Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has established a “Gender Hub” with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is managed by UNwomen and is the technical engine of the Gender in Humanitarian Action Working Group (GiHAWG) and supports humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

The Gender Hub sits within GiHAWG and build on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse Network). It offers integrated technical advisory support to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It leads technical assistance to sectors through the development and implementation of sector Gender Action Plan based on the annual Sector Strategy. It provides capacity development and deliver and manage training, facilitating reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity, gender and GBV mainstreaming that is contextualized to the local situation. The Gender Hub supports knowledge management of assessments and research that will contribute to strengthening the knowledge and evidence-base for designing interventions that will have impact.

Reporting to the Gender Hub Manager, the National Gender Programme Technical Specialist is responsible for managing the planning, implementation, and reporting of the Technical Assistance Pillar of the Gender Hub. She/he works in close collaboration with the GiHAWG, ISCG Secretariat, Sector and Working Group Coordinators and Gender Officers, and UN Women Teams – Sub-office and BCO, Government Officials, multi and bi-lateral donors, sector partners’ Women Rights Organisations/Women Led Organisations and other civil society ensuring successful implementation of GiHAWG Annual Work Plan.

Duties and Responsibilities

1. Technical assistance and capacity development to humanitarian actors:

  • Lead the technical support to the annual JRP and Monitoring Framework development and its implementation.
  • Lead and provide support to the GAM appraisal of the annual selected sectors’ projects proposals
  • Provide technical advice and guidance through coaching or on the spot advice on gender mainstreaming and transformative programming in humanitarian action to sectors: coordinators, technical leads, gender officers and partners.
  • Adapt, develop and implement technical tools, learning modules and initiatives for gender in humanitarian action capacity development.
  • Facilitate/train and manage series of training and learning based on integrating GEEWG in the programme cycle, GAM and other relevant PCM training along with other facilitators to diverse stakeholders.
  • Provide technical support to sectors on proposal development and other technical related support in adhoc basis.

2. Co-led the development of Sectors’ Gender Action Plans align with annual JRP Sector Strategies along with Sector Coordinators and Gender Officers to be implemented by each sector:

  • Co-develop the Sectors’ Gender Inclusion Action Plans working closely and engagement with Sectors Coordinators, Gender Officers and implementing partners in line with the Annual Sector Strategy.
  • Provide inputs to strategy documents, briefs, policy dialogue and other documents related to the Gender Hub.

3. Manage the implementation and monitoring of Sectors’ Gender Action Plans along with Sector Coordinators and Gender Officers:

  • Develop operational plan based on Gender Hub Implementation Plan and budget;
  • Manage the implementation, monitoring and finances of the key Sectors Inclusion Gender Action Plans using results-based management tools; ensure synergies with other team members and other key stakeholders;
  • Organize learning/programme review and/or evaluation meetings, as needed.
  • Manage recruitment of consultants and supervise consultants if applicable.
  • Write quarterly reports for UN Women and donor reports, focusing on Technical Assistance results, outputs and outcomes;
  • Contribute to donor and UN Women reports.

4. Build partnerships and support in developing resource mobilization strategies:

  • Support in the development and implementation of partnerships and resource mobilization strategies;
  • Provide relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

5. Contribute to inter-sector coordination to achieve coherence and alignment of GiHAWG Annual Work Plan and Gender Hub Pillars with other partners:

• Provide technical support to the Gender Hub Manager, Capacity Development Specialist and Knowledge Management Officer on the ISCG coordination related activities by participating on meetings, events, and representing in groups and committees as needed;

• Coordinate with other UN agencies, government departments, donors and NGOs to ensure the Technical Assistance Pillar is harmonized and aligned with other ISCG and in-country efforts.

• Build and manage relationships with sectors’ coordinators, gender officers, local partners and local MOWCA team to support GAP implementation and expansion of GiHAWG; and to respond to any emergency/potential problems;

6. Support advocacy, communication, emergency preparedness, knowledge building and research:

  • Develop and review background documents, briefs and presentations related to the GiHAWG;
  • Represent GiHAWG in meetings and policy dialogues as necessary.
  • Support in developing advocacy strategies and their implementation.
  • Identify and develop best practices on GEEWG and lessons learned to guide programme improvement and strategy planning.
  • Contribute to the development and implementation of research, knowledge management and branding and communication strategies and relevant products.
  • Co-lead and support the implementation of the Gender Emergency Preparedness Plan of GiHA.

Supervisory responsibility :

National Consultant will be supervised by the Gender Hub unit when needed, support the review performance and coach staff.

Supervision and performance evaluation

National consultant will be working under the direct supervision of the Gender Hub Manager, Cox’s Bazar.

INPUTS:

UNWOMEN will provide office space for the consultant.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNWOMEN, and upon prior agreement/approval, such travel shall be UNWOMEN expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Required Skills and Experience

Required qualification

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 7 years of progressively responsible work experience at the at the local or international level in gender responsive gender programming that includes the assessment, planning, implementation, monitoring and evaluation of humanitarian and long-term development projects;

Additional Capacity:

  • A project/programme management and training skills certification would be an added advantage
  • Technical experience in writing reports and the development of strategic paper such as: Gender and Inclusion Action Plan, Joint Response Plan, Sector/Cluster Strategy, Technical Assistance Strategy, Advocacy Strategy and Proposal Development;
  • Technical experience gender mainstreaming and gender transformative work in humanitarian action and long term development programme;
  • Experience in influencing powerholders to ensure accountability and leadership in GEEWG commitments;
  • Experience in facilitation, training and training cycle management;
  • Experience in sector/cluster coordination and liaising with government agencies, I/NGOS and donors;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English, Bengali, Rohnigya are required;
  • Working knowledge of another official UN language is an asset;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 49 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 49 points out of 70)

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
