Background:

Gender-based violence (GBV) is the most pervasive, yet least visible, human rights violation in the world. The mandate of the OSCE Mission to Moldova (MtM) is to facilitate a comprehensive and lasting political settlement of the Transdniestrian conflict in all its aspects, including through the provision of support for Moldova in the effective observance of international obligations and commitments regarding human and minority rights.

Schools and other educational institutions on both banks of the Dniester/Nistru River have the potential to address gender inequalities, prevent GBV and encourage service seeking behaviours for young survivors. Since 2017, the Mission has supported awareness raising activities through the creation of Gender Hubs that focused on promoting gender equality and healthy family lifestyles in vocational schools and universities covering especially rural areas across both banks of the Dniester/Nistru River. To build an inclusive, open and safe society from a young age, it is critical that educational professionals lead by example. Therefore, MtM enhanced their awareness and understanding of gender equality, available GBV services and the referral process using existing legal and regulatory mechanisms throughout the years. In 2018, the Mission trained around 50 vocational school teachers on how to break persistent gender stereotypes. In 2021, the Mission was working with staff to integrate gender mainstreaming through education into their work. The local ownership of the Gender Hubs of schools on both banks of the Dniester/Nistru River will continue in 2022. The teachers and/or school psychologists’ capacities will be further strengthened through building their awareness on referral pathways, psychological first aid and independent facilitation of Gender Bridge Hub’s activities.

The OSCE Mission to Moldova is looking for a lead national expert to undertake the development of a handbook for the Gender Bridge Hubs that will be used for vocational education settings on both banks of the Dniester/Nistru River.

Tasks and Responsibilities:

The Consultant works under the direct supervision and in support of the Human Rights Programme Manager, the incumbent will discharge the following tasks and responsibilities:

  • Support the national lead expert with the development of the Gender Bridge Hub handbook to be used by teachers from vocational schools on both banks of the Dniester/Nistru River. The handbook should be divided in two parts: First part: Introduction on gender-based violence (including understanding of gender equality, available GBV services, the referral pathways using existing legal and regulatory mechanisms and the provision of psychological first aid). The second part: Should enable teachers to independently facilitate Gender Bridge Hub’s activities (i) information sessions; (ii) role model activities; (iii) peer-to-peer mentorship;
  • Working closely with the lead national expert;
  • Bring expertise in curriculum development for vocational schools, whereas the first national expert will have a gender-based violence expertise;
  • Working closely with MtM’s partners on the left bank;
  • Supporting the validation of the handbook through testing it with teachers across three schools located on the right bank, security zone and left bank;
  • In close co-operation with the national lead expert, developing the handbook in Russian language with a maximum of 70 pages

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • Advanced degree in social sciences, gender studies or other related field;
  • Extensive work experience in curriculum development for vocational schools in Moldova;
  • Extensive experience in developing teaching and training materials and other documents;
  • Previous experience in working on both banks is an asset;
  • Very strong analytical and writing skills;
  • Strategic thinking;
  • Excellent and constructive communication skills;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet;
  • Excellent written and spoken Romanian and Russian; English is an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
