- Previous experience working with WFP and/or UN agencies/implementing partners focusing on developing strategic documents and undertaking high-level consultations.
- Demonstrated advanced skills in analysis, listening, influencing and management of stakeholder relationships.
- Fluency (level C) in Spanish and English language.
- Deep understanding of the country/ regional context.

BACKGROUND AND PURPOSE OF THE ASSIGNEMNT:
Honduras has one of the most unequal income distributions in the world, with high levels of poverty, violence, forceful displacement and migration, in addition to political and social instability. The Government declared a national lockdown due to the COVID-19 pandemic in March 2020, impacting the economy nationwide. Amid the Covid-19 pandemic and its severe socioeconomic effects, in a period of two weeks Tropical Storms Eta and Iota brought devastation across Honduras affecting some of already most vulnerable provinces. According to the Permanent Commission for Contingencies (COPECO, according to its Spanish acronym) as many as 3.6 million people were affected, roughly 40 percent of the country’s population.
WFP's current Country Strategic Plan (CSP) is aligned with the priorities and necessities of the Government of Honduras to support national social protection systems, strengthen national and local government capacities, build resilience to climate impacts, and improve food and nutrition security. WFP’s CSP prioritizes food security and increased human development comprehended by improving the health, nutrition and education levels of children and other vulnerable groups. By supporting the government´s strategy and SDG2 for attaining zero hunger by 2030, a significant strategic shift has led to focus our efforts to the areas of social protection, resilience and climate change adaptation, humanitarian assistance in emergencies and national capacity strengthening.
WFP Honduras programmatic activities and support functions are aligned with WFP’s Gender and Protection Policies. As well, a gender balance has been promoted among partners and programme beneficiaries through community resilience activities, emergencies and capacity strengthening on gender equality, social norms, and awareness on gender-based violence within social protection systems. WFP supports a social protection strategy through an inclusive programmatic design approach and response; with a focus on the needs of the most vulnerable to address risks and challenges responsive to the underlying causes of poverty, vulnerability, deprivation, inequality and the aftermath of the emergencies suffered in 2020.
The purpose of this consultancy is to, under the supervision of the International Consultant, assist the Country Office with the process of moving forward on preparing the new CSP that will be presented for approval to the Executive Board in November 2022. The role will include supporting the organization of consultations with the Government, donors, cooperating partners, UN agencies and, other organizations. The work will also entail participating in researching government and internal WFP policies, working with the international consultant to ensure that the final CSP is in line with relevant policies. Through these initial consultations, and building on the work already advanced by the country Office, the National Consultant will support the international consultant in preparing a draft CSP that will be shared with RB and HQ and discussed in a validation workshop with WFPs main stakeholders. The National Consultant will assist the International Consultant mainly in bringing knowledge of the local context, conduct basic research and administrate the consultations and workshops.
The selected person will work under the supervision of the International Consultant in charge of drafting the CSP under general supervision of the Deputy Country Director and technical guidance from the monitoring and evaluation team and others as necessary. The Deputy Country Director will coordinate a Programmatic Reference Group composed of relevant Country Office staff to provide the team of consultants with strategic assistance to develop the CSP document according to their area of expertise such as developing the financial and budgetary parts of the CSP.
ACCOUNTABILITIES/RESPONSIBILITIES:
Reporting to the CSP International Consultant, the National Consultant will participate in the process of developing the Country Strategic Plan (CSP), ensuring alignment with wider WFP programme policies, as well as with UNSDCF and other national policies and priorities. This will include:
- Participate in research, revise, and analyze national policies and plans in coordination with relevant WFP units.
- Under the International Consultant’s leadership, integrate in this analysis information from relevant internal and external evaluations, audit and lessons learned exercises
- Administrate consultations with relevant stakeholders from Government, donors, cooperating partners, UN agencies and other civil society organizations.
- Identify and document the main outcomes from the consultations and synthesize the information to be used as inputs to draft the new CSP for a presentation to key stakeholders.
- Administrate and document the workshop with key stakeholders.
- Other relevant assistance as required.
DELIVERABLES DURING AND AT THE END OF THE CONTRACT:
Inputs for timely submission of a draft CSP for RB review by end of March 2022
Inputs for timely submission of a draft CSP for HQ review by end of May 2022
Inputs for timely submission of a final draft for submission to the Executive Board in November (date to be confirmed)
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
University degree in International Relations, Public Relations, Social Communication, Sociology, Social Development, Development Economics or Performance Management other
relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum 3 years of experience in humanitarian/development field (experience from government work is an asset). Experience from arranging and administration workshops
and consultations with high level stakeholder participation.
Desirable Experience:
Previous experience working with WFP and/or UN agencies/implementing partners focusing on developing strategic documents and undertaking high-level consultations.
Knowledge and Skills:
Demonstrated advanced skills in analysis, listening, influencing and management of stakeholder relationships. Familiarity with
