How can you make a difference?

The government of Indonesia has committed to reducing maternal and child malnutrition. Despite achieving middle-income status, Indonesia has among the highest rates of child malnutrition in the region. Building on a longstanding relationship with the Government of Indonesia, UNICEF has introduced a multi-sector approach to address child malnutrition in selected districts of Aceh Province. To address the key drivers of child malnutrition in Aceh Province, UNICEF has been supporting four districts, namely Aceh Jaya, Sabang, Aceh Singkil and Simeulue by developing a model that combines various interventions, including community-based essential nutrition, health and hygiene services with parenting support and locally funded social protection programme for children. In addition, the intervention in 2021 will also reach four indirect districts namely Gayo Lues, Nagan Raya, Aceh Selatan, and Pidie. In-line with the interventions, UNICEF is committed to provide direct technical support to those selected district governments in the form of institutional facilitators who are based at each District Health Office (DHO) and District Planning Office (BAPPEDA). In light of the rapidly evolving pandemic situation, the consultant will also be asked to be involved in the COVID-19 responses. Facilitators will have a specific task to support district-level government response coordination, so she/he will also be asked to bridge communication between District COVID-19 Task Force and the Office.

The facilitators have played important roles in advocating for sustainability of the model and bridging communication between UNICEF Banda Aceh FO, a local NGO (as implementing partner) and the district government where they worked. They have also provided technical assistance to support multi-sector coordination, policy development, planning and budgeting and programme monitoring. In 2021, they will be supporting continuation of the intervention and advocacy works with emphasize of sustainability of the model in the transition period before our intensive supports for addressing child malnutrition in Aceh Province particularly in the selected district end in December 2021.

SCOPE OF WORK

The consultant will focus on tasks and activities in providing technical assistance to the District Health Office (DHO) and related government partners in support of effective program implementation.

Main tasks will include:

- To continue support to district government, especially DHO on policy and strategy development, planning and budgeting advocacy works for successful implementation and sustainability of an integrated approach to address maternal and child malnutrition at the districts level

- To continue support to district government, especially DHO on the planning, implementation, monitoring and evaluation of cross-sectoral program on nutrition, health, and hygiene with positive parenting, to enable them to provide technical assistance to Puskesmas and and its network, including Posyandu.

- To support the implementation of a supervision, monitoring and evaluation system that includes strengthening routine data collection and feedback systems at the district level.

- To build strong coordination with the implementing partners in the district.

- To provide regular feedback to the provincial team.

- To provide support to the DHO as the lead of health cluster under the District COVID-19 Task Force

- To provide support on learning process of indirect and other districts in Aceh

- To support the sustainability and the institutionalization of UNICEF supported interventions into government regular programming. This includes recording results and documentation of best practices.

To qualify as an advocate for every child you will have…

- Bachelor’s degree in any field relevant to development assistance. Master’s degree is preferable

- Technical Knowledge of the theories, principles, and methods in the following areas: Institutional development and capacity building, policy advocacy including advocacy for evidence-based planning and budgeting, Knowledge Management, monitoring and evaluation

- 3 to 5 years of experience, previous experience of working in development sector, any exposure with IKEA programme is preferable

- Preferably candidate who has strong experience in facilitating institutional strengthening, including developing a strategic plan, coordination, and liaison with various government offices

- Familiar with sub-national level government planning and budgeting processes

- Good communication skills in English, including writing and presentation skills and local Bahasa Indonesia.

- Good writing skills

- Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications
