Background

1. Background

Myanmar currently ranks 145 of 188 countries on the Gender Inequality Index, and inequalities for women remain entrenched in legal, economic, and social frameworks and laws. There is therefore enormous work to do to ensure that women can fully participate and contribute to the democratization and peace processes in Myanmar as well as in the economic development of the country. High exposure to natural disasters, continuing conflict throughout the country and the escalation of violence in Rakhine further call for a much stronger focus of humanitarian related efforts on women.

In order to meet the needs of women in Myanmar, UN Women decided to transition its office in Myanmar from a project presence to a fully-fledged country office. This decision was warmly welcomed by both government and development partners and led to a rapid influx of resources with the office budget growing from just USD 0.7 million by end of 2017 to over USD 5 million in 2019 and the office staffing growing from just 5 people in early 2018 to 27 by the Spring of 2019.

Building upon technical assistance to the Ministry of Social Welfare, Relief and Resettlement over the past few years, the Myanmar CO has developed a new project focused on gender responsive governance which is funded by the Government of Finland.

2. Objectives of Consultation

The overall objective of this consultancy is to provide support to the members of the Programme team in the development and implementation of the “Gender and Governance Project”.

Duties and Responsibilities

3. Duties and Responsibilities

Under the overall supervision of the UN Women Technical Specialist and working together with Operations Manager, the consultant will perform the following key services:

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the implementations of programme activities and monitoring of budget deliveries
  • Prepare information for the audit of programmes/projects and support implementation of audit recommendation
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers

2. Provide administrative support to the financial management of the Programme Units

  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms
  • Provide verification of expenditures of partner organizations according to UN Women financial procedure
  • Keep and filing the expenditure documents of partner organizations
  • Review financial reports; prepare non-PO vouchers for development projects
  • Prepare necessary supporting documents on hiring international and national consultants and Process payments for consultants
  • Prepare necessary supporting documents for procurement process (Institutional contracts, RFQ, ITB)

3. Provide administrative support to the Programme Units

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events and missions
  • Make travel arrangements for the Programme team and other staff, including travel requisitions and claims

  • Prepare public information materials and briefing packets

  • Assemble briefing materials and prepare power-points and other presentations
  • Prepare meeting minutes for monthly coordination meetings

5. Contract Period and Work Location

The consultant will be based in Yangon. The consultant may be requested to travel on mission to Naypyidaw, for which tickets will be organized by UN Women and Daily Subsistence Allowance (DSA) will be provided as per UN Women rules and regulations. Travel Authorization will be granted to the consultant prior to the travel dates.

Required Skills and Experience

7. Qualifications

  • Bachelor’s degree in Accounting, Financial Management, Business Administration or other related fields.
  • At least 5 years of progressively responsible experience in administration or programme and finance management/support in international organizations
  • Fluency in English and Myanmar is required
  • UN experience
  • ATLAS experience is an asset

8. Evaluation Criteria

  • Applications will be evaluated based on the Cumulative analysis.
  • Technical: qualifications, experience and skills and published article/tools on GRB and governance (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

This weightage has been assigned given that quality technical expertise is the more significant consideration and needs to be significantly factored into evaluating value for money.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

  • Minimum 5 years of relevant work experience in programme administration, programme management support, and/or project monitoring and reporting;
  • Experience working for UN Women, and/or other UN Agencies is desirable;
  • Knowledge of UN Women and/or other UN corporate monitoring tools (ATLAS, Results Management System, SharePoint, etc.) an advantage;

70 %

  1. Language and report writing skills
  • Excellent command of English (oral and written), and knowledge of local language
  • Work on and knowledge of gender issues, especially in Myanmar, is an asset

Total Obtainable Score

100 %

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation******:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

9. Payment

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will be based on the number of days worked at UN Women Yangon office (20 days per month), and on the completion of each stated deliverable within the indicated timeframes.
