Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

To address the global challenges of VAWG, the European Union (EU) and the United Nations have partnered on a new multi-year programme, the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls. The overall vision of the Spotlight Initiative in Timor-Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor-Leste. This includes integrating the principle of “Leave No One Behind”, and recognition that people from marginalized groups may not have their needs and voices included in many processes. The programme is aligned to the Timor-Leste “National Action Plan on Gender-based violence (2017-2021) and National SDG Roadmap, particularly on SDGs 5 and 16. It also seeks to support implementation of the Essential Services Package for Women and Girls Subject to Violence. It will contribute to the National Strategic Development Plan and reinforce Timor-Leste’s Development Plan and reinforce Timor-Leste’s implementation of commitments under the Beijing Platform for Action, the Concluding Observations of the CEDAW Committee, the Convention on the Rights of the Child, among other international obligations.

In completing the efforts of EVAWG, a four- years Joint UN-KOICA Project Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste was signed on 23 November 2020 cooperation between the Secretary of State for Equality and Inclusion (SEII) the and the UN family, UN Women, UNDP, UNFPA and IOM to support the development, implementation and monitoring of the National Action Plan on Gender-Based Violence (NAP GBV), led by the State Secretariat for Equality and Inclusion (SEII), with aims to enhance efforts for all women and girls in Timor-Leste to enjoy their right to live free from gender-based violence in public and private spaces, and access quality essential services, in line with the Sustainable Development Goals (SDGs).

Women’s economic empowerment is also one of the key pillars of UN Women’s programming in Timor-Leste. Establishing an enabling environment and gender-responsive public spaces for advancing their economic engagement is essential in achieving women’s economic empowerment. This aligns to the Government of Timor-Leste’s existing gender equality commitments including its Safe Dili and Safe Baucau commitments, the Second Maubisse Declaration for Rural Women, and institutional reforms including Public Finance Management (PFM), and mainstreaming gender in the localization of the Sustainable Development Goals.

Duties and Responsibilities

  1. Duties and Responsibilities

Under overall guidance of the Head of Office and close collaboration with the Programme Specialist EVAWG and WEE (Together for Equality) and Spotlight Initiative, and supervision of the relevant Programme Analysts and technical guidance from an International GRB Consultant, the consultant will provide support and technical assistance in institutional gender mainstreaming, including strengthening partner capacities to apply mainstreaming strategies into annual and programmatic planning, budgeting, and monitoring processes. This will specifically include the following tasks:

  1. Develop scope and methodology to identify areas for technical support and capacity building for UN Women partners

    1. Assess needs for technical support and identify gaps in capacity (pls specific for whom) and develop a strategic plan to systematically areas to strengthen institutional capacity and areas to strengthening the capacity to mainstream gender in the planning and budgeting process
  2. Provide guidance in reviewing gender responsive budgeting and planning documents and provide recommendations in line with the strategic plan.

  3. Prepare inception report provided with methodology and recommended technical support and capacity building’s scopes and timeframe for task 2, 3 and 4

  4. Support capacity development of institutions on Gender Responsive Budgeting (GRB) and Planning

  5. Lead the assessment for capacity building needs of UN Women’s partners including the Secretary of State for Equality and Inclusion (SEII), Ministry of Tourism, Arts and Culture , Municipal Authority of Dili, Baucau, Covalima, Special Administrative Region of Oé-Cusse Ambeno (RAEOA )and National University of Timor-Leste (UNTL), Spotlight Initiative project partners and organizations of persons with disabilities among others as identified by UN Women, on gender mainstreaming and gender-responsive budgeting through needs assessments and developing reports on results from assessments, identification of technical supports required and capacity building plans.

  6. Support UN Women’s partners in strengthening gender equality through institutions’ capacity on gender-responsive budgeting and planning by identifying the entry points for mainstreaming gender, strengthening institutional processes and capacities for planning, allocating and monitoring expenditure of resources related to public investment in gender equality commitments especially the National Action Plan on Gender-Based Violence including in the context of COVID 19.

  7. Lead capacity building sessions for UN Women partners and relevant stakeholders on gender-responsive planning and inclusive budgeting in public investment, budget planning and decision-making processes, applying the latest global best practice for Gender Responsive Budgeting that promote gender equality commitments.

  8. Provide technical support and advice to advance Gender-Responsive Budgeting policy, planning, monitoring and analysis

    1. Provide technical support and advice to government partners on gender mainstreaming, gender-responsive and inclusive budgeting, with attention to ending violence against women and girls and promoting gender equality and women’s economic empowerment and the rights of persons with disabilities. This includes support in the analysis of the State Budget, implementation of budget, review of polices, plans and budget and inputs for the revision from a gender perspective.
  9. Provide technical support and advice to CSOs partners to analyse trends in gender mainstreaming and application of gender-responsive and inclusive budgeting practices and monitoring of implementation of gender equality commitments in Timor-Leste including analysis of budget and financial data from Parliament and line ministries.

