Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

In particular, UNICEF will work so that:

Scope of work and expected outputs / deliverables:

1. Desk review to understand the functioning of NHRIs globally by collating and reviewing tools, guidance notes, frameworks, etc that have been produced by UNICEF and GANHRI (Global Alliance on NHRIs) to build NHRIs

capacity as they work to promote and protect children’s rights on ground. This will also require to analyse NHRIs (NCHR, NCSW, NCRC) functioning specifically in Pakistan as per the ‘Paris Principles’

2. Prepare a comparative analysis report detailing the findings from the desk review of all three NHRIs vis-à-vis their legal frameworks, roles and responsibilities, stakeholder analysis, strengths and challenges, among others.
3. Share comparative analysis report with UNICEF for feedback and finalization.
4. Convene a preliminary consultation to be organized by UNICEF inviting all the three NHRIs, relevant UN agencies to explore possible collaboration avenues and synergies on child rights issues of mutual interest
5. Prepare a tool for conduct KIIs with the NHRIs and other relevant stakeholders, administer the tool and develop a key findings report
6. Draft a framework capturing the discussions of the consultation and KIIs and share with all the stakeholders from the consultation for feedback
7. Convene consultation to deliberate on the framework for final feedback and agreement
8. Finalize a ‘Cooperation Agreement’ to support establishment of a Consortium/Thematic Group on mutually agreed areas related to child rights, clearly defining the roles and responsibilities of the three NHRIs as per their legal frameworks/mandates/comparative analysis.
9. Prepare a final report providing a roadmap for UNICEF to technically support NHRIs

Deliverables:

1. Desk review to understand the functioning of NHRIs globally by collating and reviewing tools, guidance notes, frameworks, etc that have been produced by UNICEF and GANHRI (Global Alliance on NHRIs) to build NHRIs capacity as they work to promote and protect children’s rights on ground. This will also require to analyse NHRIs (NCHR, NCSW, NCRC) functioning specifically in Pakistan as per the ‘Paris Principles’
2. Prepare a comparative analysis report detailing the findings from the desk review of all three NHRIs vis- à-vis their legal frameworks, roles and responsibilities, stakeholder analysis, strengths and challenges, among others. Also draft an outline for the consultative framework in no.6.
3. Share comparative analysis report and the outline with UNICEF for feedback and finalization.
4. Convene a preliminary consultation to be organized by UNICEF inviting all the three NHRIs, relevant UN agencies to explore possible collaboration avenues and synergies on child rights issues of mutual interest
5. Prepare a tool for conduct KIIs with the NHRIs and other relevant stakeholders, for example (NCRC, NCSW, NCRC, MoHR, UNWOMEN, UNDP, UNICEF, UNFPA), administer the tool and develop a key findings report (KFR)

7. Convene consultation to deliberate on the framework for final feedback and agreement
8. Finalize a ‘Cooperation Agreement’ to support establishment of a Thematic Group on mutually agreed areas related to child rights, clearly defining the roles and responsibilities of the three NHRIs as per their legal frameworks/mandates/comparative analysis.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in Social Sciences, Child Protection, Child Rights and Human Rights.
• *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of (8 ) of relevant professional experience in
• Good technical expertise of Human Rights landscape, various relevant international treaties/commitments, functioning of the NHRIs globally and nationally, Paris Principles and operating systems of the governments at different tiers.
• Command on cooperation framework development process, and proven experience of stakeholders’ engagement/consultations
• Overall facilitation, coordination and administration skills to facilitate the framework development process;
• Strong analytical and reporting capacity to compile all of the information collected, and to prepare and present clearly the deliverables that are suitable for presentation to the highest levels of the Government, its development partners, and civil society.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

NOTE****:

• Estimated Duration: 42 Working days, estimate starting date: 01 September, 2022

• This is a home based assignment and the duty station is Islamabad.

• Travel may be required to Lahore, Peshawar, Karachi and Quetta. Tentatively 2 days in each location (8 days total)

• The consultancy is at a senior level.

• Applicants are requested to submit a financial quotation indicating daily fee or a lump sum amount for the whole assignment as part of the application against each deliverable.
• HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
