Background:

Progress in the implementation of the National Development Program of the Kyrgyz Republic 2022- 2026 will be assessed against a set of specific target indicators, as well as official regional development statistics. To facilitate this endeavor, a national monitoring system will be created to facilitate the collection and aggregation of relevant data and information, to allow for real-time monitoring and evaluation of ongoing and completed activities at the level of the Administration of the President of the Kyrgyz Republic. Limited and targeted access to the system will be granted to decision-makers at the local level (Ayil Okmotus) to provide them with up-to-date information about socio-economic development progress in their respective areas of responsibility.

In order to increase openness, transparency, and access to regional development data, this system will be complemented by an interactive web portal that will include a "smart" data control panel (dashboard) to show the dynamics towards the targets of the National Development Program 2026 at the level of oblasts, rayons, and municipalities. The dashboard will be made available on the website of the Presidential Administration and will allow local authorities and other stakeholders to monitor local development trends and facilitate evidence-based policymaking. The data aggregated and visualized through this monitoring system will provide the evidence needed to shape regional development policies.

The OSCE Programme Office in Bishkek intends to hire one consultant to support the National Statistics Committee in developing a high-quality TOR for the creation of the national monitoring system and its dashboard. When complete, the TOR will be shared with the World Bank, who plans to fund the next steps in implementation.

Objective of Assignment:

The Consultant will prepare the terms of reference for the development of the national monitoring system and its dashboard, that will be hosted on the Presidential Administration’s website. The system should include a dedicated section to allow decision-makers to monitor development trends in their area of responsibility through the dashboard.

Tasks and Responsibilities:

Under the supervision of the Project Manager and programme assistant, and in close coordination with the National Statistics Committee and the World Bank the consultant(s) will perform the following tasks:

  1. Organize a kick-off meeting with all stakeholders (to be agreed with the National Statistics Committee) to define a shared vision for the ensuing work (within 1 week of the assignment );
  2. Prepare and submit to the OSCE Programme Office, the World Bank and the National Statistics Committee his/her work plan till the end of the assignment (within 2 week of the assignment);
  3. Hold consultations with stakeholders to gauge the business, process and ICT requirements for operational, strategic and analytical data analysis and visualization modules for the monitoring system and the web portal including the interactive dashboard;
  4. In consultation with relevant government counterparts, review and assess the existing resources that may be utilized for the implementation of the monitoring system and the dashboard, in a way that is cost-efficient and that minimizes maintenance costs in the long-run. The review may encompass the following, but not be limited in scope by this list:
  • Existing data sources, their interoperability, and possible adoption for monitoring and visualization purposes. Data sources should include but not be limited to administrative data sources, open data, informational systems of government agencies, etc. Any additional data sources that may be available should be identified;
  • Existing data management and visualization platforms in use by government agencies;
  • Capacities of Ayil Okmotus to operate the dashboard, both from an ICT-literacy and equipment capacity perspective;
  • Relevant legislation;
  • In-house or off-shelf dashboard solutions;
  • Training requirements of staff at all levels in the use and maintenance of the system to be developed.
  1. Prepare a TOR for the development of the monitoring system and the dashboard, determining among others:
  • The need for operational, strategic and analytical modules;
  • The number and specialization of experts required and develop their respective TORs;
  • IT specifications for the dashboard, and for the national and regional (“parallel”) monitoring and evaluation systems.
  1. Propose a effort estimate to execute the TOR.

All deliverables and meetings are expected to be prepared/held in Russian. The TOR should be prepared in Russian and English.

The Consultant is not required to work at any specific work place. She/he could work remotely, including from any other country. However, frequent meetings with the National Statistics Committee and partners/international organizations in Bishkek, as well as needs assessment visits to the regions, are expected.

Deliverables:

  • The effort estimate to implement the project (duration);
  • Detailed TOR for the development of the regional development indicators dashboard, with the expected timeline for each stage and the number and specialization of experts required to implement it (duration);
  • Detailed TORs of the experts;
  • Recommendations regarding amendments to the legislation and Memoranda of Understanding between ministries/departments/agencies for transmission of data to the monitoring system and the dashboard;
  • A final report containing all deliverables and describing the work carried out throughout the assignment.

Necessary Qualifications:

  • University degree in Software engineering or Computer science. Any degree or course work in statistics or Data Science will be desirable;
  • Minimum 6 years of professional experience in the field of data management and visualization systems, executive information systems;
  • Background and/or experience in developing or managing development data systems will be desirable;
  • Proven experience in developing TORs for monitoring systems and/or dashboards for government institutions;
  • Knowledge of legislation in related field is an asset;
  • Fluency in the Russian and English language, both oral and written; Kyrgyz will be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
