Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

1) Women lead, participate in, and benefit equally from governance systems.

2) All women and girls live a life free from all forms of violence

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards the second goal, “United Nations Joint Programme on Prevention of Child, Early and Forced Marriages in Turkey” (2018-2021) The UN aims to address the root causes of violence against women and girls (VAWG), and harmful practices such as Child, Early, and Forced Marriage (CEFM), through increasing collective work on prevention, and by responding to the needs of victims and survivors through provision of multi-disciplinary services. Joint actions will include institutional strengthening, to ensure that relevant authorities have the necessary technical capacity to more effectively prevent and respond to CEFM; evidence generation to guide advocacy and programmatic actions; awareness-raising to inform communities on the harmful consequences of CEFM and constituency-building with local change-agents, such as civil society, religious leaders, men and women, and boys and girls at all levels to promote a culture of respect for women’s and children’s rights.

UN agencies (UNICEF, UNHCR, UNFPA, UN Women and IOM) who have extensive experience in protection, awareness raising and advocacy, covering various issues closely related with CEFM, including violence against women and children, child protection and education systems, sexual and reproductive health, human trafficking, and protection in humanitarian crises, has launched a joint programme with the support of the Swedish International Development Cooperation Agency (SIDA) since January 2018 in selected provinces including Agri, Ankara, Adana, Gaziantep, Hatay, Izmir, Istanbul, Kars, Kilis, Mardin, Mus, Nevsehir, Nigde and Sanliurfa.

UN Women, in cooperation with participating UN Agencies, will contribute to the achievement of the following outputs:

1. Enhanced local and national mechanisms (including CSO networks) for more effective identification, prevention, response, and monitoring mechanisms of CEFM.

2. Children and women at risk of CEFM and victims and survivors of CEFM have better access to protection, prevention, and response mechanisms as well as specialized services in line with the standards set in national legislation and the Istanbul Convention.

3. Increased public awareness on legal, health, social, psychological, and economic consequences of

Within the context of the Output 2.1. of creating public awareness and community mobilization on consequences of CEFM; UN Women is one of the leading agencies on implementation of Activity 2.1.2. “Develop community-based/outreach initiatives specifically targeting men and boys to ensure their engagement in promoting gender equality including ToTs with partner organizations” according to Inter-agency division of roles of UN Joint Programme.

UN Women conducted a research which revealed the attitudes and beliefs of men in different roles and from different communities towards CEFM and the opportunities for creating behavior change and facilitating men’s engagement for eliminating CEFM and for pushing gender equality agenda forward. The nation-wide research is first of its kind and is very important in terms of producing evidence-based data that will contribute to the development of studies that will create change and transformation in the perception of gender equality of men and boys in order to combat CEFM as a form of violence against women in Turkey. Additionally, UNFPA and UN Women collaborated on men & boys’ engagement community mobilization and awareness raising activities targeting men in roles of fathers, husbands, kin, boys and adolescents, community leaders, and service providers, who occupy important roles in CEFM practice as decision makers, facilitators, gate keepers, and sometimes victims. Mother Child Education Foundation (ACEV) is the NGO selected for this cooperation. This partnership has been contributing to capacity building in local stakeholders in the public and civil society—and, by proxy, the private sector—mainly through education and advocacy. Through workshops for local government employees on the legal implications, as well as human rights and public health concerns of child marriage, locally important actors have increased awareness, leading to action on this issue in the form of responding to local needs or supporting local initiatives for advocacy on this issue. Through the Father Support Program (FSP) and awareness raising meetings with men, the project has raised awareness of the men in the local communities. Especially for those who are more readily accepting of gender equality and against child marriage, it is expected that resulting action in the form of local advocacy and peer learning.

Male engagement is an essential part of UN Women’s work mainstreamed under all development and humanitarian interventions namely, “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Turkey Project”, “Implementing Norms, Changing Minds: Ending Violence against Women in the Western Balkans and Turkey” and the “HeForShe Solidarity Movement for Gender Equality”. Under all of these interventions in addition to the CEFM JP, activities such as collaboration with Fenerbahce Sports club, community-based activities on gender equality and VAW with Syrian Men refugees, collaboration with HeForShe Impact Champions continues to be implemented currently.

In this context, Under the Joint programme on Prevention of CEFM and UN Women Turkey office core budget, UN Women Turkey office intends to contract a consultant to support the office including the joint programe in designing and implementing activities intended for engaging men and boys in promoting transformative masculinity and contributing to the eradication of gender stereotypes that will help create more equal gender relations, as well as institutionalize men and boys engagement within the key stakeholders of UN Women Turkey office. The expected result of this action is to contribute to gender equality through raising awareness on men and boys engagement and masculinity and effectively responding to ending VAW including CEFM in Turkey. The selected international consultant will be responsible for provision of technical support, including but not limited to desk review of available literature in the area, capacity building, trainings, etc. to UN Women Turkey office team as well as to designated community partners and stakeholders on how to most effectively engage Men and Boys to work towards EVAW including CEFM and promoting GE.

