Consultancy Fee

The total consultancy fee shall be USD 15,000, comprising the below mentioned payment-milestones. - 20% upon receiving inputs, finalization and approval of inception report on the approach, methodology, outline and structure of the two assessment reports by 15 December 2022. - 40% upon submission of approved first drafts of assessment reports on (1) technological interventions and assess technology gaps/needs for air pollution control in Gurugram, India; and (2) city level action plan of Gurugram (and its alignment with national plan of India), and strengths and challenges of current strategies for adopting air pollution control technologies by 15 March 2023. - 40% upon submission of approved final assessment reports, PowerPoint presentations, and draft recommendations on completion of multistakeholder consultations by 15 May 2023.

Duties and Responsibilities The duties and responsibilities of the consultant shall be the following:

1. In consultation with APCTT and other national consultants, provide inputs to prepare and finalize the inception report on the approach, methodology, outline and structure of the two assessment reports in the target cities on (a) technological interventions and assess technology gaps/needs for air pollution control, and (b) city level action plan and their alignment with national plan, and the strengths and challenges of current strategies for adopting air pollution control technologies 2. Study the technological interventions and assess technology gaps/needs for air pollution control in Gurugram, India 3. Review and examine city level action plan of Gurugram (and its alignment with national plan of India), and assess the strengths and challenges of current strategies for adopting air pollution control technologies 4. Conduct the assessments in close coordination with the relevant city stakeholders and national policymakers from the country. While the responsibility of engaging with the city stakeholders and national policymakers shall be of the consultant, APCTT would assist in connecting the consultant with key stakeholders. 5. Prepare and submit draft versions of the two assessment reports under 2 and 3 incorporating all the relevant elements and features in the approved format and style in consultation with and based on feedback received from APCTT 6. Finalize the two assessment reports under 2 and 3, based on feedback received from APCTT 7. Prepare and finalize PowerPoint presentations on the two assessment reports in consultation with APCTT 8. Organize a multi-stakeholder consultation at the city level to discuss the outcomes of assessment reports under 2 and 3 and develop draft recommendations for strengthening the city action plan for adoption of enabling mechanism for innovative technologies 9. Provide relevant information and clarifications on the assessment studies, as and when required, by to the international consultant to finalize the methodology and conduct the comparative study between the selected cities

The consultant will work remotely under the overall guidance of project focal points in the country at national and city levels and report to the Head of APCTT and relevant staff of the Centre and in coordination with the project implementation team.

The performance of the consultant will be evaluated based on the quality of the deliverables and on the timeliness of the delivery of outputs.

This consultancy under the project aims to undertake two related assessment studies for Gurugram:

(1) Study the technological interventions and gaps/needs for air pollution control in Gurugram, India; and

(2) Study to examine the city level action plan of Gurugram (and its alignment with the national plan of India), and assess the strengths and challenges related to the strategies for adopting air pollution control technologies.

In addition, it also aims to

(3) organize a multi-stakeholder consultation at the city level to discuss the outcomes of the two assessment studies and develop recommendations for strengthening the city action plan for adoption of enabling mechanism for innovative technologies.

The assessments would be undertaken both by direct interactions with relevant stakeholders and secondary research in close coordination with and overall guidance of project focal points in India and in consultation with the city level agency in Gurugram. The outcomes of assessment studies will be used to conduct a comparative study between the selected cities to draw lessons and understand opportunities and good practices for technology adoption to control air pollution.

Qualifications/special skills - Advance University degree in economics, science, technology, engineering, management or related field. Do you have at least 7 years of professional experience/expertise related to air pollution control technologies and their applications, assessment of air pollution control policies/plans/strategies? Do you possess strong working knowledge of analytical studies and assessments of air pollution control technologies and strategies? Do you have relevant experience of work/ assignments/ projects with UN, its specialized agencies, or other multilateral organizations in the field of air pollution control?

Languages - An excellent command of the English language and demonstrated ability to communicate effectively.
