Our Ideal Candidate:

The Health, Safety, and Security (HSS) Officer in Cox’s Bazar Area Office is to assist and guide all NRC staff in Bangladesh, both programme and assist teams in carrying out their activities safely and securely. The HSS Officer will report to the HSS Manager.

Key Tasks and Assignments:

  • Monitor and assess the security situation and contextual developments in the camps and the Dhaka, Cox’s Bazar Area, and Myanmar border.
  • Fully maintain HSS incident trackers and internal reporting mechanisms.
  • Assists the HSS Manager in the preparation of periodic Security Risk Assessments (SRA)
  • and Rapid Security Risk Assessments (RSRA), when necessary.
  • Liaise with external stakeholders/service providers and participate in meetings with partners.
  • Develop quarterly HSS summaries.
  • Update the Area HSS briefing package, weekly HSS updates, and reports.
  • Provide HSS induction brief for new staff and visitors arriving in AO.
  • Conduct physical verifications as per NRC Minimum Operating Infrastructure Security Standards (MOISS).
  • Assists the HSS Manager in coordinating and/or delivering training for staff and contingent workers on HSS topics (e.g. fire safety, first aid, and HEIST).
  • Organize and carry out periodic fire drills at Cox’s Bazar, Ukhia, and Teknaf offices.
  • Raise Procurement Requests for HSS equipment and training, and act as a focal point with the logistics team.
  • Conduct monthly HSS briefings for drivers and perform vehicle checklist reviews.
  • Securely file and archive HSS documents in HSS SharePoint.
  • Any other relevant tasks as delegated by the HSS Manager, Area, or Field Manager.

Key Education and Skills Requirements:

  • 03 years of experience working in the field of occupational health, safety, and security. Security experience in a humanitarian/recovery context is preferred.
  • Bachelor’s degree in a relevant field.
  • Previous experience working in complex and volatile contexts.
  • Fluency in Bengali; Rohingya, Chittagonian, or Burmese is desirable.
  • Good knowledge of the English language both speaking and writing.
  • Diplomacy/negotiation skills.
  • Familiarity and knowledge of the developing context in Cox’s Bazar Area and the Myanmar border.
  • Knowledge about security-related actors and information sources in Cox’s Bazar Area.
  • Ability to communicate and liaise with varying interlocutors, incl. law enforcement agencies, military organizations, UN agencies, and coordination mechanisms, other I/NGOs, and local administrations.
  • Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, Outlook, and GIS mapping.
  • Previous experience from working with documents that require verification and control.
  • Ability to manage and prioritize a varied workload in a rapidly changing work environment.
