Overview

Coordinate assessments for Agricultural Economic Zones.

You have:

• The candidate must have an advanced degree in agribusiness, agricultural economics, development economics or any other field related to the work of the FAO
• At least 10 years of relevant work experience in agricultural enterprise development, agribusiness development, and/or project implementation in an area of FAO's activities in the country
• National of the Philippines or resident in the country with a regular work permit
• Working knowledge of English and Filipino

Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The National Agribusiness Enterprise Specialist reports to the Assistant FAO Representative (Programme).

Technical Focus

Conduct of site, supply, market, legal and regulatory assessments, business development forum, and crafting of a decision tool for the establishment of Agricultural Economic Zones in Lanao del Sur, Philippines

Tasks and responsibilities

Under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Mindanao Sub-Office Head and in coordination with the Assistant FAO Representatives for Programme and Administration, , the National Agribusiness Enterprise Specialist will undertake the following duties. Specifically, this will include the following tasks:

• Together with the identified Service Provider, coordinate the preparation of the report which covers 4 types of assessments such as site, supply, market, and enabling environment framework that aims to: - Analysis of key features of a suitable site for an Agricultural Economic Zone. (AEZ) - Map of various suppliers, locations and possible volume of production. • Conduct and Analyze Strengths, Weaknesses, Opportunities, and Threats (SWOT) of the supply chain of the chosen commodity. • Analyze the present and future market situation. • Analyze and understand the relevant legal, policy and regulatory frameworks to identify bottlenecks that may be faced when establishing and operating the AEZ. • Highlight key incentive systems that will encourage private sector investment in high-risk areas. • Under the direct supervision of the Mindanao Sub-Office (MSO) Head, coordinate with relevant government agencies including, among others the Mindanao Development Authority (MinDA), Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) – Bangsamoro Autonomous Region in Muslim Mindanao (MAFAR – BARMM), Ministry of Trade, Industry and Tourism (MTIT), Department of Science and Technology (DOST), Regional Economic Zone Authority (REZA), private sector including buyers and traders, and various municipal and provincial Local Government Units (LGUs), Task Force Bangon Marawi (TFBM) sub-committee on business and livelihoods, and other key counterparts, to ensure coherent designing of programmes and interventions by all actors. • Assist in the identification of capacity-building needs based on bottlenecks in the value chain. • With guidance from the MSO Head, undertake consultations and workshops with relevant institutions including the private sector to agree on the appropriate enabling mechanisms and its implementation for the private sector investment in agribusiness ventures in conflict-affected communities. • Assist the MSO Head in coordinating the establishment and maintenance of functional and institutional linkages between implementing partners and concerned national and local agencies and stakeholders to obtain support during and after project implementation. • Identify a successful methodology that can be replicated, and additional strategies required in conducting future pre-feasibility technical support study for other provinces including Zamboanga del Sur, Zamboanga del Norte, Agusan del Sur, Zamboanga Sibugay, Maguindanao and Basilan. • Establish a time-phased work plan in accordance with the project objectives, components, and deliverables within the framework of the project duration. • Assist the MSO Head in facilitating the active involvement of all partners in all aspects of work planning, implementation, monitoring and evaluation. • Coordinate timely and efficient delivery of outputs and regular monitoring and evaluation of project activities in conformity with the technical cooperation procedures of FAO. • Provide technical guidance to the service provider for setting up field activities and workshops. • Serve as an ex-officio member of the Project Technical Working Group (TWG), and be responsible for organizing meetings and providing secretariat support to the TWG. • Coordinate timely submission of reports, ensuring that these are of high professional standard, in accordance with FAO guidelines. • Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

Minimum Requirements

• The candidate must have an advanced degree in agribusiness, agricultural economics, development economics or any other field related to the work of the FAO • At least 10 years of relevant work experience in agricultural enterprise development, agribusiness development, and/or project implementation in an area of FAO's activities in the country; • National of the Philippines or resident in the country with a regular work permit. • Working knowledge of English and Filipino

Technical/Functional Skills

• Familiarity with farm tourism sites in at least one region of the Philippines • Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders, advance ability to work quickly and under pressure • Ability to work effectively as part of a multidisciplinary team and take leadership when appropriate • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point) • Language requirement: Excellent written and oral communication skills in English and Filipino.
