Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

National consultant to provide technical and filed support to Ministries of Health at National and states level to oversee, coordinate and document the deployment of cold chain equipment provided through CCEOP, HSS, COVAX CCE and UNICEF programme support in addition to filed support and coordination for Solar Electrification of 84 Health facilities “Solarization Project”.

Specific Tasks

• Support FMoH and UNICEF in electronic tabulation and validation of all installed cold chain equipment by type, brand, serial number, in addition to all other parameters in the installation check list for all equipment (HSS, CCEOP, COVAX CCE and UNICEF programme support
• Support National and states levels in adopting feasible decommissioning plan (based on the national decommissioning system) for removed cold chain equipment including the obsolete equipment stored at different level with consideration to environment and hazardous substances management
• Work with the International Firm (will be recruited by Supply Division) that will assess first year Operational Deployment Plan (ODP) for Supplier-led service-bundled equipment and country led services-delinked equipment
• Work with UNICEF and National Cold Chain teams in updating the Cold Chain Inventory using the most updated UNICEF-WHO cold chain inventory and sizing tools
• Support MoH and UNICEF on monitoring installation and decommissioning of cold chain equipment processes and provide regular update on the progress and action taken to ensure quality CCE management
• Liaise with communication and stakeholders for proper visibility, documentation including human interest stories
• Work closely with FMoH and Renewable Energy Institute to coordinate the deployment of Solar Electrification project supplies to targeted 84 health facilities with other CCE investment from different funds
• Support FMoH team (Gavi PMU) in asset recording for Solarization project and ensure linking the maintenance and reporting with EPI Cold Chain maintenance and reporting system

• CCE deployment report with spreed analysis sheet developed for all previously installed equipment.
• Monthly progress report on deliverable
• 18 decommissioning plans developed and approved by national level

• visibility and documentation for CCE investment and solarization completed
• at least 2 human interest stories written and posted Monthly progress report on deliverable

To qualify as an advocate for every child you will have…

• Bachelor’s degree in health science/public health or related fields.
• Strong knowledge on Cold Chain and or Vaccine management with at least 5 years of respective experience.
• Analytical and problem-solving skills, the ability to work under pressure, attention to details, teamworking skills, organization and time management, interpersonal and communication skills, management, coordination, and leadership.
• Fluency in Arabic and English language is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
