Nepal is highly exposed to multi-hazards including earthquakes, floods, droughts, fire and landslides. UNICEF Nepal has been working closely with the government of Nepal to address the immediate lifesaving needs of the people affected by disaster and COVID-19 situation in Nepal. As the response continues to prevent and reduce mortality and morbidity and decrease the impact on human well-being and livelihoods, UNICEF also continues to support Federal, Provincial and Local Government for risk informed programming and its implementation including COVID 19 response.

Madhesh Province is multi hazards prone province and Janakpur Field Office plays a key role in overall coordination, information management and reporting Emergency Preparedness and Response (EPR) and Child Centered DRR in Madhesh Province and selected local levels. Considering the importance of information management and reporting of ongoing program, Janakpur Field Office is looking for committed and experienced professional to provide technical support to ensure better and quality information management, monitoring and reporting in 2022.

Scope of Work

The primary function of the consultant will be to support UNICEF and its partners for updating and implementing Information Management system, timely and effective reporting and monitoring that lead to improve program quality, accountability and reporting and system building for effective implementation of EPR and DRR programme.

Specific tasks

I. Strengthen the monitoring system (monitoring framework, data collection tools and results reporting) of Disaster Risk Reduction (DRR), CCDRR programme and emergency preparedness and response works.

II. Support the implementing partners for establishing and maintaining effective monitoring and reporting mechanism.

III. Provide capacity building support to implementing partners on results-based monitoring, reporting and information management system.

IV. Analyze updates/reports from municipalities and feed into various information and knowledge products Quarterly reports

V. In coordination with program palika DRR officer/focal persons and field offices, draft the following reports, maintaining quality and meeting the reporting deadlines (CCDRR and DRR, flood preparedness, quarterly report and case studies; Thematic reports, human interest stories)

VI. Develop and share the reporting template VII. Collect and analysse information on emergency preparedness and response and Prepare monthly report

VIII. Coordinate with NCO Information Management Focal point and represent UNICEF Janakpur Field Office at Inter agency Information Management Working Group as per need at provincial level.

IX. Support for identification, documentation and dissemination of good practices and lessons learned.

Minimum Qualifications required (Knowledge/Expertise/Skills required)

  • University degree (Bachelors) in Information technology, statistics, international development, study economics, sociology, rural development, education, and any other relevant field.
  • Minimum Five years’ experience in information management, monitoring, and reporting.
  • Should have sound knowledge on data analysis and information management.
  • Good analytical skills of data/information and reporting
  • Excellent communication and writing skills,
  • Experience working in DRR/emergencies, climate change and working with the cluster system.
  • Prior work experience with UN will be an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
