Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government in implementing commitments to international normative standards on gender equality and women’s human rights. In line with the UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026, UN Women Bangladesh’s Strategic Note (2022-2026), defines UN Women’s strategic engagement in Bangladesh. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organizations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

UN Women Bangladesh focuses on women’s economic empowerment and addresses women’s economic empowerment issues that are central to the priorities of the Government of Bangladesh (GoB). UN Women follows a whole-of-society approach rooted in feminist values to ensure that women have income security, decent work, and are economically empowered. As such, UN Women Bangladesh works with the most vulnerable groups of women – which include women migrant workers, women with disabilities, gender diverse groups, ethnic minorities, and home-based workers, among others – to enhance their voices and economic leadership.

Under the Women’s Economic Empowerment programme, UN Women has been implementing a Joint Programme entitled Women’s Empowerment for Inclusive Growth (WING) project in collaboration with United Nations Development Programme (UNDP), United Nations Capital Development Fund (UNCDF), funded by the Government of Netherlands. This 4-year project aims to contribute to women’s inclusion in the local development process by supporting women’s economic empowerment. The project aims to enhance the capacity of different stakeholders to create dignified and formal participation of women as employees and entrepreneurs in local economies, breaking entrenched discriminatory attitudes, norms and stereotypes that created the current inequities in the social, political, and economic spheres.

The Government of Bangladesh (GoB) places a strong emphasis on gender equality in its national development plans and strategies. One of the key approaches adopted by the GoB is Gender-Responsive Planning and Budgeting (GRPB). Since 2009, a Gender Budget (GB) report has been published annually. A review of the GB report shows an upward trend for allocation for women’s development – from 24.65 % in 2009-2010 to 34.37% in 2023. This is in line with the 8th five-year plan (FYP) target to increase GRB allocation to 35% by 2026.

The GoB is also committed to strengthening participatory budgeting and the application of GRPB at the local level; with the 8th Five Year Plan (FYP) emphasizing more effective participation of women in the local government citizen’s committees. It further states that the participation of women should be increased and ensured at every stage of budget formulation, development planning, and project implementation. For this, support for their capacity building and utilization of the gender budget for local government institutions should be ensured as per the guidelines and monitored (P. 755, para 3).

One of the key interventions of WING is to sensitize and build capacities of the local government institutes, especially elected representatives of Upazila Parishads and Women Development Forums (WDFs) on GRPB for creating an enabling environment for women’s economic empowerment.

A guideline on GRPB has been developed by the Ministry of Women and Children Affairs (MoWCA) and UN Women for representatives of Local Government Institutes (LGIs), with a focus at the Union Parishad level. In 2023, three workshops were conducted for piloting this guideline with the LGIs representatives and officials at Manikganj, Thakurgaon and Cox’s Bazar by MoWCA in collaboration with UN Women Bangladesh.

In this context, UN Women is seeking the services of a national consultant to support the capacity development initiative on GRPB at the local level, in line with the new GRPB guideline.

Duties and Responsibilities

II. Objective and Scopes of Work of the Consultant:

Objective: To support the institutionalization of the GRPB guideline in select Union Parishads (UP) and local government institutes.

  1. Duties and Responsibilities:
  • Develop a concept note for partnership with the prospective national-level training institution/ organization to lead capacity development initiative on the GRPB guideline at the local level.
  • Provide technical and coordination support to finalize MoU (as required) with relevant institutes.
  • Facilitate at least 3 stakeholder consultations with relevant actors, institutes, and departments at national and/or local to disseminate and ensure utilization of GRPB guideline.
  • Develop a ToT manual in Bangla for the local government representatives on the GRPB guideline in close collaboration with a National Gender Expert and in consultation with MoWCA and UN Women.
  • Conduct at least 2 ToTs for relevant government officials from training institutions.
  • Provide mentoring support for at least 1 pilot training to be conducted by the participants.

