Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

The consultant will undertake the following tasks under the supervision of the Undersecretary - Ministry of Education:

1. Support the Federal Ministry of Education with the development of annual operational costed Plan:

1.1 Review the existing Federal Ministry annual operational Plan implementation and introduce the relevant changes to align the Ministry plan to the reform’s agenda including the outcomes of the National and International Education conferences and the Education Sector Strategic Plan (ESSP 2018/19-2022/23)

1.2 Develop clear guidelines for the Federal Ministry operational plan preparation process including the plan Outcomes, outputs, activities, required financial resources and Monitoring and Evaluation framework.

1.3 Ensure that the operational plan explicitly identifies the roles and responsibilities of the Ministry’s Directorates and align them to Federal MoE core functions. Clarify mandates of each directorate and avoid duplication; The plans should include quantified activities for each directorate, and clear monthly and annual targets with corresponding performance indicators

Support the development of operational plans including accurately costed budgets for the activities and operations of each directorate, and adjust plans if resources are not adequately allocated.

2. Support the work of the Education Planning & Policy Directorate in the areas of education planning, policy development and education programme monitoring:

2.1 Identify and analyze the organizational planning system barriers and bottlenecks that challenge the education sector to utilize the essential and affordable financial resources and suggest correction measures;

2.2 Advise top management of the Ministry of Education on education strategic priorities and policies;

2.3 Participate in the development of annual work plans with education partners and make sure it is driven from and contributing to the MOE annual work plan targets and results.

3. Strengthen the capacity of the Ministry of General Education and State Ministries to provide policy direction and coordinate assistance to the Education Sector Reform:

3.1 Ensure Planning Directorate staff has clear TOR and reporting lines;

3.2 Assess the trainings needs of the Planning Directorate staff and design/implement capacity building plan and enable the staff to apply newly acquired knowledge and skills;

3.3 Support Planning Directorate daily management and operations.

4. Contribute to the FMOE coordination with all education partners to enhance sector wide planning and education finance projections:

4.1 Activate the education sector coordination forums with clear meetings timetables in collaboration with the Minister and Undersecretary offices;

4.2 Organize regular and ad-hoc meetings /workshops with education partners/donors for briefing on education issues, challenges or resource mobilization, including education in emergency needs;

4.3 Ensure the complementary and alignment of the Development Partners activities and work plans and identify areas in agency-specific work plans such as UNICEF for joint programming, outline specific tasks and responsibilities for each partner and support review meetings.

4.4 Support the preparation and implementation of the Annual Joint Sector Review (JSR).

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in any of the following areas: Education, Public Policy; Development studies; Social Development; sociology, psychology, human rights and law;
  • A minimum of Five years of relevant professional experience in Education planning management and budgeting.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Experience in working with Governments, development partners, civil society;
  • Fluency in written and spoken Arabic and English is required

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
