the logistics of the return. Within the consortium, ITC focuses on three areas of intervention:

• Designing and implementing an entrepreneurship coaching component • Enhancing the capacity of institutional support to better provide customized support to returnee-led MSMEs • Enhancing the knowledge on the needs of returnees and recommendations for economic support activities by providing structured learnings to project partners and returnees

DESCRIPTION OF DUTIES/RESPONSIBILITIES:

The Consultant will work under the overall supervision of the Programme Manager of the ‘Refugees Empowerment through Markets Initiative’ (REMI) based in Geneva, Switzerland, and will undertake the following duties:

  1. Develop partnerships with local and national organizations: • Review existing documents on the project incl. its objectives, approach, and progress; • Understand the landscape of support programmes to returning migrants in Nigeria overall and in focus geographies such as urban centers; • Obtain insights on how to improve the support offering given the needs of returnees and their socio-economic environments; • Identify key actors in the policy and business support ecosystem that are mandated and/or willing to work with returning migrants and map how they could amplify the support to project participants through interviews and data collection; • Develop partnerships with relevant and willing organizations through regular meetings, joint activities, and other channels of cooperation to advance the project objectives.

  2. Monitor and support coaching component: • Monitor and report on activities implemented under the business coaching component of the project; • Engage with ITC coaches and project participants to understand their needs and provide orientation where needed; • Develop introductory materials which respond to the project participants’ needs and readiness; • Provide in-person orientation for coaches as needed to ensure smooth onboarding to the project; • Conduct baseline and endline assessments of project participants socio-economic integration to measure the project’s impact, effectiveness and efficiency; • Contribute to developing the assessments; • Follow up with participants to ensure completion of assessments is done accurately and timely; • Carry out follow-up action with participants to ensure their continued participation in the coaching programme.

  3. Coordinate survey initiatives and data analysis: • Coordinate the operational implementation and coordination of data collection for sector analyses, including the coordination with sector experts and enumerators; • Provide quality control of the collected data and support data analysis and report writing as needed; • Communicate findings to project stakeholders and implementing partners through learning seminars and publications of reports identifying key sectors for returnees.

  4. Report on project activities: • Report the project’s progress to ITC’s project team in Geneva and Abuja through regular check-in meetings and email communications – the frequency of the meetings will be determined in consultation with the incumbent and be adjusted depending on the project’s progress; • Provide information for the project’s corporate reporting, both monthly and quarterly, as well as biennial donor reporting; • Conduct follow-up with participants and other local partners to collect necessary information; • Provide logistical support to the collection of invoices/receipts as needed; • Submit a final report detailing all activities conducted and results achieved, using ITC reporting templates where available.

The Consultant is obliged to provide full access to ITC external and internal auditors to documents and information. In addition, the contractor shall comply with any audit undertaken in line with the financial regulations and rules of the United Nations.

Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required.

Qualifications/special skills

Advanced university degree in business administration, social sciences, management, economics, or a related field. Extensive relevant experience may be accepted in lieu of the university degree. A minimum of four years of relevant experience in project management and/or coordination in the field of economic development is required. Experience of delivering trade-related technical assistance is desirable. Proven experience in stakeholder management and monitoring of project activities is desirable. Strong communication, coordination and organization skills are required. Network with trade-related actors, including business support organizations in Nigeria is desirable.
