In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education*, and* Child protection.

How can you make a difference?

To make a difference, the Social Welfare Fund Capacity Building Consultant will perform the following key functions\accountabilities:

• Review the final capacity building plan with UNICEF, SWF, SFD and agree on implementation action plan;
• Ensure the plan will identify activities that will be implemented directly by SFD with support from the consultant, activities that will be implemented directly by the consultant, activities that will be tapped into existing social protection capacity building interventions that is provided by UNICEF under the social protection system strengthening agenda
• Work with SFD and UNICEF to implement the capacity building activities as per the above classification and within the agreed timeframe;
• Support and monitor the implementation of the capacity building components that are implemented by SFD and/or UNICEF other resources; and
• Report regularly on the process and share concerns and obstacles with the social policy specialist in due time

To qualify as an advocate for every child you will have…

Education:

An advanced university/Master’s degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required. Otherwise, a bachelor's degree with additional years of work experience.

Experience:

Minimum of seven years of relevant professional work experience in areas related to social protection is required. Experience working in a developing country and/or familiarity with emergency is considered a strong asset. Also, experience and strong understanding of the social protection context in Yemen. Previous experience in capacity building and training is required.

Language:

Fluency in English and Arabic is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Candidates are required to provide an all inclusive fee proposal as part of their application. Only candidates with a fee proposal will be considered.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
