Background and Justification

During the past years, UNICEF staff members have echoed the need for financial advice to enable them to make informed decisions when dealing with their personal finances. This need is exacerbated by the negative fiscal space that the country is currently experiencing especially due to the challenges brought forth by the COVID-19 pandemic.

Financial Intelligence helps us break the cycle of habitual and emotional decision-making that hard-wiring automatically sparks when faced with emotionally charged events. Beginning with one’s principles, values, and beliefs. Financial Intelligence offers a concrete guide to help us achieve better results when dealing with our finances and allow us to prepare for emergency expenditures.

It is against this background that the UNICEF Namibia Country Office seeks to engage a Financial expert to deliver a two to three-hour training with the aim of giving staff members various tools and tips to manage and plan their finances.

How can you make a difference?

The objective of the consultancy is to provide staff with the appropriate tools/packages that will enable them to make wise financial and life decisions based on their income and realistic achievements for a better financial future, and thus improving the general well-being of staff members.

Tasks and Desired outcomes

The consultant will work under the general supervision of the Staff Development Committee Chairperson and in close coordination with the Senior Management Team. The Consultant is expected to focus on the following:

      1. Prepare tools to be used for the training and share with the Staff Development Committee for approval.
    1. Understanding the investment landscape and investment options available in Namibia, Region and into markets.
    2. Making investment decision and some practical steps, including developing a savings plan and understanding investment risks and de-risking
    3. Possible investments to ensure growth and maintaining same life style after retirement.
    4. Building Personal Credit. Summary of individual credit risk that affects the availability of personal credit and how much is paid for credit cards, auto loans, mortgages and other kinds of credit. Learn how higher vs. lower scores impact credit approval and costs.
    5. What to Do When the Monthly Paychecks Stop. Various tools to use to plan for job loss, paycuts and retirement income and their various implications. Potential risks to your retirement income and ways to address those risks.
    6. Medical payouts and individual insurance – Various tools outside the medical aid and the benefits thereof and how to plan for financial emergencies.
    7. Tax deductions, bank deductions on external pension pay out.
    8. Other as identified in inception meeting at start of the consultancy

Upon the completion of the training, the consultant is expected to:

Submit a summary report on the training. The report should include Introduction, objectives, key discussions from the training, recommendations, all presentations and documents used during the training.

Desired profile

Required skills, experience and qualifications of the consultant

  • Degree in Finance and at least minimum 5 years relevant experience
  • Fluency in written and spoken English
  • Experience in organizational training
  • Ability to express ideas and concepts clearly and concisely
  • Possesses strong organizational and detail-oriented skills
  • Knowledge and understanding of the global and regional insurance sector

Administrative issues

Work relationships:

The consultant will work under the overall supervision of the Staff Development Chairperson. She/he will have a meeting with the Staff Development Committee members for their inputs on the programme and content of the training prior to the date of training. Inputs will also be sought from the Senior Management Team.

The consultant is expected to organize the virtual training using Microsoft virtual tool or ZOOM. The consultant will not be provided with equipment, office space or other services by UNICEF.

Travel:

No travel cost will be reimbursed.

Payment:

The consultant will receive a 100% payment upon submission of all deliverables, including the final report as described under “Deliverables”.

UNICEF recourse in case of unsatisfactory performance:

Payment will only be made for work satisfactorily completed and accepted by UNICEF

Note - UNICEF will cover the printing cost for the information package. All pictures and materials prepared/used will remain the sole property of UNICEF. The final deliverables should be presented in soft copy.

Risks

Staff Development Committee notes the limitation of virtual training due to periodically poor network connections. This will be mitigated by ensuring recording of the sessions, which can be shared with staff after the training.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
