The Purpose of this Activity/Assignment:

The purpose of this consultancy is to support the national Risk Communication and Community Engagement Technical Working Group (RCCE TWG) on COVID 19, led by National Center for Disease Control (NCDC) and co-led by UNICEF in increasing awareness of the public on COVID 19 public health and social preventative measures. This includes the coordination of sub-national RCCE technical working groups in the South, East, Central and West of the country to convene all stakeholders with the aim of promoting vaccinations for different age groups given the low vaccination uptake in the country. Additionally, UNICEF is seeking support to build the capacity of media focal people and officers – both from government and other partners – to respond to misinformation and rumors more effectively and to promote vaccine acceptance

Scope of Work:

The overall assignment requires four consultants for different regions of the country (South, East, Central and West). The three consultants will work separately in each target region but will also work collaboratively to coordinate and support the following key activities:

  1. RCCE technical working group in regions with research, planning and development of a theory driven, and evidence based RCCE action plans with a focus on increasing awareness, knowledge, and behaviors on COVID 19 by creating synergy in communication material development and activities with key stakeholders.
  2. Facilitate establishment of regional RCCE technical Working Groups
  3. Facilitate capacity building of partners and key stakeholders
  4. Facilitate implementation, monitoring, and documentation of planned RCCE activities
  5. Strengthening coordination with key partners at the regional level
  6. Promote community engagement through area specific RCCE activities.

Tasks /Milestones:

  1. RCCE workshops with different community stakeholders in target municipalities of assigned region designed to increase awareness and knowledge on COVID 19, increase community trust in vaccines and vaccination.
  2. Formation and Coordination of Regional RCCE working groups. Act as RCCE TWG (Technical Working Group) focal point, convene, facilitate, and report on meetings and all activities of members and other stakeholders
  3. Dissemination, documentation: Facilitate dissemination of agreed communication materials, such as interviews, TV and Radio scripts, flyers, leaflets, booklets and NCDC RCCE reports, and arrange events

To qualify as an advocate for every child you will have…

  • Minimum 3 years of proven work experience in media relations/development and dissemination of creative products and news reports
  • Proven track record in electronic and print media monitoring and analysis
  • Demonstrated network and ability to coordinate within NCDC and with national and local media houses and communities.
  • Demonstrated skills in facilitation of workshops and meetings and reporting on proceedings
  • Knowledge and expertise in conducting trainings/workshops especially at community level and experience in undertaking remote learning sessions
  • Experience in collaboration with a range of partners (Government, NOGs and
  • INGOs, civil society, media, women, and youth groups. Awqaf, social media activists and influencers).
  • Demonstrated skills in producing well-written reports, situation update, and inputs. Candidates will be asked to share samples of written work or publications.
  • Other attributes essential for the assignment: Facilitation and coordination skills, computer proficiency including Internet and Microsoft Office

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
