Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2022-2025) and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Since the UN Women Turkey Office works with numerous partners and is a growing office with expanding activities throughout the country, its scope and administrative workload is increasing, with further growth expected in the coming period.

Under the overall guidance of the Country Director and direct supervision of UN Women Operations Analyst, the Executive and Operations Support Consultant is expected to support the Office Operations by performing a variety of standard administrative processes ensuring high quality and accuracy of work.

Duties and Responsibilities

1. Provision of general administrative and logistical support to the implementation of projects, programmes and performance of Office operational functions in accordance with UN Women rules, regulations, policies, and strategies

  • Provide administrative support to day to day implementation of activities of UN Women Turkey Country Office, especially under the core funded activities including the preparation of work plans, budgets, proposals on implementation arrangements and tracking the delivery of funds;
  • Support the office team in the organization of events, workshops, trainings under core-funded project and in particular, prepare invitation letters, contact participants, ensure collection of all relevant documentation related to travel of participants, prepare background materials for meetings and events, etc;
  • Draft and create payment requests for pre-approval and ensure all original financial records are kept on file, including both vendor and partner contracts and documentation.
  • Ensure tracking of several operational processes including recruitments, travel, mission plans etc.

2. Provide executive and administrative support to UN Women Turkey Office Country Director

  • Provide administrative support for meetings, events, and workshops, including assembling briefing materials and preparing PowerPoint presentations for Country Director for meetings, missions, and other key events.
  • Provide support to Country Director`s external relations activities, ensuring protocol matters, receiving high ranking visitors/officials, coordinating logistical arrangements related to visits.
  • Provide effective communication and information management support to the Country Director, including drafting routine correspondence and interoffice circulars, maintaining and organizing up to date files for easy access and retrieval.

3. Support implementation of operational and programmatic strategies

  • Support to the office for preparation of operational and programmatic business processes mapping and implementation and refinement of the internal standard operating procedures (SOPs);
  • Contribute to the provision of inputs to the preparation and implementation of administrative team results-oriented work plans.
  • Support budget rephasal and revision in Atlas for Core & ExB funds. Support the programme team in the financial management of Core funds.
  • Reviewing of terms of references received from the project teams and providing administrative support for SSA Recruitments including communication with project units.
  • Provide administrative support on Recruitment Processes.
  • Development and management of office roster.
  • Ensure that processes are improved technically in close collaboration with the National ICT consultant.

Assignment and Payment Schedule

The duration of the contract is for 1 year during the period from 15 November 2021 to 14 November 2022.

The Consultant is expected to invest approximately 21.75 working days per month for this Assignment.

The Consultants shall be paid upon successful completion and acceptance of their timesheet submitted at the end of each month by them. The payment shall be effected only if the timesheets are submitted to the UN Women Operations Analyst on a monthly basis. Without submission of and approval of the timesheet, the Consultants shall not receive any payment even they invest time for this assignment.

The Consultants will be paid in local currency at the end of each month.

Travel:

No travel requirements are envisioned under this assignment. In case of unforeseeable travel, the travel arrangements will be handled by UN Women as per the UN Women rules and regulations.

Mandatory Courses:

The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Required Skills and Experience

Education:- Advanced (Masters) degree in social and political sciences, human rights, gender equality etc. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Skills and Experience:- At least 3 years of progressively responsible experience in administration or logistic support service is required with a first-level university degree, or 1 year of progressively responsible experience in administrative or logistic support service is required with advanced (Master`s) degree. - Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required - Previous experience in UN organization is an asset - Experience in the field of gender equality and women’s empowerment is an asset

Language Requirements:- Fluency in English and Turkish is required.
