Background

Indonesia faces prevailing challenges of the HIV epidemic particularly in relation to persistent gender inequalities that have caused higher risks of infections among women and girls. Of the 620 000 adults living with HIV, 220 000 (35.48%) were women. New HIV infections among young women aged 15–24 years were more than half of those among young men: 9600 new infections among young women, compared to 14 000 among young men (UNAIDS, 2018)

The above situation implies the need for gender mainstreaming into HIV responses in Indonesia using the existing opportunities where Indonesia is shaping the future direction of HIV programming and budgeting through the next phase of the Global Fund funding mechanism 2022-2023. Indonesia is also among the 30 fast-track countries that are committed to achieving 90-90-90 global by 2020, promoting gender equality is central to the achievement of these targets.

UN Women became one of UNAIDS’ co-sponsors under the UNAIDS Unified Budget, Accountability, and Result Framework (UBRAF). The UBRAF is an instrument to translate the UNAIDS Strategy into action, mobilizing the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under this mechanism, UN Women in Indonesia is supporting a number of initiatives to integrate gender equality and human rights principles into the national HIV/AIDS response. The program will engage key government institutions, UN agencies, and the most at-risk population especially focusing on girls & women including Women Living with HIV (WLHIV).

In 2019, UN WOMEN supported Standard of Procedure on handling Intimate Partner Violence part of Intimate Partner Notification has been developed and implemented in 2020 onwards in collaboration with UNFPA and Ministry of Health. The effort was to emphasize the interlinkage between Violence against Women (VAW) and HIV intervention to reduce layers of the vulnerability of women living with HIV and or women who have been impacted by HIV. UN Women Indonesia continues its focus on mainstreaming gender into national HIV policies and programs and addressing the intersectionality of gender-based violence, and other gender-related barriers to women’s vulnerabilities of HIV. Since 2020, UN Women has been working to integrate HIV/AIDS and violence against women (VAW) in 10 provinces, including DKI Jakarta, West Java, Central Java, Yogyakarta, Bali, NTT, North Sulawesi, North Sumatra, Lampung, and West Kalimantan. It collaborates with various actors, government, and non-government, to build a network for HIV/AIDS response and violence against women living with HIV/AIDS in Indonesia.

UN Women has also been advocating for the creation of an enabling legal environment of HIV/AIDS response in Indonesia. It mobilizes organizations and communities of women living with HIV and affected by HIV/AIDS, as well as increase their capacities to engage with key stakeholders, including policymakers (government and parliamentarians) at the national and local levels to influence laws and policies for the integration of VAW and HIV/AIDS. In 2022, UN Women, with Indonesian Aids Coalition (IAC), the Principal Recipients of the Global Fund, will provide strategic guidance and technical assistance support to IAC’s national, provincial, and district implementors in Addressing Human Rights and Gender Barriers to HIV Services in Indonesia Program under the Human Rights Modular of the Global Fund’s grant 2022-2023.

In view of this, UN Women intends to hire a qualified individual national consultant to implement the HIV project activities in accordance with the UN Women’s Indonesia Biennial Work Plan (BWP) 2022-2023.

Duties and Responsibilities

Under the overall guidance of UN Women Head of Program, and close supervision by the National Program Officer for the Elimination of Violence against Women, the consultant shall undertake the following key tasks:

  • Provide substantive inputs to the implementation of UN Women programme intervention on HIV under the BWP 2022-2023, including development working modality, establishment, and maintenance of partnerships to ensure achievement of the indicators set in the BWP.
  • Provision of substantive inputs to the development of work plans, relevant concept notes in view of potential resource mobilization including from UBRAF UNAIDS, Global Fund, and other sources.
  • Facilitate capacity building through training, workshops, and other methodology to ensure implementing partners achieve intended outputs in line with BWP.
  • Facilitate effective coordination and network with other UN Agencies including UNJTA members, Country Coordination Mechanism on HIV, Principal Recipients, key government Institutions, Civil Society Organization, WLHIV groups, other partners/stakeholders.
  • Provide technical inputs in the preparation of donor and UN Women reports of gender and HIV/AIDS for 2022, including quarterly results reporting narrative and financial reports.

Evaluation of Applications

Applications will be evaluated based on a cumulative analysis, as follows.

  • Technical Qualification (100 points) weight; [80%]
  • Financial Proposal (100 points) weight; [20%]

A two-stage procedure is utilized in evaluating applications, with an evaluation of the technical application completed prior to any price proposal being compared. Only the price proposal of the candidates who pass the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 80% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 80% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel-related cost (i.e. round-trip airfare from consultant original city to the field locations and accommodation).

Quotations will be evaluated based on “Lowest priced, technically compliant offer methodology". The contract will be awarded to the supplier who meets the requirements and provides the lowest price.
