You have:
- A Bachelor’s degree in IT, digital systems, coding, or other qualifications with sufficient relevant work experience.
- At least 3 years of professional experience in DevOPS, PHP, React and Javascript.
- Expert level coding utilizing PHP, the Laravel Framework.
- At least 3 years of progressive experience working with App systems design and/or systems management.
- Proven work experience in fintech and large-scale system-based programmes.
- Strong technical knowledge of system architecture, software development methodologies, programming languages, databases, and network infrastructure.
- Able to analyze complex business requirements and technical challenges and provide innovative software solutions.
- Excellent verbal and written communication skills to effectively communicate with stakeholders, development teams, and management.

How can you make a difference?
Purpose of Activity/Assignment:
In August 2020, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) launched the national Social Rights-Based Disability Identification mechanism. This initiative aims to establish a standardized system for collecting disability-related data using the web-based Disability Management Information System (DMIS). It also involves issuing identification cards to individuals with disabilities, enabling them to access social protection services and other benefits. The national Social Rights-Based Disability Identification mechanism serves as an administrative database and forms the basis for providing services and promoting the development of persons with disabilities. Data from individuals with disabilities are collected at the village level through focal points at the commune/sangkat level, and these records are stored digitally in the DMIS.
In 2022, the Ministry of Social Affairs, Veterans and Youth Rehabilitation conducted an internal review of the Disability Management Information System (DMIS) to assess social and rights-based disability identification data. The purpose of consultancy is to update the questionnaires of social and right-based disability identification based on the finding recommendations, identify areas for improvement, and make recommendations for enhancing the DMIS system. The specialized IT support is to update the DMIS Mobile/App, Frontend, and the Management Information System (MIS) for the Ministry.
Additional assistance is required to support the National Social Assistance Fund (NSAF) in updating the Dashboard for the Family Package Delivery system. This system integrates four cash transfer programmes: Cash Transfer for Pregnant Women and Children under 2 years, Cash Transfer for Elderly people, Cash Transfer for persons with disabilities, and Cash transfer for School Children. Furthermore, development of the Rapid-Pro system is needed to facilitate communication and feedback between Family Package beneficiaries and relevant stakeholders.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
