Background

Epidemiologically, HIV and AIDS transmission in Indonesia concentrates on high-risk groups or key populations, including sex workers, male sex with men, transsexuals, and injecting drug users. The Ministry of Health (MoH)’s quarterly HIV update shows that women consistently make up one-third of new cases. Women’s vulnerability to HIV is visible in the HIV projection up to 2020, which shows that women who are not members of any key population are the sub-population with the highest transmission rate. This fact is strengthened by a new HIV estimation released by the Ministry of Health, showing that 37% of new HIV infections occur among low-risk women in Indonesia. Additionally, the National Commission of Violence Against Women (NCVAW) annual report, launched in 2020, reveals a spike in VAW cases among women living with HIV (WLHIV), with 203 cases in 2020 compared to only four in 2019. In 2022, the annual report documented 12 cases of violence against WLHIV. It is important to note that many VAW cases are underreported, particularly those experienced by WLHIV who face multiple discrimination and vulnerabilities due to their HIV status. Up to date, in 2023, NCVAW directly received reports of violence against women living with HIV documented by IPPI in 10 provinces, and there were 55 documented cases.

The above situation implies the urgency of mainstreaming gender into HIV responses in Indonesia, using the existing opportunities where Indonesia is shaping the future direction of HIV programming and budgeting. The Global AIDS Strategy provides a framework for a revitalized response to HIV at the country level. It uses an inequality lens to focus on contributing factors that drive HIV transmission and disease progression. Supporting the National response to HIV, the UN in Indonesia has adopted this methodology to ensure no one is left behind and the vulnerable are prioritized for prevention and treatment. Promoting gender equality and ending violence against women is therefore central to achieving this goal.

UN Women is mandated to eliminate all forms of violence and discrimination against women, empower women and girls, and achieve gender equality between women and men as partners and beneficiaries of development outcomes and the fulfillment of human rights. In June 2012, UN Women became the eleventh co-sponsor of UNAIDS, an essential step towards ensuring that gender equality is at the heart of global action on HIV. UNAIDS’ co-sponsors under the UNAIDS Unified Budget, Accountability and Result Framework (UBRAF) are an instrument to translate the UNAIDS Strategy into action, mobilizing the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under this mechanism, UN Women in Indonesia supports several initiatives to integrate gender equality and human rights principles into the national HIV/AIDS response. The program engages key government institutions, UN agencies, and most at-risk populations, mainly focusing on girls and women, including Women Living with HIV (WLHIV).

In 2021, UN Women worked with the National Network of WLHIV in Indonesia establishing an intermediary organization to respond to violence against WLHIV in ten provinces. These provinces include DKI Jakarta, West Java, Central Java, Yogyakarta Special Region, Bali, East Nusa Tenggara, North Sulawesi, North Sumatra, Lampung, and West Kalimantan. Through this initiative, 29 cases of violence against WLHIV are reported by the Complaint Receiving Officer. The intermediary organization also built an online reporting system called DELILA (Listen, Protect, and Report) that strengthens documentation of violence cases in WLHIV. This results in the availability of regular reports and evidence-based advocacy. In 2022, 55 cases of WLHIV subjected to violence were documented by the intermediary organization. The data feeds into the National Commission of Ending VAW (NC VAW)’s annual report with comprehensive analysis, including area coverage, victim profile, work background, the status of WLHIV ARV therapy subjected to violence, relationship with perpetrators, forms, and impacts of violence.

This year, UN Women continues supporting the initiatives in responding to VAW in WLHIV by leveraging data collection and analysis. The availability of this data is crucial for advocacy and a path towards policy change to eliminate violence against WLHIV and prevent violence among them, as well as protection for WLHIV victims of violence.

OBJECTIVE OF THE ASSIGNMENT

1. To provide technical assistance to the National Network of WLHIV to support documenting violence cases in WLHIV and strengthen the report's analysis.
2. To build the capacity of Complaint Receiving Officers of the intermediary organization to enhance their documentation skills.
3. To provide technical support in developing the annual report documentation on WLHIV subjected to VAW.

Duties and Responsibilities

SCOPE OF WORK, SPECIFIC TASKS, AND RESPONSIBILITIES

Under the supervision of the HIV, Gender, and Human Rights Officer, the Consultant will do the following tasks:

• Conduct training for the Complaint Receiving Officers from intermediary organizations to enhance the VAW case documentation skills.
• Provide mentoring to the data officers in analyzing reports documenting violence cases at WLHIV.
• Review and validate reports on the data of WLHIV subjected to VAW\

EXPECTED DELIVERABLES

The consultant will report to the HIV, Gender, and Human Rights Officer with the general supervision of the National Program Officer.

Required Skills and Experience

REQUIRED SKILLS AND EXPERIENCE

The consultant is required to have the following selection criteria:

• Having more than 7 years of relevant work experience in implementing projects in the area of community led monitoring with a focus on HIV, health, gender equality, and women’s empowerment.
• Demonstrated substantive knowledge of WLHIV group and gender equality issues in Indonesia context, as well as key players both at the national and grassroots level;
• Hands-on experience in capacity building on the issue of HIV and/or GBV, public health, gender equality, and Human Rights.
• Hands-on experience in data collection and research on the issue of HIV, Human Rights, Gender Equality, and GBV.
• Good knowledge of the understanding of issues of HIV, Public Health, and its link to Human Rights and Gender Equality, including the violence against women and girls.
• Good knowledge of policies, programs, and priorities of the government in preventing and responding to HIV, Human Rights, and Gender Equality, including Violence against women and girls in Indonesia.
• Have a good knowledge and ability to build rapport with local NGOs on HIV response.
• Demonstrated experience working related to the field of HIV/AIDS and/or VAW/ Gender Equality and Human Rights in Indonesia.
• Excellent reporting and communication skills.
• Good proficiency in Bahasa and English.

A two-stage procedure is utilized in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable 100 points in the technical qualification evaluation will be evaluated.
