Scope:

Under the general guidance of the Deputy Representative, the incumbent is responsible for providing technical support to the Government of Guinea-Bissau for the implementation, monitoring, and reporting of some of the ongoing interventions under social protection, public finance , child poverty, Planning Monitoring and Evaluation components of the social policy planning Monitoring and Evaluation programme .

How can you make a difference?

The key duties and responsibilities include, but not limited to the following:

1. Supporting the implementation of the GPE COVID-19 emergency cash transfer programme

• Manage and coordinate technical support to ensure that the ongoing GPE COVID-19 emergency cash transfer intervention is implemented and monitored in a timely fashion, following the design of the intervention.

• Monitor cash disbursement and liquidation related to emergency interventions.

• Guide the UNICEF Monitoring & Evaluation Specialist as well as the cash transfer consultant in realizing M&E activities planned under the cash transfer programme

• Organize the programme lessons learnt workshop

• Draft all the reports and implement the visibility plan for the cash transfer programme

2. Supporting national capacities on social protection

• Facilitate the cash transfer Steering committee meetings and use this platform for capacity building of national counterparts

• Coordinate the cash working group activities with UN Agencies and other donors.

• Finalize the SDGs fund proposal for the Small Island Developing States (SIDS) with other UN agencies with a strong component on financing mechanisms for social protection

• Technically contribute to the UNSDCF elaboration process on the social protection output

3. Supporting public finance for children interventions

• Provide feedbacks to the CSO on the social accountability activities implemented

• Capacity building for CSO and government actors on child friendly budgeting

4. Supporting interventions on child poverty

• Supervise the finalization of the multidimensional poverty analysis using MODA and MPI

• Sustain the partnership establish with the WB and UNDP on the multidimensional poverty analysis using MODA and MPI

• Organize the launching of the multidimensional poverty analysis

• Supervise the dissemination of the multidimensional poverty analysis. Payments will be made upon presentation of deliverables and monthly report.

Education:

Advanced University degree in Social Sciences, International Relations, Political Science, International Finance, Economics, or other relevant disciplines

Experience:

  • A minimum of eight (8) years of relevant professional work experience is required.
  • Experience working in a developing country is considered as a strong asset.
  • Background and/or familiarity with emergency is considered as a strong asset.

Language Requirements:

  • Fluency in English is required. Knowledge of Portuguese/Spanish is considered as an asset
