UNICEF and its partners carried out a systematic review of the WASH in Emergency (WiE) sector in Indonesia in 2021. The evidence emerging from this study shows a strong but disparate WASH response during emergencies. There were missed opportunities to develop a common strategy or common standards for the response and inefficiencies arising from individual agencies planning and implementing activities without guidance and coordination. Five key institutions emerged as having strong capacity and influence in WiE: The Ministry of Social Affairs, the Ministry of Public Works and Housing, the Ministry of Health, the National Disaster Management Agency and the Ministry of National Development Planning (with their corresponding provincial departments also playing a strong role in WASH in the recent disasters). During a series of co-creation events, WASH stakeholders recognized strengths and weaknesses in all five institutions in the leadership of the WiE sector. Government institutions involved in WASH activities show strong technical competence but there is confusion over roles and responsibilities for overall leadership and coordination of the WASH response. Consequently, there are gaps in equitably meeting all needs to a common standard and there is no central hub for information and knowledge management for the sector.

The recommendations of the study include the need for restructuring coordination mechanisms and competence building in the WiE sector. Through a series of consultations with Ministries, provincial and district governments and NGO partners, the study helped formulate a more robust coordination response framework at national and local levels with clear roles and responsibilities for all WASH actors. The recommendations include a detailed Roadmap and Capacity Development Plan (CDP) developed in consultation with all key ministries and stakeholders that will help achieve a coordinated, inclusive, timely, high-quality, and sustainable humanitarian operation in the WASH sector. The recommendations are categorized into short, medium, and long-term actions to improve coordination functions and strengthen the capacity of the WASH stakeholders to respond more effectively during emergencies.

UNICEF implements WASH activities in 7 provinces, with field offices/presence in South Sulawesi, East and Central Java, Aceh, NTT, NTB and Papua. The increasing incidence of events recently such as the Seroja cyclone in NTT, Flores Sea earthquake around South Sulawesi and NTT province, Semuru Volcanic eruption in East Java underscores the need to strengthen coordination, the preparedness and response capacity of stakeholders in UNICEF focused provinces.

The National Consultant will provide support to strengthen coordination systems and capacity in UNICEF’s 7 focused provinces including mobilizing relevant stakeholders to strengthen coordination platforms and systems within these 7 provinces; supporting the provincial government in developing WASH contingency plans for the respective provinces aligned with the National Contingency Plan; and deliver the necessary capacity building activities to ensure that all stakeholders have a working knowledge of WiE technical guidelines, standards, tools and other skills required to deliver a well-coordinated and high-quality response.

How can you make a difference?

The Consultant will be based in the UNICEF Indonesia Country Office, in Jakarta and work under the direct supervision of the WASH Specialist and overall guidance from the Chief of WASH and in close coordination with the UNICEF WASH team. The Consultant will also work closely with the Ministry of Social Affairs (KEMENSOS), other key ministries and respective line ministries at provincial and district levels as needed.

The Consultant’s tasks will include the following : 1. Prepare a situation analysis report of WASH in Emergency context in UNICEF’s 7 provinces, including information on demographic data (compiled from available official data including disaggregation by age, sex, disability), provincial risk analysis, WASH in Emergency coordination platforms, composition of WASH working groups and mapping of relevant stakeholders with specific roles and responsibilities, challenges, and areas to be addresses in the 2022 WiE action plan in the respective provinces. 2. Conduct a mapping exercise to identify private sector companies who are active/can be engaged in WASH humanitarian preparedness and response activities and map out their existing strengths and capabilities (for e.g. capacity to contribute to the response capacity of the provincial government by providing contingency stocks, warehouse space, etc.) 3. In consultation with all relevant stakeholders, develop provincial level Contingency Plans for UNICEF’s 7 provinces (make these consistent with the recommendations in the WiE assessment) and have these endorsed by all relevant line agencies, and disseminated to all relevant stakeholders in the respective provinces 4. Develop a common SOP describing how the provincial level institutions/line agencies will work together specifying their individual roles and responsibilities, have this signed and endorsed by each line agency and share widely with the WASH Cluster members at the provincial level within respective provinces. 5. Based on global guidance, draft a Terms of Reference for the WASH sub-Cluster in each province, discuss with sector stakeholders, finalize incorporating relevant feedback and disseminate it widely among all stakeholders in respective provinces. 6. Provide support to the Ministry of Social Affairs (MOSA) to strengthen institutional capacity for WASH in emergency including ensuring that the MOSA staff at national and sub-national level have the required WASH capacity to coordinate WASH activities, ensure that the Office of Social Affairs is well integrated into WASH working groups at provincial level and ensure that WASH is integrated with all policy documents and inter-cluster activities of the Protection and Displacement Cluster. 7. Conduct trainings and capacity building activities in the 7 UNICEF provinces to build the capacity of all relevant WiE stakeholders on core humanitarian and minimum WiE standards, WASH Technical guidance, tools (this would involve disseminating the training modules developed at the national level including provincial specific needs and requirements) 8. Draft knowledge product on lessons learned and best practices on strengthening WASH cluster coordination mechanisms and capacity 9. Any other tasks required by the Supervisor and be able to contribute to WASH in Emergency response activities, if required in the case of a disaster.

The Consultant is required to prepare both English and Bahasa language drafts of documents/deliverables for submission as required (to be discussed and agreed upon with the Supervisor).

To qualify as an advocate for every child you will have…

  • Advanced university degree in Disaster Risk Reduction, Environmental Engineering, Environment Sciences, Development Studies, Social Sciences or a field relevant to international WASH-related development assistance or WASH in Emergencies programming and coordination.
  • At least 8 years working experience in the WASH Sector, in Indonesia specifically in emergency contexts
  • Previous experience in supporting WASH-related policies, strategies, and implementation plans is essential
  • Demonstrated experience of facilitating high level consultations with senior government staff and WASH stakeholders is essential
  • Strong analytical, writing and communication skills
  • High standard of written and verbal English and Bahasa language skills
  • Ability to conduct online consultations with experience of using online tools (if COVID-19 restrictions may not allow face-to-face meetings).
  • Willingness to travel on short notice if required to respond to an emergency