  10. Support development of planning, monitoring and budgeting tools for gender mainstreaming and gender-responsive budgeting and facilitate monitoring of implementation of gender equality commitments in Timor-Leste encompass the CEDAW Concluding Observations, National Action Plan on Gender Based Violence, Government Resolution on Equal Pay, National Employment Strategy and Maubisse Declaration on Rural Women’s Economic Empowerment, among the gender targets in the SDGs.

  11. Support research and analysis, support advocacy efforts and undertake knowledge product development

    1. Support International Consultant in writing analytical reports and strategic briefs on gender-responsive planning and budgeting, gender mainstreaming, and gender-responsive procurement as they relate to key development issues in Timor-Leste (for example COVID-19 Response, Disaster-Risk Reduction and climate change, economic diversification and fiscal reform, urban planning decentralization, municipal planning, etc).
    2. Support consultations and surveys with relevant stakeholders synthesizing feedback from stakeholders to inform and adapt UN Women’s programming, coordination, and normative efforts in Timor-Leste to strengthening gender equality commitments through application of Gender Responsive Budgeting, with a particular focus on ending violence against women and girls and women’s economic empowerment.
    3. Support planning and facilitation of workshops and multi-stakeholder dialogues on gender-responsive planning and budgeting as part of efforts to end violence against women and girls and advance women’s economic empowerment in collaboration with UN Women staff.

The duration of the assignment is from May 2022 - June 2023 (14 months).

6.2. Provide technical support and advice to SEII for the analysis of budget spending fpr 2021 and planned for 2022 in term of target set for the Spotlight Initiative, budgeting process, particularly in preparing recommendation on GRB for National Parliament ( with a focus on Violence against women and girls) and analyse reports from line ministries in terms of execution of budget for gender equality and ending violence against women and girls.

6.2.1 Techical support Spotlight Initiative CSO partners to analyze budget and financial data from Parliament and line ministries and use GRB for budget analysis and monitor the implementation of the NAP GBV as well as monitoring of allocations budget for COVID-19 recovery.

6.2.2.Develop planning, monitoring, and budgeting tools for gender mainstreaming and gender-responsive budgeting and facilitate monitoring of the implementation of gender equality commitments in Timor-Leste. These commitments encompass the CEDAW Concluding Observations, National Action Plan on Gender-Based Violence and the National Action Plan for People with Disability Empowerment, among the gender targets in the SDGs. Materials need to be appropriate to the Timorese context allowing for concepts to be understood by a wide range of stakeholders and developed for submission to a designer for visual development.

7.2 Provide technical support and advice to CSOs partners as identified by UN Women

7.2.1 Support the analysis of trends in gender mainstreaming and application of gender-responsive and inclusive budgeting practices in order to monitoring progress and efforts to address sexual violence in public spaces, in line with government gender equality commitments, including NAP GBV, CEDAW and UNSCR 1325 (T4E Act 3.3.1)

7.2.2. Support to CSOs for the analysis of allocations to prevent respond to GBV in public spaces including

1) to organize a meeting to brief CSO on how to do the analysis

  1. Duration of the assignment

The total duration of the contract assignment is up to 157 days over the period of 15 months from April 2022 - to June 2023. This may include some travel to the municipalities depending on COVID-regulations.

All the deliverables, including events materials, notes and reports should be submitted in written in English language.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receiving the report.

  • The consultant is expected to use her/his own computer and have all needed software for related tasks.
  • Cost of mobile phone communication needs to be covered by the consultant.
  • UN Women will provide the consultant with office space, access to internet and a printer in Dili, depends on the current pandemic situation (as may expect to work from home)

  1. Required experience and qualifications

The Consultant should fulfil the following requirements:

Education

Master degree or Bachelor’s degree in Economics, Political Science, Gender and Development or other relevant fields.

Experience

  • At least Master with 5 years or Bachelor with 7 years of experience of work on gender equality, women’s rights and economic development.
  • Experience in producing gender analysis of Government Plans and Budgets.
  • Experience in capacity development of Government organizations and CSOs, preferably in gender equality, gender mainstreaming and gender responsive budgeting.
  • Experience with facilitation of high-level dialogues, trainings, consultations, including with Government counterparts.

Language and other skills:

  • Excellent English communication skills are essential, Tetum would be an advantage.

X. Submission of application

Interested candidates are requested to submit an electronic application to UNDP Job Site no later than 25 April, 2022.

Submission package (mandatory)

  1. Cover letter;
  2. Completed P-11 form (available from http://www.unwomen.org/en/about-us/employment) or CVs and copy of latest education certificate
  3. Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex 1. The lump sum costs must be accompanied by a detailed breakdown of costs calculation. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.

Please note that only short-listed candidates will be invited to the interview.

Selected candidates will need to submit prior to commencement of work:

  1. UN Women P-11 form, available from http://www.unwomen.org/en/about-us/employment.
  2. A statement from a medical doctor of ‘good health and fit for travel’.
  3. For any travel outside of Dili UN Women will require the consultant to provide the certificate proving completion of BSafe training (see trip.dss.un.org).

XI. Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
