Background

I. Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society, national machineries for women and other relevant actors.

Women’s political participation and leadership (WPPL) is one of UN Women’s primary areas of work. In order to strengthen the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in political and electoral process at all levels, as articulated in UN-Women’s Strategic Plan 2022-2025 Impact Area 1: Participation and Governance in Public Life: Women and girls participate in leadership and decision making and benefit from gender responsive governance. Additionally, WPPL is one of UN Women’s global Flagship Programme Initiatives designed to support women’s full participation and decision-making in political processes and institutions and guided by a history of international commitments to women’s representation.

Jordan is undergoing a wide range of political, economic and public sector modernization which started in June 2021 with the establishment of the Royal Committee to Modernize Political System and resulted in a number of Constitutional Amendments, a new Elections’ Law, a new Political Parties’ Law, a set of recommendations to improve public engagement in the decision-making process and to create an enabling environment for women’s and youth’s effective engagement in public life.

This was followed by the economic modernization vision launched in June 2022, with 8 main pillars, 366 initiatives that are expected to accelerate 35 sectors. The Public Sector Development Plan was launched in July 2022 covering 7 components: Legislation, Policies and Decision-Making, Institutional Culture, Human Resources, Government Services, Procedures and Digitalization, Structures and Governance

For the past few years, UN Women has been working with the Ministry of Planning and International Cooperation and the Jordan National Committee for Women to integrate the National Strategy for Women with the Governmental Indicative Executive Programme. Building on this work, UN Women has been working closely with the JNCW and the Inter-Ministerial Committee on the Empowerment of Women to support the government’s efforts to review the different components of the triple modernization agenda from a gender perspective, identify the opportunities, the existing programmes, the gaps and to develop a gender mainstreaming plan under these components.

II. Objective of the assignment

The objective of the consultancy is to assist the Jordan Country Office and the government of Jordan in developing a new multi-year programme on gender responsive governance which supports the mainstreaming of gender in the triple modernization agenda and the promotion of women under the three pillars of the modernization agenda as an accelerator of the reform, and to lead the technical support to partners and manage the JCO programmatic interventions in the field of gender responsive governance while this programme is being developed and until it is institutionalized.

Duties and Responsibilities

Under the joint supervision of the Country Representative and the Deputy Country Representative, the Political Participation and Gender responsive Governance Specialist will lead the development of gender responsive governance and political participation programmes; manage the roll out of pilot activities under the area of responsibility; support capacity and skills-enhancement of staff and partners; establish and strengthen partnerships; and develop relevant knowledge products on political participation and gender responsive governance. She/he works in close collaboration with programme colleagues, government officials, and civil society ensuring successful UN Women programme implementation.

In particular, the Specialist will be responsible for the following:

1. Provide programme development advisory services and develop programmes in the area of gender responsive governance and political participation

  • Lead the design and formulation of programme proposals and initiatives including a new multi-year program document on gender responsive governance and political participation;
  • Identify programmatic areas for support and interventions on gender responsive governance and political participation;
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to gender responsive governance and political participation;
  • Organize periodic consultations with key stakeholders to gather inputs on programme design, as necessary.

2. Manage the implementation of programme activities on gender responsive governance and political participation

  • Finalize annual workplans, budgets, procurement plans and manage their implementation;
  • Provide programme advisory support within the thematic area assigned;
  • Manage the technical implementation of programme activities; provide technical advice; ensure synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Convene periodic programme review and/or evaluation meetings.

3. Oversee technical assistance and capacity development to programme partners

  • Serve as an expert resource to partners on Gender responsive Governance and Political Participation;
  • Build, manage, and expand relationships with national partners to support implementation and expansion of programming; respond to any potential challenges;
  • Provide technical advice to partners; oversee the provision of technical guidance by the team;
  • Serve as a resource expert to partners;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training, and capacity development initiatives.

4. Manage the monitoring and reporting of programme activities

  • Manage the process of monitoring programme activities and finances using results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Write office donor and UN Women reports.

5. Support the management of people and financial resources as necessary

  • Support the management of programme budgets and financial reporting;
  • Mentor and coach staff

6. Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7. Support inter-agency coordination to achieve a coherent and aligned presence for Gender responsive Governance and Political Participation in Jordan

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure program activities are harmonized and aligned with other in-country efforts;
  • Take part in country level Common Country Assessment (CCA)/ United Nations Sustainable Development Cooperation Framework (UNSCDF) processes and similar exercises related to the RC system;
  • Prepare substantive inputs to CCA/ UNSDCF and other documents, as necessary.

8. Lead advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and policy dialogues on issues related to Gender responsive governance and political participation;
  • Manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Gender responsive Governance and political participation.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in political science, gender studies, law, human rights, international relations or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years progressively responsible experience in programming and advocacy on women’s political empowerment and/or gender-responsive governance;
  • Demonstrated experience working with, and building partnerships with governments, donors and civil society organizations;
  • Demonstrated experience working with the government of Jordan to support gender mainstreaming in policy and institutional reform;
  • Experience working with the UN is an asset;

Language Requirements:

  • Fluency in English and Arabic is required.

Evaluation Criteria

Consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Educational Background (number of points: 20)
  • Criteria 2: Relevant experience (number of points: 40)
  • Criteria 3: Language Requirements (number of points: 10)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest offer*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