In this regard, UN Women Turkey office is committed to explore, conceptualize, and expand the work in the Elimination of Violence Against Women (EVAW) including CEFM focusing on the Engagement of Men and Boys especially with regards to how concepts of patriarchal and transformative masculinities. UN Women Turkey Office seeks to hire a National Consultant to provide expertise under the JP on CEFM including technical support across all UN Women programs including development of male engagement strategy.

Duties and Responsibilities

Under the direct supervision of Project Coordinator and overall guidance of UN Women Programmes Manager and in close collaboration with UN Women Project Managers, the National Consultant will be responsible for:

  • Providing technical support to UN Women Turkey Office to develop a male engagement strategy based on the existing literature and with reference to international normative framework.
  • Providing analysis and reports on emerging issues, holding consultations with stakeholders, attending related meetings and workshops as per UN Office’s request.
  • Developing training modules on man and boy’s engagement and masculinity within the frameworks of humanitarian and/or development response, violence against women including child early and forced marriages and gender equality.
  • Delivering trainings (up to 10 training sessions) on transformative masculinity/Men and boys engagement for the key stakeholders to contribute prevention of CEFM in Turkey through engaging men to combatting CEFM.
  • Providing information sharing and awareness-raising sessions on themes regarding critical masculinities and man&boys engagement to UN Women Turkey team, UN agencies and partners as per UN Women Turkey office’s request

Duration of the assignment is from 03 May 2021 - 31 October 2021. The Consultant is expected to spend up to 60 working days on a non - consecutive basis throughout the assignment. During assignment’s related missions, the Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

Expected Deliverables and Payment Schedule:

The following table summarizes main activities and expected deliverables against targeted delivery deadlines and indicative working days to be invested by the Consultant. The consultant will get payment from both UN Women Turkey office core budget and JP on Prevention of CEFM project budget. The deliverables are clearly dedicated in line with the expected functions as it can be seen in following table.

It cannot and shall not be used as criteria for completion of work/assignment. The consultant will be supervised by the project coordinator and will work closely with the Programmes Manager. The provision of envisaged deliverables approved by the UN Women Programme Manager shall be the only criteria for Consultant’s work being completed and eligible for payment(s).

Payment Schedule:

The amount paid to the Consultant shall be gross and inclusive of all associated costs such as travel, social security, pension and income tax etc. Payment will be done in separate installments upon delivery of services and monthly timesheets by respective programme manager (Project coordinator of the joint programme and programmes manager) no later than at the end of each month as per the above table. The payment shall be affected only if all the deliverables in this TOR and timesheets are submitted to UN Women Project Coordinator within the timeframes stipulated in the TOR and they are approved by UN Women Project Coordinator. Without submission and approval of the deliverables and timesheets, the Consultant shall not receive any payment even if they invest time for this assignment.

Travel:

This is a home-based assignment with no travel need is foreseen. However, if there emerges any travel need, UN Women Turkey Office will organize the logistics of the travel and the Consultant will be paid daily substance allowance and terminal fee as per the figures set by UN Women HQ and UN ICSC. The taxi fees for attending the meetings are under the responsibility of the Consultant. All the payments to the Consultant including payment for travels will be processed in Turkish Lira.

Mandatory Courses:

Mandatory courses for this assignment are estimated to take approximately 1 working day to complete. The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. The Hiring Manager will provide the list of mandatory courses to the Consultant. Hence, the Consultant is obliged to follow the instructions of her/his Hiring Manager upon which training modules to complete and when to complete them.

Required Skills and Experience

Education:- Master’s degree in Gender Studies, Political Sciences, Human Rights, Literature or other related field.

Skills and Experience:- Minimum 3 years of experience in provision of gender studies, masculinity studies, combating gender stereotypes - Minimum 2 years of knowledge and experience of developing advocacy documents such as technical reports, briefing notes, background papers and presentations in the field of critical masculinities and male engagement in gender equality. - At least two 2 years of proven experience in raising awareness/delivering trainings on gender equality, masculinity and men and boys engagement - At least two 2 years of experience in working on initiatives with Engagement of Men and Boys and/or experience in working with CSOs on men and boy’s engagement is an asset.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

5Financial Evaluation (30%)****30 TOTAL****100The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

An interview/practical test may also be used for the selection of best candidates.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

The assignment is home based with no travel need is foreseen. However, if there emerges any travel need, UN Women Turkey Office will organize the logistics of the travel and the Consultant will be paid daily substance allowance and terminal fee as per the figures set by UN Women HQ and UN ICSC. The taxi fees for attending the meetings are under the responsibility of the Consultant. All the payments to the Consultant including payment for travels will be processed in Turkish Lira.

3. Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Lira.
