Title: National Consultant: Data Analyst and coordinator of SDGs Dashboard Duty Station: Jakarta Type of Contract: Individual Contractor Duration: June – December 2021

BACKGROUND: UNICEF has been collaborating with National Planning Agency (BAPPENAS) and BPS Statistics-Indonesia to develop the SDGs National Dashboard to monitor progress of SDGs indicators at the national, provincial and district level. UNICEF, together with other UN Agencies, supported the Government in launching the first version of the dashboard at the National SDG Conference on 8 October 2019. In 2020, UNICEF continued its support in the training of SDGs Dashboard to the team from National SDGs Secretariat and focal points from related directorates in BAPPENAS.

UNICEF technical support will be continued in 2021 with the second phase of SDGs Dashboard development. Although the SDGs Dashboard is already in BAPPENAS SDGs website, but currently the features in the dashboard are still limited and it contains with the data mostly from BPS surveys/census and data produced by BPS in collaboration with other line ministries. Thus, the second phase of the SDG Dashboard includes further refinements of the platform, improving interoperability, and integration into planning processes. The following are the areas for further works in 2021: - Availability and disaggregation of SDGs data. Lots of works still need to be done to populate the dashboard with the data from all data sources listed in the National Meta Data SDGs Indonesia Second Edition. UNICEF support will be particularly important to make sure that those who are left behind, including children/adolescents and their vulnerabilities are visible in the dashboard, to allow a comprehensive progress monitoring of the SDGs in regular basis. - Features of the dashboard. A number of features that need to be improved or developed has already been identified and agreed last year. UNICEF Programmer will provide support on this area in coordination with the taskforce/focal points from related directorates in BAPPENAS and National SDGs Secretariat. - Interoperability of the dashboard (automatic/machine to machine data sharing), The work this year will be started with web-based system of BPS and will be continued with other platform from key data producers. - Launching and rolling out the dashboard at national level with the Ministry of Planning/Bappenas and sub-national level with MoHA/Bangda and promoting for its use for monitoring the progress of SDGs achievement. UNICEF support is also important for this area progress for children and adolescent need to be put as one of key topics for progress analysis at national and sub-national level.

To do this works, UNICEF is looking for a national consultant to work hand in hand with the team from National SDGs Secretariat and Dashboard Programmer. The consultant will work under supervision of Social Policy (Statistics) Specialist of UNICEF and M&E Manager of SDGs Secretariat, while the overall works of SDGs Dashboard phase 2 will be directed by BAPPENAS.

Specifically, the consultant will assist the following areas of works: 1. Support Government to develop the rollout strategy for SDGs dashboard development phase two and its implementation at national and sub-national level 2. Assisting the Monitoring and Evaluation Manager of National SDGs Secretariat in coordinating the improvements of SDG Dashboard in term of; 1) availability of data and its disaggregation (to ensure those who are left behind, including children and adolescent are visible in the dashboard); its features (such as display of the data in graphs and tables, mapping, and gaps analysis); and 3) interoperability of the dashboard with other data platforms (machine to machine data sharing). 3. Assist Monitoring and Evaluation Managers in developing the guidelines for using SDGs dashboard to support the SDGs planning process at national and subnational level, including how it can support child-focused SDG planning. 4. Assist Monitoring and Evaluation Manager in increasing the capacity of National SDGs Secretariat to manage the SDG Dashboard starting in 2022 (handover) including mastering the source code. 5. Support National SDGs secretariat in monitoring and evaluation of the SDGs, especially to conduct data analysis in order to provide inputs/feedback to line ministries/stakeholders on the progress, including for children/adolescent. 6. Conducting monitoring and evaluation of SDGs, specifically for economic pillars and its regional areas (Aceh, Sumatera Utara, Sumatera Barat, Riau, Bengkulu, Sumatera Selatan, Jambi, Banten, DKI Jakarta).

WORK ASSIGNMENT • Develop a work plan for rolling out of the SDG Dashboard development phase II in coordination with SDG Secretariat, Bappenas, and BPS; and in consultation with UNICEF and other UN partners. • Develop on data/progress analysis plan for priority topics and monitoring and evaluation plan specific for Economic Pilar and Regional Area 2 • Conducting monitoring and evaluation activities by using SDGs dashboard and all data sources as needed. • Assisting M&E Manager in developing the rollout strategy and implementation of SDGs dashboard development phase 2 at national and sub-national level • Assisting M&E Manager in the improvement of SDG Dashboard features and interoperability of the dashboard with other data platforms. • Develop the guidelines for using SDGs dashboard for SDGs planning at national and subnational level • Support the launch of the second version of the national SDG Dashboard

OUTPUTS: • Agreed work plan for SDG Dashboard development phase II • Agreed monitoring and evaluation and analysis plan • Report on data/progress analysis for priority areas/topics • Report on Monitoring and evaluation for Economic Pilar and Regional Area 2 • National Strategy document for rolling out of SDGs Dashboard is approved by BAPPENAS. • New features for SDGs dashboard are identified and applied with the support from the SDGs Dashboard programmer. • SDGs Dashboard is interoperable with 1) BPS web-based system. • Interoperability of SDGs dashboard with other line ministries data systems is explored. • National guideline on the use of SDGs dashboard is developed and launched by BAPPENAS. • Launch of the SDG Dashboard 2.0 at national SDG Conference

**T*****o qualify as a champion for every child you will have…*** • Advanced university degree (Master’s degree or equivalent degree) in public administration, information management, statistics, demography, sustainable development, social sciences, education or related area. • Understand and have a background comprehensive knowledge on macro-economics and SDGs indicators for Economic Pilar. • A minimum of five years of progressively responsible experience in the design and implementation of monitoring and evaluation implemented by the government. • Experience in data analysis and production of reports/presentation of results as well as om development planning at national and subnational level. • Demonstrates a deep understanding of SDGs and SDG data for monitoring progress and reporting. • Ability to identify and propose new data sources to fill data gaps which is not specified in National Meta Data SDGs Indonesia Second Edition. • Experience working with Government partners at national and subnational level on development planning and/or data for planning and monitoring. • Fluency in Bahasa Indonesia and English is required. • Expertise in analyzing micro data using statistical software is an asset. • Strong training & facilitation skills • Prior working experience with the UN or other international organization is an asset.
