Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.

How can you make a difference?

The Individual Contractor will be expected to undertake the following scope of work:

Strengthen Knowledge Management on nutrition programme:

  • Keep abreast nutrition partners on emerging global evidence and guidelines on nutrition and support information exchange on monthly basis.
  • Share consolidated health facility and community-based nutrition reports on monthly basis
  • Support in preparation of, and making professional contribution to, programme reports as required
  • Coordinate the development of case studies and human stories related nutrition programme implementations in the province.

Enhance the data collection, analysis, interpretation and use:

  • In coordination with Accelerated Action Plan (AAP)- Departments of Health (DoH) Sindh (AAP-H), collect and regularly update 4Ws and 5Ws information from the partners and develop maps to show the geographic spread of the nutrition interventions.
  • Collect, compile, clean and analyze partner’s data on monthly basis, generate data reports and provide feedback to UNICEF, Nutrition Working Group (NWG)-Sindh and partners on data findings for correction/improvement in data handling.
  • Provide data/information support to nutrition team in ongoing and future programming.
  • Ensure participation in NWG, federal Information Management -Working Group, District Health Information System 2 (DHIS-2) Technical Working Group (TWG), Divisional / District Coordination Committee for Nutrition (DCCN) and other coordination meetings to represent provincial updates

Strengthen capacity of government and stakeholders staff on nutrition information management;

  • Support in strengthening M & E framework for multisectoral action plan AAP.
  • Support AAP-H in capacity mapping of nutrition partners and support the NWG in need assessment and development of appropriate strategies to meet the identified needs and ensure adequate reporting and information sharing for emergency response

Support the role out of the ‘DHIS2 with nutrition module;

  • Support in strengthening M & E framework for multisectoral action plan AAP.
  • Support AAP-H in capacity mapping of nutrition partners and support the NWG in need assessment and development of appropriate strategies to meet the identified needs and ensure adequate reporting and information sharing for emergency response.

Improve the quality of nutrition services delivery through public health facility and community levels Coordination, monitoring & reporting:

  • Develop joint /monitoring plan and conduct field visits to monitor ongoing nutrition interventions, capacity building trainings and if any assessments.
  • Develop & streamline methods of communication to share feedback/information such as internet, email / WhatsApp groups and written reports to ensure complementarity with existing IM system.
  • Regular share with NWG, nutrition relevant information, research articles and success stories.
  • Keep database of all trainings, meetings, events, workshops etc.
  • Support to NWG in invitation, drafting and sharing meeting minutes and follow up;
  • Assist programme in preparation of donor reports, sitrep and monthly consolidated data updates as per agreed timeline in coordination with PMER section.

Deliverables

  • Global Nutrition Cluster and Global Nutrition Cluster and Emergency Nutrition Network (ENN) and other well recognized nutrition forum articles, Research and Reports.
  • No. of reports /publications shared
  • Country Ofice Annual Report (COAR), Result Assessment Module (RAM), Humanitarian Actions for Children (HAC) and nutridash Midyear and Annual Reports.
  • No. of case studies and human stories developed
  • Number of MAPs developed for ongoing interventions 4Ws/5Ws matrix developed
  • No. of data reports / bulletin generated and shared with partners
  • Data / information available for nutrition programming
  • No. of participation reports/ meeting minutes shared
  • No. of reports generated through M&E web portal
  • HR, logistic / supplies, capacity (training need) report/ mapping available for humanitarian response and GAP analysis
  • No. of facilities where staff trained on DHIS-2 nutrition
  • No. of reports generated using DHIS2-N module
  • No. of monitoring visits conducted and report submitted
  • HACT and Non-HACT visits conducted, and reports submitted
  • No. of communication channels established
  • Copy/ or link of information shared with NWG
  • Updated database with MOVs available and accessible
  • NWG meetings conducted, and minutes shared
  • Inputs for sitrep and Donor reports

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in Social Science, medical education, statistics/computer science, Economics, Information Technology or related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 2 years' relevant professional experience of managing health and/or nutrition information system.
  • Knowledge and experience in local context and District Health Information System (DHIS-2) will be an asset.
  • Proven statistical, analytic, writing, facilitation and technical skills, including excellent knowledge of MS Excel, Access and SPSS/EPI Info, SQL Server, GIS, VS.Net etc.
  • Personal commitment, flexibility and efficiency and proven capacity to work under pressure

Note:

  • The consultant will be based in Karachi
  • The consultancy is at NOB equivalent level.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
