Objective of the programme

Support WHO Emergency Sub Office to spearhead the Emergency Preparedness and Response Technical Committee to coordinate with Health Sector, Civil Surgeon’s Office - Health Emergency Operations Center (HEOC), and Office of the Refugee Relief & Repatriation Commissioner to scale up the preparedness and response readiness capacity of WHO Cox’s Bazar and the Health Sector, including the health facilities in the Rohingya camps to key hazards identified in the Multi-Hazard Response Plan and other hazards including biological. Besides that, technical assistance is provided to Health Sector, Mobile Medical Teams, Emergency Preparedness and Response Technical Committee members to guide and calibrate their public health interventions to respond health emergencies and disasters within the framework of disaster risk management.

Description of duties:

The incumbent will provide support through performing of the following duties:

  • Provide technical expertise for Emergency Preparedness and Response; and relevant technical areas, identify priorities, evaluate gaps, and develop action plans to support WHO, the Health Sector, and the Health Sector Emergency Preparedness and Response Technical Committee.
  • Ensure a participative process with the Health Sector partners in constructing the final evaluation methodology and identifying priorities for emergency preparedness and response for the ongoing health sector response in Cox’s Bazar.
  • Support for the finalization and roll out the health facility safety and resilience tool for assessment of emergency preparedness at the health facilities in the camps and support the health partners in developing safe and resilient health facilities action plan, proactively co- design and support the implement of plans to build up or rehabilitate health facilities in emergencies.
  • Ensure that the health sector contingency plans for acute weather events and disasters are updated regularly and communicated among the health sector partners for effective emergency response and preparedness.
  • Provide support to the health sector and its relevant structures (Health Emergency Operations Center (HEOC), Emergency Preparedness and Response Technical Committee, Mobile Medical Technical Working Group, Dispatch and Response Unit) in the emergency response to any acute events like cyclone, monsoon, fire outbreaks or any mass casualty incidents
  • Provide support to the Health Sector in conducting After-Action-Review of any emergency interventions or health response to any acute events like cyclone, monsoon, fire outbreaks or any mass casualty incidents and prepare their corresponding reports.
  • Collaborate in the planning, coordinating, and monitoring of activities related to the Emergency Preparedness and Response among the partners at Cox’s Bazar
  • Participate as a resource person in trainings/ orientation programs in the related areas and organize such events as required
  • Support the organization of meetings, workshops, and consultations and prepare their corresponding reports.
  • Support the mainstreaming of cross-cutting themes of gender, ethnicity, disability, and equity into the work in disaster risk reduction
  • Represent WHO and assist in meetings, presentations, documents, and reports when needed.
  • Undertake any other tasks/duties as assigned by supervisor(s).

Qualifications:

Education:

Essential:

  • Medical Degree (MBBS) from recognized university with Master’s in Public Health from an accredited institution
  • Studies in Health Emergency Preparedness and Response Readiness coordination and plan development

Desirable:

  • Post graduate studies/fellowship in migration and refugee health

Experience:

Essential:

  • At least 5 years of relevant work experience in an emergency setting.
  • Experience in Health Emergency Preparedness and Response Readiness coordination and plan development

Desirable: Experience in programme or programme support in UN/ International Organization, NGO, or Government. Previous experience of working with Emergency Preparedness and Response Technical Committee for rolling out preparedness and response readiness interventions for the health facilities/partners in Rohingya community in Cox’s Bazar

Remuneration

WHO offers locally competitive packages such as:

  • Monthly salary: BDT 153,695.00 (SSA – 8, Step I) (non-negotiable)
