Background

I.****Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

A key area of concern for UN Women is women’s economic empowerment as expressed in UN Women’s Strategic Plan 2018-2021. Empowering women to participate fully in economic life is essential to building strong economies, establishing just societies, and achieving the 2030 Agenda including Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Ensuring women’s participation and leadership and inclusion of their needs, experiences, and skills in the economy requires intentional actions and commitments from both the public and the private sector.

The Together Digital Programme

As part of WEE Unit, the Together Digital programme aims to support women entrepreneurs (in MSMEs) in China and Indonesia to establish, maintain and expand their businesses through training, support services and knowledge exchange opportunities. The programme also will have a cross-cutting regional alliance of champions and thought leaders from technology and innovation sector, which is established to facilitate knowledge exchange, skills transfer, and mentorship opportunities in promotion of digital empowerment of women entrepreneurs. The programme is funded by Ant Foundation.

The overall objective of the programme is that women-owned SMEs and entrepreneurs have increased capacities and access to markets and financial services including technology based, for start-up and building resilient business. In Indonesia, the programme will focus on capacity building on gender responsive entrepreneurship skills, including on digital skills, and facilitate women entrepreneurs to gain access to funding and market. The target is to equip 2500 women in Indonesia with gender responsive entrepreneurship and digital skills and 500 out of 2500 women will get access to funding.

UN Women has launched Together Digital Programme under supervision of Women’s Economic Empowerment Unit on 21 July 2022 during the W20 Summit. Through the project implementation, UN Women planned to add new modules to the existing platform and other partner’s platform as agreed, to develop a gender responsive database of the training participants. In doing so, UN Women aims to recruit a national consultant as Women’s Economic Empowerment Management Information System (MIS) specialist. The work requires substantial knowledge of Information and Communication technology as well as initiative and judgement.

II. Objective

UN Women would like to recruit a national consultant as Women’s Economic Empowerment MIS Specialist with the main objectives:

  1. To support the aspects of Management Information System of WEE activities; including data generation and supporting Learning management system of the existing UN Women WeLearn platform;
  2. To design and develop gender responsive database including database design and data collection of WEE activities;
  3. To support UN Women WEE activities on MIS / IT aspects, for example but not limited to upload UN Women Training materials in Partner’s platform as agreed.

  4. Contract Period and Work Location

The period of this consultancy is during 1 November 2022 – 31 March 2023. The Consultant will be based in Jakarta, home-based and at the UN Women Indonesia Office as required.

Duties and Responsibilities

I.****Scope of work: Under the supervision of the Programme Officer of Women Entrepreneurship, UN Women Indonesia and the IT team from UN Women HQ, the Consultant shall undertake the following tasks:

  1. Support the aspects of Management Information System of WEE activities including the data generation for further analysis from events and maintaining learning management system/ Content Management System of the existing UN Women WeLearn platform as follows;
    1. Content management system which includes but not limit to Moodle deployments for WeLearn platform, adding new training modules, features and keeping the platform up to date, to maintain the best-in-class user experience resulting in compelling end-user engagement,
    2. Support in uploading and embedding of multimedia content,
    3. Examine and monitor the user registrations,
    4. Monitoring of the platform on a daily basis to ensure the platform functioning well, which includes trouble-shooting and monitoring of platform problems and ensure that the WeLearn platform is protected from malicious virus attacks and deploy countermeasures in the event of the attacks
  2. To do development of a gender responsive database including database design and data collection of WEE activities;
  3. Develop the biweekly and monthly reports of activities and WeLearn platform, i.e.: Google Analytic report and Moodle analytic report,
  4. Act as WeLearn consumer call center to respond to users’ inquiries regarding WeLearn platform on daily basis,
  5. Provision of ICT support to WEE events,
  6. Maintain the confidentiality of WeLearn users’ data,
  7. To undertake other tasks as may reasonably be required as informed by UN Women.

Competencies

  1. Competencies

Essential knowledge and experience:

  • A good level of written and verbal English (mandatory);
  • Deep technical understanding of the Moodle LMS platform. Experience developing custom modules for the platforms is desired;
  • Experience as system developer;
  • Good knowledge of SCORM packages or LMS integration is desirable;
  • Use of project management software is desirable;
  • Extensive hands-on experience of supporting and developing web-based applications in PHP and various frameworks;
  • Ability to manage and implement front end/server-side infrastructure including but not limited to web markup (e.g. HTML5 and CSS3), JavaScript and PHP;
  • Ability in SQL Server/ MySQL / writing complex SQL queries;
  • Optimizing code and queries; methodical, organized and structured approach to writing code and problem solving;
  • Previous experience with a multilateral or international organization is highly desirable.

Required Skills and Experience

I. Required qualification

  • The Consultant is based in Jakarta;
  • Degree in IT or equivalent required. Advanced degree is a plus;
  • A minimum of 5 years of relevant work experience as system developer;
  • Deep technical understanding of the Moodle LMS platform;
  • Responsive, good problem solver, enjoying variety and delivering efficient, scalable and client focused solutions;
  • Ability to multi-task, prioritize and work on own initiative; and

II. Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
