Background

It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the Project Improved Safety of Women in Serbia (ISWS), funded by the Ministry of Foreign Affairs of Norway, Serbia Office works to ensure that women and girls in Serbia and Montenegro live in a society free from violence and that the Montenegro applies special protection measures for women and girls from violence in family and intimate partner relations and combats gender-based discrimination and stereotypes. UN Women Serbia is implementing the Project in Montenegro, in close cooperation with the Ministry of Justice of Montenegro.

Namely, The Ministry of Justice of Montenegro has significant role in ensuring the safety of all citizens, including better protection from the violence against women and girls, upholding the rule of law and ensuring the exercise of human and minority rights in Montenegro. It is a prominent state authority in charge of monitoring the implementation of the Law on Domestic Violence Protection, as well as the Criminal Code that are envisaging protection measures against the perpetrator of violence in Montenegro. Under this Law, the register of reported incidences of violence, victims, perpetrators, orders of protection granted, as well as other protection and assistance measures maintained by the relevant bodies and institutions in line with their respective powers, ought to be regularly provided to the Ministry. The Ministry is a member of the Coordination Committee for the Coordination, Implementation, Monitoring and Evaluation of Policies and Measures to Prevent and Combat All Forms of Violence covered by the Istanbul Convention and the institution in charge of proposing, monitoring, and evaluating the strategic documents related gender equality.

The Directorate of Probation of the Ministry of Justice of Montenegro is directly responsible for enforcing the restraining order security measure prescribed by the Criminal Code. In that sense, the Directorate is responsible for undertaking the following activities: interviewing the convicted person, interviewing the victim, composing a Program for implementation of restraining order security measure, handling/installing electronic monitoring devices as well as controlling the implementation of security measures through the electronic monitoring system (EMS).

One of the project's key activities is supporting the Ministry of Justice of Montenegro for the implementation of the protection measure - the bracelet for victim(s) and perpetrator(s) system through the Electronic Monitoring System (EMS). Therefore, UN Women is seeking a consultant for developing information brochures for convicts and victims on the implementation of restraining order security measure through the Electronic Monitoring System (EMS). The information brochures should contain the most important information relating to the implementation of restraining order security measure through the system for electronic monitoring of convicted persons. Brochures will be intended for convicts who have been imposed on this security measure, in order to have all the necessary information on their rights and obligations when it comes to implementation of measure. Brochures will also be intended for victims of violence in order to be provided with sufficient information about their position and protection through the EMS. In this way, women, victims of violence, will be given a higher sense of security that violence will not happen again.

The objective of this consultancy assignment is to develop two information brochures (one for convicts and one for victims) on the implementation of restraining order security measure through the Electronic Monitoring System (EMS) in Montenegrin language.

Working under the overall supervision of Project Officer the consultant will be responsible for the following:

  • Prepare a work plan and methodology as a basis for the brochures. The work plan and methodology should contain the chapters that the brochure will contain, a brief description of the content of each chapter, as well as the literature and legal framework that will be used in the development of the brochures;
  • Prepare the information brochures for convicts and victims on the implementation of restraining order security measure through the Electronic Monitoring System (EMS).

Evaluation of applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
