For every child, Protection

Under the supervision of Child Protection Specialist based in Makassar and in coordination with Child Protection Specialist based in Jakarta, the consultant is to support the promotion of community-based protection services for children and women under the Safe Environment for Children (SAFE4C) and SETARA initiatives focusing on prevention and response to gender-based violence, including online child sexual exploitation and abuse (OCSEA) and harmful practices such as child marriage. The assignment is for 230 working days within 11.5 months’ duration.

How can you make a difference?

The consultant will provide professional technical, and operational, assistance throughout the programming process for gender-based violence (GBV) including child marriage and OCSEA through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information. The consultant will be responsible for providing technical expertise to strengthen efforts and enhance the quality of programming, including by liaising and coordinating with relevant national and sub-national stakeholders and developing mechanisms for monitoring progress. The scope of work will include:

1. Support strengthening prevention and response to child marriage through the development and dissemination of key messages among targeted stakeholders as well as develop strategy on the roll out of BERANI child marriage prevention model in targeted districts. 2. Support the development of strategies to enhance adolescent girls’ participation on prevention of child marriage and GBV. 3. Support development of strategy to strengthen interventions on child online safety particularly prevention of online child sexual exploitation and abuse through SAFE4C as well as strengthening intervention to address GBV under the SETARA initiative. 4. Support development and design for strengthening social service workforce including the capacity building of the Social Workers’ Learning Center. 5. Support development of mechanisms and strategy to sustain the comprehensive approach of SAFE4C including the integrated services and the community service-hub

To qualify as an advocate for every child you will have…

- Bachelor’s degree in Economics, Social Sciences, Human Rights, or another related field - At least 5 years of progressive experience in the field of child rights, child protection (child marriage, life skills, adolescent empowerment, or menstrual hygiene management), MHPSS (Mental Health and Psychosocial Support) and online child sexual exploitation and abuse is a plus - Previous experience working within South Sulawesi context considered as an asset - A solid understanding of UNICEF’s core areas of work is required. Experience with UNICEF country and/or regional office work is highly valued and will be considered an asset - Demonstrated project management experience; ability to work independently and with a variety of stakeholders - Ability to provide guidance and training to enhance capacity of government staff - Strong quantitative and qualitative research skills - Strong analytical and writing skills in English - Fluency in English and Bahasa Indonesia.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either: a role with direct contact with children, works directly with child, is a safeguarding response role or has been assessed as an elevated risk role for child safeguarding. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including criminal background checks) applies.
