Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Turkey in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), the Republic of North Macedonia, Serbia, Tajikistan, and Turkey.

Since 2018, UN Women ECA RO is implementing a regional component of the Flagship Programme Initiative *Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics (Women Count)[1]**,* developed by UN Women Headquarters (HQ). The Women Count programme aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. The programme intends to achieve results in three interlinked areas of work:

  • Enabling environment: Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Data production: Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Data accessibility: Ensuring that gender statistics are accessible to users in governments, among civil society, academia, and the private sector to strengthen adequate demand for their production.

One of the key priority areas within the ECA Women Count programme is dedicated to strengthening national capacities on improving the production of data related to Violence Against Women (VAW). This imperative focus stems from the acute recognition that comprehensive, accurate, and up to date VAW data is not only an essential benchmark for assessing progress in gender equality and women's empowerment, but also a cornerstone for developing targeted policies and interventions. The lack of reliable VAW data has long hindered effective advocacy and policymaking, obscuring the true extent of this pervasive issue and impeding the formulation of evidence-based solutions. By supporting countries in enhancing their VAW data collection mechanisms, the Women Count programme aims to illuminate the magnitude of violence faced by women, ensuring that it receives the attention and resources it demands, while fostering an environment where survivors can access quality essential services and justice.

In 2023-2024, the Women Count programme plans to extend its support to the Republic of Belarus with the aim of increasing availability of quality and internationally comparable VAW data. The country has embarked on its first nationwide VAW prevalence survey with the early methodological groundwork started in early 2024. The completion of the survey stands as a central priority action within the National Action Plan for Gender Equality for 2021-2025 in Belarus. This commitment underscores the country’s strong determination to bridge gender data gaps and to track the progress on the implementation of SDG target 5.2.

In this regard, UN Women ECARO plans to hire a qualified VAW Data Management Consultant to develop, implement, and support a comprehensive data entry and management system for a VAW survey Census Survey Processing system (CSPro)[1], including the translation of paper questionnaire into CSpro forms, the creation and deployment of Computer-assisted personal interviewing (CAPI) applications, and providing technical support during data collection and analysis.

Duties and Responsibilities

The International Consultant will support UN Women in leading the development of data entry programme for VAW survey and providing technical support during the data collection and analysis period.

The scope of work for the assignment will include the following tasks:

  1. Lead the development of data entry programme for VAW survey:
  • Translate a paper questionnaire into CSpro form: development of data dictionary, question items, value sets and occurrence labels.
  • Design the forms for VAW questionnaires and program the skips, flow controls, validation criteria and other logic of the questionnaires.
  • Pre- test and conduct final review of the data entry forms, including development of operator statistics.
  • Develop a tutorial on the use of CAPI application by data collection team.
  • Support the deployment of the CAPI application to tablets and laptops and setting up the CAPI system locally.
  1. Provide technical support during the data collection and analysis period:
  • Set up the data editing system locally and provide technical support throughout the data collection process.
  • Provide support on conducting regular consistency and quality data checks and generating survey monitoring reports and communicating any finding with the survey teams.
  • Provide technical support on combining datasets and exporting data into multiple formats such as Excel, SPSS, and STATA. As needed, to support NSO in data archiving.

Required Skills and Experience

Education

  • Master’s degree in information technologies, Statistics, Demography, or any other related technical field with expertise in data management.

Work experience

  • At least 5 years’ working experience in data processing in household surveys and/or population census.
  • Previous experience in delivering training courses on data management.
  • CompetenciesExpertise in programming with CSPro.
  • Expertise in programming with SPSS, STATA or R is considered as an asset.

Good communication skills in English and/or Russian.
