Result of Service Schedule of the work delivery and payments (Contract will be in two tranches, one for 2023, and the second one for 2024) 1. Training programme/modules, including ToT, developed for relevant school personnel. 10 days by end of July 2023 2. Sixteen one-day coaching and mentoring sessions, (two per school) in each school, prepared, delivered on material developed in Deliverable 1, including developing ideas for awareness activities in each school. 10 days by end of February 2024 7. Sixteen one-day mentoring sessions (two per school), including preparation, on preparing for the implementation of awareness raising activities are provided in schools. 10 days by end of April 2024 8. Awareness raising activities are implemented in each of the 8 schools. Substantive support and guidance is provided by consultants 8 days May - June 2024 9. A Guidebook on raising awareness in schools is produced and made available to schools. 10 days June/July 2024

Duties and Responsibilities The UN Human Rights Office in Moldova (‘OHCHR Moldova’) represents the world's commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights, for all. OHCHR Moldova, assists and advises the UN Resident Coordinator Office, and the UN Country Team (UNCT) on human rights matters. The Office also supports the Government and civil society, by providing advice and enhancing their capacities to implement human rights and apply a human rights-based approach in their work. Thematic priorities of the UN Human Rights Office are: (i) Strengthening the Rule of Law and accountability for human rights violations; (ii) Enhancing equality and countering discrimination; (iii) Integrating human rights in sustainable development; and (iv) Enhancing civic space and people’s participation. Since September 2022, the UN Human Rights Office is implementing a two-year project titled ‘Building sustainable and inclusive peace, strengthening trust and social cohesion’ (‘hereinafter: ‘the Project’) financed by the UN Peacebuilding Fund. The Project is implemented jointly with UN Women and UNDP and incorporates activities on both banks of the Nistru/Dniester River. It targets duty-bearers, rights-holders and civil society of both banks; including the Peoples’ Advocate, law enforcement agencies and the judiciary, media representatives and educational institutions. The Project aims to facilitate an enabling environment for improved cross-river interconnectedness and interaction, reduced social tensions and continuation of the settlement process. This is being achieved through: i) a strengthened cross-river engagement and productive interaction through the advancement of human rights, the Women in Peace and Security agenda and improved access to social services; ii) strengthened responses to divisive narratives and misinformation to reduce social tensions. These will also contribute to achieving relevant Sustainable Development Goals (SDGs). One of the components of the Project intends to target geographical areas with larger refugee populations, for the purpose of increasing awareness on the need to counter hate speech and non-discrimination, encourage tolerance and foster social cohesion, including in schools. Duty-bearers providing services to refugees, and school staff will be the primary targets of the specific intervention. For this purpose, OHCHR intends to implement a set of activities related to development of capacities of institutions providing public services, including school personnel, and raise awareness of students, parents and local communities. Namely, focus will be placed on training representatives of relevant duty-bearers from both sides of Nistru/Dniester River; as well as didactic and non-didactic personnel (such as school psychologists, civic education, and support teachers, etc) at gymnasium schools (5-9 grade) with larger refugee populations/students. Training topics will include the human rights-based approach, tackling unconscious bias and hate speech; and promoting non-discrimination, social tolerance. Schools will be supported to implement community awareness raising initiatives, potentially in cooperation with civil society and/or duty bearers. The schools will be selected by OHCHR in partnership with the Ministry of Education and Research and in consultation with UNICEF and relevant duty bearers.

To successfully implement the initiative, the Project is seeking to hire a a Human Rights Expert to cooperate in implementing the intervention including:

1. Developing and delivering a capacity-building programme on cognitive biases, logical fallacies, non-discrimination, social tolerance, peace education and tackling hate speech for didactic and non-didactic (psychologists, civic education and support teachers) personnel in gymnasium schools; and 2. Developing and delivering a capacity-building programme for civil servants and service providers on the right bank of Nistru/Dniester River and raising awareness among representatives of local structures and service providers on the left bank of Nistru/Dniester River on the Human Rights-based Approach (HRBA) in delivering public services, as well as refugee rights. 3. Supporting relevant stakeholders in organising awareness raising activities in schools, and local communities. 4. Developing a guide for schools, on successful implementation of awareness raising activities and teaching The consultant will be working in a team with another expert on Educational Programmes/Policies. Jointly, they will cooperate to produce the deliverables foreseen below.

The programme for didactic and non-didactic school personnel will be aiming to increase capacity and support joint activities of personnel in eight schools in geographical areas with larger population of refugees on both banks of Nistru/Dniester River. The civil servants, service providers to be targeted will be identified from the same geographical areas. The awareness raising components of this intervention will seek opportunities to involve all stakeholders in a geographical area in their design and implementation. Joint school initiatives and cross-river initiatives will be strongly encouraged.

The implementation of awareness raising activities will be financially supported by OHCHR Moldova. All logistical arrangements with training and meetings will be financially supported by OHCHR Moldova.

Tangible and measurable outputs of the work assignment

Under the present Terms of Reference and guided by the international standards and materials developed by the UN system broadly and the OHCHR, the Consultant, working in cooperation with an expert on Educational Programmes/Policieswill undertake the following tasks:

1. Develop training modules and conduct training sessions, including ToT elements, for didactic and non-didactic personnel in at least eight targeted schools; Schools and target audiences will be identified in consultation with OHCHR upon previous coordination with relevant educational institutions. 2. Develop training modules and conduct training sessions, for service providers/civil servants in the same geographical areas as identified above. Training to include components of Human Rights-Based Approach in service delivery. 3. Provide training, including ToT components for at least 32 selected key school staff from at least 8 schools. Topics to include but not be limited to building an inclusive environment and tackling cognitive biases, logical fallacies and hate speech and promoting non-discrimination and social tolerance. Additionally, training to include an aspect on awareness raising on the training topics. 4. Provide training for at least 40 civil servants/service providers, ideally from the same geographical areas as in point 4 above. Topics to include but not be limited to human rights-based approach in service provision, and refugee rights, non-discrimination, cognitive biases. 5. Together with trained school staff, deliver coaching and mentoring sessions for groups of broader school staff, potentially including students in each of the selected schools, and facilitate the development of ideas on upcoming awareness raising activities aimed to promote, among other, social cohesion, peace and non-violence, tolerance, and non-discrimination. The activities should generally aim to prevent and transform negative feelings towards refugees and reduce inter-community tensions. 6. Provide support to targeted schools to organise at least one awareness raising activity targeting students, their parents and/or the local community. Joint activities between schools, and those conducted with relevant local CSOs or duty-bearers will be encouraged. 7. Produce a Guidebook, in one of the local languages, on developing and organising awareness raising activities in schools on cognitive biases, logical fallacies, non-discrimination, social tolerance and tackling hate speech based on the activities implemented. The Guidebook should include positive examples/practices implemented in each pilot school.

    Qualifications/special skills first degree in Human Rights, Political Sciences, international law or Social Sciences, or relevant field

  • At least 5 years of professional experience in the field of Human Rights, Political Sciences, or Social Sciences, or relevant field.
  • At least 3 years of professional experience in the field of Human Rights capacity-building of professional audiences, and/or awareness raising initiatives.
  • Knowledge and understanding of International Human Rights, the Human Rights-Based Approach, Hate Speech, refugee law;
  • Experience in convening groups and discussing strategies is an asset.
  • Proven experience in awareness raising/advocacy initiatives. Awareness raising related to human rights and social cohesion will be considered a strong asset.
  • Solid understanding of and ability to apply communication and collaboration tools and techniques (such as MS Office 365, ZOOM, Google tools etc.)
