Within the framework of the Connect my School Initiative, launched by MINEDUB in April 2021, UNICEF Country Office is in process of constructing 8 E-containers in the East region and one E-container in the Littoral region. The construction is facing Important delays, beyond UNICEF control, and in order to mitigate risks and to ensure the availability of these infrastructures in the beginning of the 2022/23 school year, UNICEF is recruiting a national consultant with expertise in E-container construction to accelerate the above-mentioned works.

How can you make a difference?

  • Provide coaching and technical assistance in the construction of 8 E-Containers in the East region and 1 E-container in the Littoral Region.
  • Support national capacity building for the training of professionals and University students in the construction of E-Containers.
  • Propose an adaptation of E-hub construction model using local materials, instead of recycled containers

Scope of work :

The consultant will be responsible for:

  • Contract management and supervision for construction companies working on E-container construction in the East and Littoral regions.
  • Field coaching to construction company (Visit each site weekly) to effectuate quality control and adjustments as needed
  • Weekly updating to UNICEF Management on progress, challenges, and solution finding
  • Design, pilot and finalization of a training manual on e-container construction on paper and video (in collaboration with PAC)
  • Delivery of 3 pieces of training sessions as part of the National Capacity Building
  • Management of E-container construction laboratory in Bertoua, to be used for capacity-building purposes in collaboration with MINEFOP and other entities (i.e. universities)
  • Design an alternative construction model, which does not require the use of recycled containers.
  • Manage the testing of model 1 (local materials) in Bertoua

The deliverables are:

  • E-container finalized in Bertoua 1 and Melong
  • E-containers finalized in Garoua Boulai, Ngoura, Bertoua 2
  • Training Manual paper/video
  • Design new models of e-hub in local materials
  • 3 training sessions

Work Modalities:

  • Office Based.
  • The consultant will use his computer

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Architecture or engineering
  • A minimum of 05 years in innovative construction for education.
  • Strong previous experience in innovative construction for education
  • Previous experience working for UNICEF and in remote areas and emergency situations.
  • French (written and oral) and knowledge of English

General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable-based as defined in the Terms of Reference.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor.
  • Consultants will not have supervisory responsibilities or authority on the UNICEF budget.
  • Consultants will be required to sign the Health statement for consultants/Individual contractors prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • Mention is it as per the General Terms and Conditions of the Contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
