Background

I. Organizational Context

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Turkiye”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

UN Women has collaborated with Fenerbahçe Sports Club under the framework of the HeForShe movement, with the support of Tüpras, since 2018. This collaboration represents a first and unique undertaking to make a sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building and measurable actions. Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment on the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered.

Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, has become the first sports club in Türkiye and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Türkiye that committed to UN Women’s Sports for Generation Equality principles.

In 2020-2021, UN Women Türkiye developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are the first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions.

The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing.

In 2021-2022, UN Women Türkiye and Fenerbahçe Sports Club has developed Fenerbahçe Sports Club’s Action Plan on Gender Equality 2022-2025 to increase women’s representation in Fenerbahçe Sports Club’s leadership, management and coaching personnel and increase women athletes’ participation, development of an organizational policy on preventing and combating discrimination and gender-based violence. Three different trainings modules were developed: (i) gender equality awareness, (ii) engaging men in gender equality and transforming harmful masculinities, and (iii) preventing violence against women.

Men and boys’ engagement is an essential part of UN Women’s work mainstreamed under all development interventions, including the “HeForShe Solidarity Movement for Gender Equality.” The materials produced within UN Women’s work on men and boys’ engagement include a nation-wide, first of its kind research in terms of producing evidence-based data, on the perception of men and boys on child, early and forced marriages in Türkiye. UN Women has developed the men and boys’ engagement strategy based on the existing literature and with reference to international normative framework and has been developing training materials and new programmes in line with the strategy.

Within this context, UN Women Türkiye office will contract a National Consultant under the direct supervision of HeForShe Analyst, to support the office in implementing training on men and boys engagement in gender equality and promoting transformative masculinity and contributing to the eradication of gender stereotypes that will contribute raising awareness on men and boys’ engagement in gender equality and effectively responding to ending violence against women and advance gender equality within the sports ecosystem, starting with Fenerbahçe Sports Club. The National Consultant will review and adopt the current training material of “Engaging men in gender equality and transforming harmful masculinities”, which was developed in the previous phase of the collaboration in line with UN Women Türkiye’s men and boys’ engagement strategy.

Duties and Responsibilities

II. Functions

Within the scope of the assignment, under overall guidance of UN Women Deputy Country Director and the direct supervision of HeForShe Analyst, the National Consultant will be responsible for the below listed tasks:

  • Reviewing and adapting the current training material of “Engaging men in gender equality and transforming harmful masculinities” developed by UN Women.
    • Desk review and rapid needs assessment for content development,
    • Preparation and design of the presentation.
    • Testing the training materials at a pilot session,
    • Revision of the training materials based on the feedback from the pilot session.
  • Delivering trainings (up to 8 training sessions including pilot session) on transformative masculinity/men and boys’ engagement for Fenerbahçe Sports Club to contribute to advancing gender equality in and through sports.
  • Preparing the evaluation and reporting of training results including recommendations for improving and scaling up men and boys in gender equality in sports.

III. Deliverables and Payment Schedule

Duration of the assignment is from 20 July 2023 to 19 July 2024. The Consultant is expected to spend up to 15 working days on a non-consecutive basis throughout the assignment.

All deliverables shall be received and cleared by UN Women in Türkiye. All deliverables shall be in Turkish, in electronic version. Only the final report including recommendations for improving and scaling up men and boys in gender equality in sports will be in English.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Türkiye shall be the only criteria for the Consultant's work being completed and eligible for payment/s.

Payment Schedule:

The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon submission and approval of deliverables above and certification by the UN Women supervisor that the services have been satisfactorily completed.

The Consultant's payments will be carried out on the basis of successful completion of the deliverables in two installments per the above table and approved by the supervisor. Payment shall be affected only all the deliverables in this TOR are submitted to UN Women within the timeframes stipulated in the TOR and are approved by the supervisor. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if s/he invests time for this assignment.

Mandatory Training Courses:

The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.

  • Master’s degree in Gender Studies, Political Sciences, Human Rights, Literature or other related field is required.

Experience:

  • Minimum 3 years of experience in provision of gender studies, masculinity studies is required.
  • At least two 2 years of proven experience in raising awareness/delivering trainings on gender equality, masculinity and men and boys’ engagement is an asset.
  • Experience in working on initiatives with Engagement of Men and Boys and/or experience in working with CSOs (including sports organizations) on men and boys’ engagement is an asset.
  • Previous professional experience with the UN and other international organisations is an asset.

Language Requirements:

  • Fluency in written and spoken Turkish and English is required.

VII. Travel

The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.

Indicatively eight domestic travels to Istanbul are expected to take place. Each mission is expected to last one day. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of unforeseeable Travel exceeding the travel budget of the Consultant, such costs should be agreed upon between UN Women and the Consultant prior to the Travel, and will be reimbursed, in line with the UN Women travel policy.

In the context of the assignment, wherever possible, the meetings should be carried out through online conferencing such as Skype, Zoom, MS Teams, etc.

For all the travels under this assignment, the Consultant is required to provide UN Women with the requested travel documentation in a timely manner, both before and after the travels. Please note that failure to do so may result in no entitlement.

IX. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' qualifications and financial proposal. The contract will be awarded to the Consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

An interview/written test may be used as part of the evaluation procedure.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

As per UN Women guidelines; the DSA consists of accommodation (50%), breakfast (6%), lunch (12%), dinner (12%) and miscellaneous expenses (20%). The DSA fee of the Consultant should indicate the lump sum fee for accommodation, breakfast, lunch, dinner and miscellaneous expenses. The Consultant will receive reduced DSA for the items as per the percentages stated above covered within the

organization provided by UN Women. Important notice: For each night away from the duty station, the Consultant will be paid one day DSA.)