IV. Duration of the Assignment:

The duration of the assignment will be from 1 February 2024 to 30 August 2024 (Maximum 45 working days) in Dhaka, Bangladesh, with field visits expected to select geographic areas of the WING project and other locations such as Thakurgaon, Kurigram, Manikganj, Jashore and Cox’s Bazar districts.

V. Supervision and Performance Evaluation:

Under the overall guidance of the UN Women Deputy Country Representative, the selected consultant will work under the direct supervision of the Programme Manager – Women’s Economic Empowerment (WEE)

VI. Travel, Logistics and DSA:

Travel arrangements for the consultant for outside Dhaka will be organized by UN Women upon prior agreement/approval from UN Women such travel expenses shall be borne by UN Women. The Consultant/SSA shall receive per-diem or DSA and terminals not to exceed the United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

The consultant is expected to use his/her own computer, IT and other internet and telecommunications facilities.

Deliverable 01 (Up to 4 days): An inception report which includes i) desk review and mapping of relevant a) national institutes responsible for capacity building for the LGIs and b) stakeholders to be consulted to support the institutionalization of the guideline ii) work plan iii) outline of the training manual along with timeframe and milestones for this assignment (to be prepared in consultations with UN Women)

Deliverable 02 (Up to 5 days): A concept note in for partnership with the prospective national-level organization to be responsible for providing capacity-building support at the local level. Such organizations will include GRP&B issues in their training curriculum.

By 28 February 2024

20% of the total contract amount shall be paid upon submission of deliverables – 01 and 02 and all acceptance as certified by the UN Women contract administrator.

Deliverable 03 (Up to 13.5 days): Modules/content on local government as part of the ToT manual on the GRPB guideline in Bangla (This ToT manual will have two parts including local government context and Gender Equality (GE) and Gender Mainstreaming (GM) elements. The consultant will lead on the content related to local government and will be required to work closely with the UN Women’s national Gender Expert who will be hired to take the lead on the GE and GM components. Both national experts will be working together on this assignment.

30% of the total contract amount shall be paid upon submission of deliverables - 03 and all acceptance as certified by the UN Women contract administrator

Deliverable 04 (Up to 22.5 days): Completion of at least 3 stakeholder consultations at the national and/or local level, provide technical support to institutionalize the GRP&B guideline to relevant institute/department. (evidence may include proceedings report, session plan, presentation)

Conduct at least 2 ToTs for relevant government officials from training institutes and mentoring support for at least 1 pilot by the trainers’ who received ToT (evidence may include session plan, pre/post assessment, as well as inputs provided for pilot training)

Provide a completion report with the status and number of national-level institutes supporting capacity building on the GRPB guideline at the local level, including the WING locations for the GRPB guideline institutionalization process

By 15 August 2024

50% of the total contract amount shall be paid upon submission of deliverables - 04 and all acceptance as certified by the UN Women contract administrator

VIII. Performance Evaluation:

The consultant will work closely with MoWCA, LGIs and UN Women and will report to the Programme Manager, WEE, UN Women Bangladesh, who will also carry out a performance evaluation of the consultant at the end of the assignment under the overall guidance of UN Women Deputy Country Representative in Bangladesh.

Required Skills and Experience

Education:

Master’s degree or equivalent in Public Policy and Governance/ Women’s and Gender Studies/Development Studies/Law/Economics/Political Science/Anthropology or other relevant Social Science discipline.

Technical Competencies:

• Minimum 10 years of practical experience working with local government institutes and proven knowledge of the local government policy/strategy/rules regulation at national and local level.

• Demonstrated knowledge and experience on gender-related issues, particularly women’s economic empowerment at the local level.

• Strong experience in participatory budgeting processes at the local government level and gender-responsive budgeting mechanism in Bangladesh.

• Strong background in capacity building, facilitation/advocacy with the government particularly with local government institutions

Language:

• Excellent communication skills in Bangla and English.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment.

The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 70 points out of 100)

The total number of points allocated for the weighted qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
