Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems. 2) All women and girls live a life free from all forms of violence 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

In addition to the programmes, UN Women Turkey Office plays an active role in localization of campaigns and special events such as 16 Days of Activism, 8 March International Women’s Day, the Day of the Girl Child and other international UN days. To support the effective implementation of the communication plans and activities of the programmes, UN Women Turkey Office seeks to embark on a series of targeted communications, visibility, publicity and advocacy interventions that would show-case the results of women in communities from Turkey and their impact on the lives of women, men and other community members as part of the leadership for change spirit. In addition, UN Women Turkey Office seeks to produce communications, advocacy and visibility materials on positive messaging and combatting against gender stereotypes and especially prejudices against the refugee population as well as on UN Women’s increasing visibility in the country.

As a part of UN Women’s work in Turkey there are also planned a series of events such as conferences, workshops, roundtables, study visits, trainings, for which visibility needs to be ensured and target audience reached. A prudent approach is to have on hand a long-term agreement with a graphic designer who can be brought on board to address visual communications needs on an ad hoc and as-needed basis. In view of responding to the design needs of the office for the above mentioned purposes UN Women Turkey Office seeks to hire a graphic designer for providing timely and qualitative design services.

Duties and Responsibilities

Under the supervision of Programmes Manager of UN Women Turkey Office and overall guidance of the UN Women Turkey Office staff and communications team, the Consultant will provide design services when required (with advance notice). The graphic designer demonstrates a client-oriented approach, tact and ability to work with people of different national, cultural and ethnical backgrounds. The graphic designer ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made. The graphic designer will be responsible for design services for the communication and advocacy materials such as brochures, factsheets, fliers, posters, newsletters, publications, logos to support communications, advocacy and resource mobilization and to enhance visibility and understanding of UN Women activities in Turkey as well as increasing the efficiency of its programmatic activities and specific campaigns and events. The following duties and responsibilities are indicative and subject to further detailing through specific service requests to be made by UN Women Turkey Office during the course of the contract duration. Within the scope of the Assignment; the consultant is expected to provide consultancy services for the below listed generic activities: • Conceptualize, design and layout of high-quality innovative, creative and attention-grabbing materials (print and online); • Design visibility and advocacy materials including brochures, posters, banners, roll-ups, backdrops and stages for events, booklets, GIFs, short videos, infographics, illustrations, print and web-based campaign and advocacy materials, etc.in different formats such as social media, web site and other relevant sizes. • Prepare the materials for printing, identify specifications (dimensions, colors, quality, quantity, etc.) of the printing materials, coordinate the printing process of the materials with the relevant third parties such as printing houses and coordinate the delivery of the printed materials to UN Women office and/or relevant duty stations; • Support the team in drafting key messages for relevant visibility materials; • Modify, revise and edit materials as required, in consultation with UN Women Turkey Office staff; • Follow UN Women Branding Guidelines and Identity Standards; • Liaise with the printing/ production facilities and provide them with all relevant production-related information; • Conduct quality control to ensure accurate and high-quality work; • Work in close collaboration with UN Women Turkey Office staff to ensure full compliance with the projects’ priorities.

Deliverables and Payment Schedule

Expected Deliverables: Duration of the assignment is from 1 January 2021 to 31 December 2021. The Consultant is expected to spend up to 170 working days on non - consecutive basis throughout the assignment. The Assignment will include interim deliverables, which will be defined in the specific service requests to be made by UN Women to the consultant. The consultant will use his/her own equipment, hardware and software tools for delivering the services. The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Turkey Office shall be the only criteria for Consultants work being completed and eligible for payment(s). The designs should comply with the UN Women Branding and Communication Guidelines. The designs will be copyrighted to UN Women and any violation of copyright law will be pursued appropriately. Designs should be creative and original and not to be subjected any copyright conflicts. Payment Schedule: The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc. Payment will be done in separate installments upon delivery of services and monthly timesheets by respective programme managers no later than at the end of each quarter. Graphic designer’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. Travel: This is a home-based assignment and no travel requirements are envisioned under this assignment. UN Women will not cover transportation cost within the duty station including the taxi costs. In case of an unforeseeable travel, the travel arrangements will be handled by UN Women as per the UN Women rules and regulations. Mandatory Courses: Mandatory courses for this assignment are estimated to take approximately 1 working day to complete. The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Required Skills and Experience

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for financial evaluation.

Annex I: Price Proposal Guideline and Template The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal. 1. Daily fee The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price. UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments. 2. Travel costs This is a home-based assignment with no travel foreseen. In case of an unforeseen travel, UN Women Turkey Office will cover the organization and the costs of the consultant’s travel as per UN Women’s rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs. 3. Currency of the price proposal The applicants are requested to submit their price proposals in Turkish Lira.
