In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

The C4D Polio Consultant will support the polio communication effort provided to Saada Hub in Yemen during the response to the poliovirus outbreak, working under the supervision of the Chief of Field Office Saada and technical guidance from the Chief of C4D in UNICEF Country Offices and in close collaboration with the C4D Officer in Saada, the WHO communication team and Goveronorate Health Office– the Extended Programme on Immunization and Health Education Centre.

The C4D Polio consultant will support the team at the field office ensuring the response is:

- Aligned with the government Ministry of Public Health and Population – the Health Education Centre and governorate plans and strategies, and

- Aligned with the latest outbreak response SOP.

To make a difference in the lives of children, you will be responsible for the following key functions:

  1. Conduct the required social investigation related to Polio vaccine acceptance and uptake,
  2. Develop/update/review data on immunization knowledge and attitudes and behavior of the target audience, especially for high-risk and mobile populations.
  3. Facilitate and lead the reinvigoration of a social mobilization and/or communication working group or the expansion of an existing one.
  4. Initiate the development of the social mobilization component of the 6-month governorate outbreak response plan document, including details for sub-governorate/district implementation in high-risk areas and mobile populations, as well as the means for monitoring field activities and budget to cover those activities.
  5. Based on national and global best practices in similar context, finalize community engagement and information dissemination strategies to promote polio and routine immunization in the governorte.
  6. Develop and tailor health information products for various target populations/audiences based on careful assessment of community knowledge, practices, and behaviours.
  7. Ensure that polio micro plans (at least in priority areas) include social data and information on social mobilizers and leaders are developed and regularly revised.
  8. Provide support for the training of health workers and community volunteers.
  9. Help implement the strategic communication response plan, including advocacy and social mobilization plans, as appropriate.
  10. Undertake in-depth reviews of potential areas and cases of refusals of vaccines or issues of mistrust to be addressed.
  11. Strengthen coordination within the GHO Sa’ada office of the C4D/ACSM component of the Polio campaign.
  12. Conduct regular analyses of independent monitoring data and other available resources to identify priority areas and devise social mobilization micro-plans targeting those areas.

To qualify as an advocate for every child you will have...

- Master’s degree (with five years or relevant experience, or a bachelor’s degree with 8 years of experience. The degree to be in social/behavioural communication sciences.

- Knowledge about communication interventions for outbreaks, and routine & supplemental immunization. Experience in polio outbreak.

- Proven successful experience 4-8 years of dealing with Polio outbreaks in similar context as well as in strategic communication processes for behavior change and development and working in emergency settings.

- Demonstrated understanding of current developments in the field of communication for development theory and research, behavioural and social sciences, participatory planning and processes, media, strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.

- Technical knowledge of quantitative, qualitative and participatory research methodologies and analysis desirable.

- Experience in inter-disciplinary approaches in strategic communication with knowledge of UN and/or UNICEF’s work in health and polio eradication.

- Fluency in Arabic & English is required.
