Result of Service - Substantive inputs to the inception report and draft report of the Resource Mobilization and Partnership Strategy, according to timelines and stages of the draft strategy development; - Consultations and meetings with national and other relevant partners facilitated and conducted; and - Collection of relevant materials and information on GOVN’s ODA regulations, national budgeting, and donor and financing landscape facilitated and conducted.

It is anticipated that the assignment will require 35 consultancy days within the period of September - December 2022. The duty station is home based but one week in Hanoi is planned for early November.

Duties and Responsibilities The key objective of the consultancy is to develop a Joint Resource and Partnership Mobilization Strategy for the UNCT in Viet Nam, which will identify adequate, predictable, multi-year and sustainable resources and diversified¿donor and partnership outreach to broaden the funding base¿(including foundations and private sector partners)¿with a view to achieving full, multi-year funding. This strategy should build on the shared vision of the UNCT’s engagement and strategic positioning in Viet Nam.

The national consultant will work closely with an international consultant. The national consultant will be key in providing local insights to ensure that the strategy is well-anchored in the local context. The national consultant will also play a particularly important role in liaising and setting up the interviews/focus group discussions.

The process toward delivery will be divided into two phases. During these two phases, the national consultant will offer support to the international consultant with:

In phase 1

  • Connect and facilitate the IC’s meeting and working with national partners;
  • Provide relevant materials and information and/or facilitate data collection on GOVN’s ODA regulations, national budgeting, and donor and financing landscape;
  • Facilitate the consultation process with the national and other relevant partners on the inception and a draft report on the strategy;
  • Assess lessons learned from the past and current resource mobilization efforts; and
  • Review and provide substantive inputs/comments to the inception report and draft report of the Resource Mobilization Strategy developed by the international consultant, with focus on GOVN’s regulations, mechanisms, roles and responsibilities, viewpoints, and priorities in ODA management and coordination and resources mobilization in general and in this strategy in particular.

In phase 2 - Support the identification of the roles of the UNCT and GOVN in implementing the strategy; - Recommend suitable mechanisms within the UN and between the UN and the GOVN to implement the strategy, as needed; - Facilitate co-design sessions with various stakeholders (both internal UNCT and external partners) in the development of the CF resource mobilization and partnership strategy, if deemed suitable; - Work together with the international consultant in developing an action plan with clear timelines and responsibilities by UNCT and the GOVN; and - Facilitate validation workshop on the draft strategy and action plan, as needed.

Academic Qualifications: Master’s degree in international development, public policy, economics, business administration, social sciences or related fields Experience: - A minimum of 7 years of professional experience specifically in the area of policy making, policy expert reviews and with international development organizations; - Understanding of the development context in middle income states and emerging economies; regional/national experience; development financing. - Experience of UN system operations and strategic planning processes; Language: Fluency in spoken and written English.

Additional Information FINANCIAL PROPOSAL AND SCHEDULE OF PAYMENTS

  • All proposals submitted must contain a description of approach to assignment and draft work plan and strategy table of content/outline;
  • Financial proposal submitted must be clearly expressed as a lump sum amount and must be all inclusive.
  • The contract price is a fixed sum to be agreed, regardless of changes in the cost of components.

Payment shall therefore be made according to the following deliverables: - 40% after the submission and the acceptance of the Inception report; - 60% after the submission and the acceptance of the final Resource Mobilization and Partnership Strategy.

GENERAL BACKGROUND: The United Nations Country Team (UNCT) in Viet Nam will start implement the new UN Sustainable Development Cooperation Framework 2022 – 2026 (CF) approved by the Government of Viet Nam (GOVN) and the UN in February 2022. The new CF is the joint programmatic and operational framework for delivering UN support to the Government and people of Viet Nam and a vehicle for strategic partnership to achieve the SDGs and long-term national development priorities. This is the fourth generation of the One Plan in Viet Nam after the One Plan 2006-2011, One Plan 2012-2016, and One Strategic Plan 2017-2021.

The CF 2022 – 2026 identified 4 focus areas and priority interventions to be supported by 22 agencies (17 resident and 5 non-resident), including FAO, IFAD, ILO, IOM, UNAIDS, UNDP, UNESCO, UNFPA, UN Habitat, UNICEF, UNIDO, UNODC, UNV, UN Women, RCO, UNDSS and WHO as well as ITC, UNCTAD, UNEP, OHCHR, UNHCR, with accompanying planned operations and programmatic budgets. UN-supported programmes and projects within the CF are to be implemented by national implementing partners and participating UN agencies in line with the GOVN’s regulations on management and utilization of ODA. The 2022–2026 CF is supported by an estimated CF budget, with an overall estimated budget of approximately $525,9 million USD from core and non-core sources, of which about $275 million USD is to be mobilized.

Although in general the UN in Viet Nam has been doing well in terms of resource mobilization so far, fund raising has been posing a great challenge for all UN agencies in Viet Nam. The regular core budget now counts for only about 20 per cent of the total UN budget while some UN agencies have been operating based only on non-core budgets. At the same time, grant ODA in Viet Nam has been on a sharply decreasing trend. Bilateral resources have become rarer. The UN system has been actively looking for funds from global and regional sources which more and more require a joint approach for joint programme proposals, especially in the context of UNDS reform. In addition, Viet Nam’s ODA framework still presents barriers for project and programme appraisal, approval, disbursement, and access to global and regional funds. The first Resource Mobilization Strategy was developed in 2013 under the One Plan 2012-2016. No resource mobilization strategy was developed specifically for the OSP 2017-2021 cycle. The new CF 2022-2026 requires the UNCT and the GOVN to jointly develop a new Joint Resource Mobilization Strategy for 2022-2026. The strategy will guide the UNCT’s efforts towards strategically positioning itself as the partner of choice for the government and development partners to support the national priorities of Viet Nam as articulated in its Socio-Economic Development Strategy (SEDS) 2021-2030, Socio-Economic Development Plan (SEDP) 2021-2025 and the national SDGs. It will set out the context and strategic direction for partnerships and resource mobilization, establish benchmarks and indicators for resource mobilization and individual agency contributions, and outline responsibilities and guiding principles, mechanisms for joint resource mobilization and accountability and reporting arrangements. This requires a robust forward-looking joint resource mobilization and partnership strategy which takes into account the changing financing and donor landscape, including traditional and emerging donors, to prioritize potential partners and identify possible available sources of funds/funding priorities; and assesses lessons learned from past and current resource mobilization efforts. This strategy will set the framework to compliment and supplement agency-based resource mobilization efforts. The Resource Mobilization Strategy will also contribute to the GOVN’s on-going development a set of partnership modalities to accommodate the ODA graduation phase of Viet Nam.

The UNCT and GOVN agree to commission the development of the 2022-2026 Resource Mobilization Strategy with an accompanying action plan which will be conducted from August- December 2022.
