UNICEF Ukraine

Background:

In Ukraine, UNICEF is partnering with the EU to support the Government of Ukraine to build and support functioning of the Coordination Center for Family Upbringing and Child Care Development (the Coordination Center). The vision of the Coordination Center is to ensure that all children in Ukraine live in a safe and nurturing family with access to сhild-centered social services that meet Ukraine’s needs and that are aligned with EU policies. The Coordination Center is an advisory body to the Cabinet of Ministers of Ukraine (CMU).

The main goal of the Coordination Centre is to strengthen the Government of Ukraine’s capacity to deliver on the vision of Better Care, a vision where Ukraine prioritises safe and nurturing family care for all children. This initiative seeks to support Ukraine’s recovery, and policy objectives to develop a care system, which will: (1) Strengthen families and keep them together by investing in more social services that address their current needs; (2) Provide family alternatives (e.g., foster care, guardianship and adoption) for children without adequate parental care; and (3) Safely reintegrate children in institutions into family care while transforming institutions into community and social service providers to meet community needs and maintain employment for staff.

In order to ensure that the global objectives of the Coordination Centre are fulfilled, the role of the National Consultant for the provision of technical programme & supply support for the Better Care Reform is expected to support the collaboration between key partners and facilitate delivery of greater Better Care results for UNICEF and children of Ukraine.

To qualify as an advocate for every child you will have…

Education: Bachelor’s or higher degree in supply chain management, logistics, business administration, social sciences, international relations, government, public administration, public policy, social policy, social development, community development, or any other related field

Professional experience:

  • At least five years of progressive professional experience in programme or supply support services provision or related field.
  • Knowledge of the public procurement rules and regulations would be an asset.
  • Knowledge of programmatic activities of UNICEF would be an asset.
  • Experience providing consultancy services to UNICEF and other UN agencies would be an asset. .

Languages:

  • Ukrainian: Advanced [C1] ;
  • English: Intermediate [B1] .

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
