The project seeks to safeguard documentary archives associated with selected World Heritage properties in South-East Asia. The documentary heritage related to these sites is critical for understanding, studying, managing and monitoring these sites in a sustainable manner. Long Description ---------------- **Background Information** This project will implement 2 streams of activities: (i) Conduct on-site needs assessment and develop recommendations for improving the system for managing archives at pilot World Heritage Sites, and (ii) Organize a regional capacity-building training and develop a regional manual on managing documentary archives which will benefit other World Heritage Sites in South-East Asia. In this way, the project will improve the protection and utilization of documentary archives, which will contribute to a more informed approach to World Heritage Site management. Three World Heritage and Tentative List sites were chosen as pilot sites under this project, namely: 1\. Historic City of Ayutthaya World Heritage Site, Thailand 2\. Koh Ker Archeological Site of Ancient Lingapura Tentative List Site, Cambodia 3\. Borobudur Temple Complex World Heritage Site, Indonesia **Tasks and Assignment** Within the framework of the project “Safeguarding World Heritage Site Archives in Southeast Asia”, and Under the overall authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education and the overall supervision of the Chief of the Culture Unit of UNESCO Bangkok, the incumbent shall serve as a national specialist and perform functions as follows: 1\. Support the undertaking of a situation analysis of World Heritage documentary archives at the Historic City of Ayutthaya (Thailand): 1.1 Undertake preliminary on-site study/research to gather relevant data and identify key/strategic issues; 1.2 Develop a short inventory of key archives/holdings related to the Historic City of Ayutthaya and inform further research and activities led by UNESCO’s lead technical expert; 1.3 Coordinate and undertake another site visit with the lead technical expert to refine the situation analysis. Long Description ---------------- 2\. Guide the capacity building of staff and professionals related to World Heritage documentary archives management by providing inputs for designing the on-the-job archival training plan for heritage site managers, as part of the implementation of the site-based recommendations. 3\. In consultation with UNESCO, other national experts from Indonesia and Cambodia, site representatives, and relevant heritage and archives agencies, support information to the lead author for outlining the sub-regional World Heritage archives manual that can respond to archival management needs that have been identified. Subject to satisfactory performance, additional follow-up scope of work in 2024 may include the following: 1\. Coordinate the field testing of the draft manual as part of the implementation of site-based recommendations and on-the-job training at Historic City of Ayutthaya WHS in collaboration with local and national heritage agencies and the international expert. 2\. Contribute to the finalization of the World Heritage archives manual based on lessons learned from implementing the recommendations at Historic City of Ayutthaya WHS, in coordination with co-authors and consultation with UNESCO. 3\. Serve as a resource person/trainer at the sub-regional training on managing archives and their contribution to World Heritage site management. In line with UNESCO’s overall gender mainstreaming strategy, the incumbent is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. 1. Long Description ---------------- **Deliverable and Timeframe** 1 Preliminary on-site study/research and inventory of key archives/holdings related to the Historic City of Ayutthaya (Article 1.1, 1.2) by 31 July 2023; 2 Mission report to Ayutthaya including site-specific recommendations co-generated with the international expert (Article 1.3) by 30 September 2023; 3 Comments on designing the on-the-job archival training plan for heritage site managers (Article 2) and on content of the draft manual outline (Article 3) by 30 November 2023. **Duty station:** Online with required missions to Historic City of Ayutthaya World Heritage Site, Thailand **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** An advanced university degree (Masters or equivalent and above) in the field of arts and culture, heritage management studies, documentary archives management, or related professional areas, with a sub-specialization related to conservation and/or museology, if possible. **Professional Work experience:** - Minimum 4 years of progressively responsible relevant work experience in the field of archiving and heritage management; - Proven experience in developing archival inventories and working on documentary heritage management. - Experience in training on archives and/or World Heritage site management will be a plus. **Skills and Competencies:** - Knowledge of Thai, Southeast Asian and/or Asia-Pacific culture and heritage issues - Good knowledge of documentary archives and their management issues in the context of Thailand - Proven conceptual and analytical skills - Effective planning and organizing ability - Excellent coordination and interpersonal skills - English-Thai translation/interpretation skills **Languages:** Excellent knowledge of English and Thai is required.
